The project involves the replacement of 56 carbon-intensive heat sources in the form of coal boilers in 54 single-family buildings, with more ecological ones, in accordance with the preferences of residents and the requirements of the regulations and a hierarchy resulting from achievable ecological effects. Coal boilers will be replaced for gas boilers, electric boilers, biomass boilers, heat pumps and photovoltaic panels (as additional sources). The exchange of heat sources will be carried out in the Jemielnica Commune, in the following towns: Jemielnica, Barut, Gąsiorowice, Centawa, Łaziska, Piotrówka. The implementation of activities in the project of support for residents will take place in the grant system. The main objective of the project is to improve air quality in the municipality of Jemielnica. This is a particularly important task in the context of many years of problems in meeting air quality standards in the municipality and the potential health risk of residents exposed to substances emitted by carbon-intensive boilers and furnaces, especially those fired with solid fuels, with an outdated design, while allowing the combustion of other unacceptable substances, such as household waste. The planned actions aim to achieve levels of concentrations of substances in the air as defined in national legislation and European Union legislation. This applies mainly to fine particulate matter with a diameter of less than 10 μm, and indirectly also for benzo(a)pyrene, for which there are exceedances of the limit value or target value. Exposure to elevated concentrations of the indicated substances has a significant impact on the state of health, as well as the life expectancy of residents. A parallel objective of the activities covered by the project is to reduce greenhouse gas emissions, to counter the escalation of global warming and adaptation to climate change. (English) | |||

Projekt obejmuje wymianę 56 wysokoemisyjnych źródeł ciepła w postaci kotłów węglowych w 54 budynkach jednorodzinnych, na bardziej ekologiczne, zgodnie z preferencjami mieszkańców i wymogami regulaminu oraz hierarchią wynikającą z możliwych do osiągnięcia efektów ekologicznych. Kotły węglowe wymienione zostaną na kotły gazowe, elektryczne, kotły na biomasę, pompy ciepła oraz panele fotowoltaiczne (jako dodatkowe źródła). Wymiany źródeł ciepła realizowane będą w Gminie Jemielnica, w miejscowościach: Jemielnica, Barut, Gąsiorowice, Centawa, Łaziska, Piotrówka. Realizacja działań w projekcie wsparcia dla mieszkańców odbywać się będzie w systemie dotacyjnym. Głównym celem projektu jest poprawa jakości powietrza w gminie Jemielnica. Jest to szczególnie ważne zadanie w kontekście wieloletnich problemów z dotrzymaniem standardów jakości powietrza w gminie oraz potencjalnego zagrożenia zdrowia mieszkańców narażonych na oddziaływanie substancji emitowanych przez wysokoemisyjne kotły i piece, szczególnie te opalane paliwami stałymi, o przestarzałej konstrukcji, umożliwiające jednocześnie spalanie innych niedopuszczalnych substancji, takich jak odpady z gospodarstw domowych. Planowane działania mają umożliwić osiągnięcie poziomów stężeń substancji w powietrzu określonych w przepisach krajowych i prawodawstwie Unii Europejskiej. Dotyczy to przede wszystkim pyłów drobnych o średnicy poniżej 10 μm, a pośrednio także benzo(a)pirenu, dla których to substancji występują przekroczenia wartości dopuszczalnej lub docelowej. Ekspozycja na podwyższone stężenia wskazanych substancji ma istotny wpływ na stan zdrowia, a także długość życia mieszkańców. Równoległy cel działań objętych projektem stanowi redukcja emisji gazów cieplarnianych, umożliwiająca przeciwdziałanie eskalacji globalnego ocieplenia oraz adaptację do zmian klimatu. (Polish)
