Property / summary: The project contributes to achieving PI-6C/OE (Protect and value the cultural and natural heritage, as an economic base for the cross-border region) with the general objective of developing a differentiated, quality and sustainable tourism product based on the rich heritage cultural related to the War of Independence or Napoleonic Invasions in the area of cross-border cooperation through networking. The proposal aims to use this tourism product as an element to attract visitors and generate economic activity. The project will create new opportunities for tourism and economic development also in rural areas. The routes created incorporate not only the historical heritage, but also the landscape, gastronomy, wines, crafts and other local products. The project makes it possible to improve the competitiveness of the incipient and fragmented tourism sector through cooperation (product club). This will improve the attractiveness of these towns and will help reduce depopulation, attracting new residents and promoting territorial structure and cohesion. In addition, the increase and settlement of companies related to tourism (cultural management, accommodation, hospitality, services, etc.) in these municipalities will be encouraged, allowing an increase in employment and the establishment of the population in these areas. The organization of historical recreations, Napoleonic markets (with the sale of local products), period dances and other activities will attract visitors and generate economic activity. The transnational nature of the routes and their inclusion in a European Cultural Route of the Council of Europe favor their international communication and networking with other European routes, opening these inland territories to international markets. To this end, the project intends in a first step to identify and analyze the existing elements with scientific rigor and supported by historical studies. Subsequently inventory, order, restore, make accessible and signal these elements to order them through routes. Once the routes have been prepared, a tourist product will be designed with public-private participation, including accommodation, hotels, transport, tourist offices, etc. And finally, a Marketing Plan will be carried out to sell this product in different channels and to different audiences, from international fairs to websites and social networks. Therefore, it is intended to generate opportunities in a mostly rural territory, with a declining population and a very fragmented and weak tourism sector. The richness of the existing cultural heritage, together with the natural wealth and other resources such as gastronomy, wines, crafts or sports are endogenous assets that must be activated to generate employment and fix the existing population. Internal and external networking, sharing other European experiences, will also help to innovate, exchange knowledge and open up this often isolated cross-border territory despite being crossed by important road and rail communications lines. Results: The project pursues, on the one hand, to value that very interesting heritage related to the complicated beginnings of the 19th century and that marked the life of our countries and the whole of Europe so much. Cataloging, analyzing their situation, improving their status and accessibility, identifying them, marking them and geolocating them will be a first result. Another will be to generate new dynamics of cross-border, public-private and multilevel cooperation. Through the Steering Committees, a collaborative dialogue can be generated to know, value and manage this heritage and turn it into a tourist destination. By incorporating the different economic sectors, it will be possible to work together, overcoming the limitations of a business fabric that is often not very competitive individually. And finally, through proper marketing, this tourism product will be sold to attract visitors and increase the number of overnight stays, seasonally adjust the offer and increase spending per tourist. El proyecto contribuye a alcanzar PI-6C/OE (Proteger y valorizar el patrimonio cultural y natural, como soporte de base económica de la región transfronteriza) con el objetivo general de desarrollar un producto turístico diferenciado, de calidad y sostenible basado en el rico patrimonio cultural relacionado con la Guerra de la Independencia o Invasiones Napoleónicas en la zona de cooperación transfronteriza mediante el trabajo en red. La propuesta pretende utilizar este producto turístico como elemento de atracción de visitantes y de generación de actividad económica. El proyecto creará nuevas oportunidades de desarrollo turístico y económico también en zonas rurales. Las rutas creadas incorporan no solo el patrimonio histórico, sino también el paisaje, la gastronomía, los vinos, la artesanía y otros productos locales. El proyecto permite mejorar la competitividad del incipiente y atomizado sector turístico mediante la cooperación (club de producto). Ello mejorará el atractivo de estas localidades y contribuirá a minorar la despoblación, atrayendo nuevos residentes e impulsando la vertebración y la cohesión territorial. Además, se fomentará el aumento y afincamiento de empresas relacionadas con el turismo (gestión cultural, alojamientos, hostelería, servicios, etc.) en estos municipios, permitiendo un aumento del empleo y de la fijación de la población en estas zonas. La organización de recreaciones históricas, mercados napoleónicos (con venta de productos locales), bailes de época y otras actividades permitirán atraer visitantes y generar actividad económica. El carácter trasnacional de las rutas y su inclusión en un Itinerario Cultural Europeo del Consejo de Europa, favorecen su comunicación internacional y el trabajo en red con otras rutas europeas, abriendo estos territorios de interior a los mercados internacionales. Para ello el proyecto pretende en un primer paso identificar y analizar los elementos existentes con rigor científico y apoyado en estudios históricos. Posteriormente inventariar, ordenar, restaurar, hacer accesible y señalizar dichos elementos para ordenarlos a través de rutas. Una vez confeccionadas las rutas se diseñará con la participación público-privada un producto turístico incluyendo alojamientos, hostelería, transporte, oficinas de turismo, etc. Y finalmente se realizará un Plan de Marketing para vender este producto en distintos canales y a distintos públicos, desde ferias internacionales hasta webs y redes sociales. Por lo tanto, se pretende generar oportunidades en un territorio mayoritariamente rural, con población en declive y un sector turístico muy atomizado y débil. La riqueza del patrimonio cultural existente, unido a la riqueza natural y otros recursos como la gastronomía, los vinos, la artesanía o el deporte son activos endógenos que se deben activar para generar empleo y fijar la población existente. El trabajo en red interno y externo, compartiendo otras experiencias europeas, ayudará también a innovar, intercambiar conocimiento y abrir este territorio transfronterizo a menudo aislado pese a estar atravesado por importantes línea de comunicaciones por carretera y ferrocarril. Resultados: El proyecto persigue por un lado poner en valor ese patrimonio interesantísimo relacionado con los complicados inicios del siglo XIX y que tanto marcó la vida de nuestros países y de Europa entera. Catalogar, analizar su situación, mejorar su estado y su accesibilidad, identificarlos, señalarlos y geolocalizarlos será un primer resultado. Otro será el generar nuevas dinámicas de cooperación transfronteriza, publico-privada y multinivel. A través de los Comités de Pilotaje se podrá generar un diálogo colaborativo para conocer, valorar y gestionar este patrimonio y convertirlo en un destino turístico. Incorporando a los diferentes sectores económicos se podrá trabajar de forma conjunta superando las limitaciones de un tejido empresarial a menudo poco competitivo de forma individual. Y por último, mediante una adecuada comercialización, se venderá este producto turístico para atraer visitantes e incrementar el número de pernoctaciones, desestacionalizar la oferta y aumentar el gasto por turista.
