A projekt keretében támogatást igénylő, a Szabolcs-Szatmár-Bereg Megyei Kórházak és Egyetemi Oktatókórház (SZSZBMK) betegbiztonságot növelését célzó fejlesztései valósulnak meg, a Felhívás 3.1. pontjában foglaltakkal összhangban kézhigiéné fejlesztésére irányuló infekciókontroll tevékenységekhez kapcsolódóan, az egészségügyi dolgozókra nehezedő nyomás csökkentése, a betegellátás minőségének javítása, valamint a betegek és hozzátartozóik elégedettségének növelése érdekében. A fejlesztések részletes szükségletelemzését, valamint annak probléma- és igényfeltáró célú bemutatását, illetve az általuk elérendő, elvárt hatások körét a Megvalósíthatósági Tanulmány tartalmazza. A fejlesztéssel érintett szervezeti egységek (3 019 db bevont ágy osztályai és részlegei) vonatkozásában, az egészségügyi szolgáltatáshoz való hozzáférés és a térségi kiegyenlítődés javul 3 121 db új eszköz beszerzése révén, illetve a projekt keretében megvalósuló fejlesztések hatásindikátoraiként feltételezésünk szerint 10%-kal csökkenni fog a kórházi fertőzések esetszáma és nő a betegelégedettség. 6 db megvalósítási helyszínen (köztük komplex programmal fejlesztendő járás területén is) történnek meg a beszerzések. A projekt célrendszerének eléréséhez tervezett beavatkozások és tevékenységtípusok a következők: általános és speciális higiénés rendszerek fejlesztésének előkészítése, szükséges eszközök és berendezések beszerzése, a helyi igényekhez illesztése. Az orvos szakmai és egészségügyi szolgáltatásfejlesztési, összefoglalóan infekciókontroll tevékenységekhez kapcsolódó kiegészítő szakmai és funkcionális tevékenységek: - Megvalósíthatósági tanulmány készítése - Közbeszerzések előkészítése és lebonyolítása - Orvosi gép műszer beszerzésre vonatkozó közbeszerzési eljárás előkészítése és lebonyolítása – Orvostechnológiai tevékenység ellátása - Projektmenedzsment - Horizontális követelmények – Könyvvizsgálat - Tájékoztatás, nyilvánosság biztosítása A projekt adminisztratív és jogszabályi környezetben szabályozott eljárásrendi környezetnek megfelelő hatékony megvalósítása támogatást igénylő saját szervezeti keretein belül, közalkalmazotti jogviszony keretében tevékenységet ellátó humánerőforrás által biztosított. A megvalósítás teljes ciklusa alatt a nyilvánosság biztosítása, a Széchenyi 2020 Arculati Útmutató és Kedvezményezettek Tájékoztatási Kötelezettségei című dokumentumban foglalt rendelkezések szerint folyamatos. Az igényelt támogatás mértéke: bruttó 200 000 000 Ft (100%-os intenzitással). A projekt megvalósításának ideje: 2017.10.01.-2018.09.30. (12 hónap). A fejlesztéshez kapcsolódó nyilvános eseményeken, projektgazda kommunikációjában és viselkedésében esélytudatosságot fejez ki, erre vonatkozóan a szervezeti kommunikációs szabályzatok és protokollok megfelelő adattartalommal rendelkezésre állnak. As part of the project, the Szabolcs-Szatmár-Bereg County Hospitals and University Teaching Hospitals (SZSZBMK) are developing projects to increase patient safety in connection with infection control activities aimed at developing hand hygiene in accordance with point 3.1 of the call, in order to reduce the pressure on healthcare workers, improve the quality of patient care and increase the satisfaction of patients and their relatives. With regard to the departments involved in the development (3 019 beds departments and departments), access to healthcare services and regional levelling will improve through the purchase of 3 121 new devices, and as impact indicators of the developments carried out under the project, it is assumed that the number of hospital infections will decrease by 10 % and patient satisfaction will increase. 6 implementation sites (including in the area of districts to be developed with a complex programme) are procured. The interventions and types of activities planned to achieve the project’s target system are as follows: preparing the development of general and specialised hygiene systems, purchasing the necessary equipment and equipment, adapting them to local needs. Im Rahmen des Projekts entwickeln die Bezirkskrankenhäuser und Universitätskliniken (SZSZBMK) des Landkreises Szabolcs-Szatmár-Bereg (SZSZBMK) Projekte zur Erhöhung der Patientensicherheit im Zusammenhang mit Infektionsbekämpfungsmaßnahmen, die auf die Entwicklung der Handhygiene gemäß Punkt 3.1 der Aufforderung abzielen, um den Druck auf Beschäftigte im Gesundheitswesen zu verringern, die Qualität der Patientenversorgung zu verbessern und die Zufriedenheit der Patienten und ihrer Angehörigen zu erhöhen. Die detaillierte Bedarfsanalyse der Entwicklungen und deren Darstellung zu Problem- und Bedarfsermittlungszwecken sowie die Bandbreite der erwarteten Auswirkungen, die von ihnen erzielt werden sollen, finden sich in der Machbarkeitsstudie. In Bezug auf die an der Entwicklung beteiligten Abteilungen (3 019 Bettenabteilungen und -abteilungen) wird sich der Zugang zu Gesundheitsdiensten und regionalen Nivellierungen durch den Kauf von 3 121 neuen Geräten verbessern, und als Wirkungsindikatoren für die im Rahmen des Projekts durchgeführten Entwicklungen wird davon ausgegangen, dass die Zahl der Krankenhausinfektionen um 10 % sinken wird und die Patientenzufriedenheit zunehmen wird. 6 Umsetzungsorte (auch im Bereich der mit einem komplexen Programm zu entwickelnden Bezirke) werden beschafft. Die Maßnahmen und Arten von Maßnahmen, die zur Erreichung des Projektzielsystems geplant sind, sind wie folgt: Vorbereitung der Entwicklung allgemeiner und spezialisierter Hygienesysteme, Beschaffung der erforderlichen Ausrüstung und Ausrüstung, Anpassung an die lokalen Bedürfnisse. Ergänzende berufliche und funktionelle Tätigkeiten im Zusammenhang mit der Entwicklung des medizinischen Fachpersonals und des Gesundheitsdienstes sowie der allgemeinen Infektionsbekämpfung: — Machbarkeitsstudie – Vorbereitung und Durchführung des öffentlichen Auftragswesens – Vorbereitung und Durchführung eines öffentlichen Vergabeverfahrens für die Beschaffung medizinischer Maschineninstrumente – Bereitstellung medizinischer Technologieaktivitäten – Projektmanagement – Horizontale Anforderungen – Auditing – Information und Publizität Die wirksame Durchführung des Projekts im Einklang mit dem im administrativen und rechtlichen Umfeld geregelten verfahrenstechnischen Umfeld wird durch die Humanressourcen gewährleistet, die Tätigkeiten innerhalb ihres eigenen organisatorischen Rahmens durchführen, der Unterstützung im Rahmen eines Beamtenverhältnisses erfordert. Die Öffentlichkeitsarbeit während des gesamten Umsetzungszyklus erfolgt im Einklang mit den Bestimmungen des Identitätsleitfadens von Széchenyi 2020 und der Informationspflichten der Empfänger. Höhe der beantragten Beihilfe: 200 000 000 HUF brutto (100 % Intensität). Datum der Durchführung des Projekts: 2017.10.01.-2018.09.30. (12 Monate). In öffentlichen Veranstaltungen im Zusammenhang mit der Entwicklung, in der Kommunikation und dem Verhalten des Entwicklers drückt sie ein Gefühl der Chance aus, und die Kommunikationspolitiken und -protokolle der Unternehmen sind mit entsprechenden Dateninhalten verfügbar. Dans le cadre de ce projet, les hôpitaux du comté de Szabolcs-Szatmár-Bereg et les hôpitaux universitaires d’enseignement (SZZBMK) élaborent des projets visant à renforcer la sécurité des patients dans le cadre des activités de lutte contre les infections visant à développer l’hygiène des mains conformément au point 3.1 de l’appel, afin de réduire la pression sur le personnel de santé, d’améliorer la qualité des soins aux patients et d’accroître la satisfaction des patients et de leurs proches. L’analyse détaillée des besoins des développements et de leur présentation à des fins d’établissement des problèmes et de la demande, ainsi que l’éventail des incidences attendues qu’ils devraient avoir, se trouvent dans l’étude de faisabilité. En ce qui concerne les départements impliqués dans le développement (3 019 lits et départements), l’accès aux services de santé et le nivellement régional s’amélioreront grâce à l’achat de 3 121 nouveaux appareils, et comme indicateurs d’impact des développements réalisés dans le cadre du projet, on suppose que le nombre d’infections hospitalières diminuera de 10 % et que la satisfaction des patients augmentera. 6 sites de mise en œuvre (y compris dans la zone des districts à développer dans le cadre d’un programme complexe) sont achetés. Les interventions et les types d’activités prévues pour atteindre le système cible du projet sont les suivants: préparer le développement de systèmes d’hygiène généraux et spécialisés, acheter l’équipement et l’équipement nécessaires, les adapter aux besoins locaux.
