    Increase is an innovative 6 step training and support pathway for 4000 economically excluded people in Housing Association (HA) neighbourhoods. Through pilot work, collected data and our own baseline survey across FCE region; we’ve identified need for further support in HA neighbourhoods. State support involves multiple referrals between services and little data sharing. This has created gaps (for instance New Enterprise Allowance (NEA) in UK has success but screening criteria, entry levels requirements, and timescales make it difficult for our target groups to access. In France employment levels are very low and our survey data showed some areas as having as little as 25% employed in HA neighbourhoods. We expect Increase to create up to 1200 new businesses and 2000 employment outcomes over 3 years. This will: • Create inclusive opportunities for 3200 economically vulnerable people. • Save money on services. • Reduce the number of people on benefits. • Improve local economies and build neighbourhoods’ spirit. • Help create options for transfer from welfare benefits across FCE. Our innovative solution is tailored using experience of MEESS (Micro Enterprise and Employment Support Services) and HA partners to create an integrated service. This will be created through a combination of UK and FR experience including FR micro-credit success and UK community based delivery expertise. We’re also creating a unique project legacy by creating community based ambassadors to continue to support and embed learning. The 6 step service offer involves: Step 1- Engagement and assessment of needs (Activity T1.1). Step 2- Preparation activity (Activity T1.2). Step 3- Implementation of new training modules (Activity T1.3). Step 4- Ongoing support into new business, employment or further training (Activity T1.5). Step 5- Ambassador training (Activity T2.1). Step 6- Ambassador activity (Activity T2.4). Our approach assesses client needs and ensures sustainability of the activity we’ll create in neighbourhoods by: • Engaging 6000 people. • Helping 4000 participants complete training. • Inspiring 3200 into trading or job starts Steps 5 + 6 focus on engaging, training and supporting some clients; trained to be ambassadors for their peers. They’ll help HA partners engage local stakeholder support and create support networks at each site of delivery. On an international level we’ll have a transferability manual with all elements of the service; used by influential Steering Committee (SC) members as evidence for change and replication.
