The common cross-border challenge for both partners is low level of entrepreneurial activity, impacting on economic and social development in regions, partly linked to present educational system disparity with modern economic system requires. Both project partners are administrative units where large-scale enterprises (mainly of chemical and extractive industries) were concentrated in the past. These mentioned enterprises needed well-qualified labour force (basically in technical education fields), but such skill like enterprising thinking was not evaluated enough. As the result of this situation the level of entrepreneurial activity in both regions was quite low for a long time. Economy structure changes in both regions has also brought the new challenges in educational system such as implementation of IT-based learning and necessary to popularize STEM (science, technology, engineering, mathematics) subjects among pupils. High quality STEM experiences develop critical thinking skills, increase science literacy and form the next generation of innovators. STEM skills are needed for navigating the modern world and competing in the 21-st century job market. Importance of STEM activities development is presented in both partner state and municipal policies. Taking into account the mentioned challenge (concerning for both partners), the main aim of the project to create new type of extracurricular activity centers, where based on STEM subjects activity is combined with principles of enterprising thinking and its development. Project main overall is to increase the level of entrepreneurship on both sides of the border through the educational system improvement and modernization. Partners’ expected change is concerned to creation of improved educational area, enriched by modern tools. Projects main outputs are: pupils awareness raising in enterprising studies issues, conditions creation for further cooperation between partners municipalities'; youths, partners competence joining in educational field (present experience exchange, new practices collection and their piloting/testing). Both project partners are centers of regions, so the created centers will encompass not only youth living in Jõhvi or Kingisepp, but also students (pupils) from whole region ( it allows to provide the project effectiveness with the high amount of project';s beneficiaries). Project main activities are focused on following directions: new type extracurricular activity centres conception working out ( taking into account the best practices of this area), mentioned centres building/reconstruction and equipping, educational activity launching, cooperation ways definition and its ensuring between centres. The present project has clearly defined cross-border approach, because project partners are going to use their best practice and strengths in projects theme issue :experience in successfully implemented Enterprising school programme (Jõhvi) and long-term practice and traditions in STEM subjects learning (Kingisepp). The conception on new extracurricular activity centres will be jointly developed by partners with involving the new practices. Origin feature of the project is creation in frame of joint cooperation the new educational product - new type of extracurricular activity centres focused on STEM subjects learning (technical/ environmental specialization) with development of enterprising thinking. The described centres are not presented in project partners municipalities nowadays. (English)
