Във връзка с изпълнение на целите заложени в чл.31,ал.1 от ЗУО Община Карлово предвижда изграждане на компостираща инсталация с капацитет 6500т/г в ПИ №36498.37.364,с площ 20000 м2,м.Стара река, гр.Карлово, общ.Карлово,която да обслужва населението на общината. С изграждането тази инсталация и закупуването на съоръженията по проекта ще се събира и третира зеления отпадък от домакинствата, градинките и обществените паркове.Целта е чрез рециклирането на тези отпадъци да получим качествен краен продукт "компост"-богат на хумос продукт,който може да бъде предлаган на пазара.Изготвено е прединвестиционно проучване с водеща част избраната Технология,чрез прилагането,на която ще се получи качествен компост.Общината е избрала да кандидатства за инсталация за открито компостиране-системи за компостиране в покрити с чергила редове с улеи и принудителна аерация. В изпълнение на целите за разделно събиране в проектното предложение е предвидено закупуването на 209 броя "кафяви" контейнери със съвместимост 1100 л и специализиран автомобил за събиране и извозване на зеления отпадък от домакинствата, 3 броя камиони за събиране на зелената маса от паркове, градинки и домакинствата в другите населени места в общината,както и 2 брой мобилен шредер за раздробяване на дървесната фракция, 1 челен товарач и 1 ситова машина.Не се предвижда изграждане на съпътстваща инфраструктура. С изпълнението на проекта ще се намали количеството на входящия материал на изградената сепарираща инсталация, а от там и намаляване на количеството депонирани на Регионалното депо отпадъци, което ще доведе до удължаване на неговия експлоатационен живот. In connection with the implementation of the objectives laid down in Article 31(1) of the ZUO, Karlovo Municipality provides for the construction of a composting plant with a capacity of 6 500 t/d in the area of 20 000 m² of Stara Reka, Karlovo municipality, in the municipality of Karlovo, which serves the population of the municipality. With the construction of this installation and the purchase of the facilities under the project will be collected and treated the green waste from households, gardens and public parks. The aim is to obtain a quality final product “compost” rich in humos, which can be marketed. A pre-investment study with a leading part of the selected Technology through the application, which will be obtained quality compost. The municipality has chosen to apply for an open compost installation — composting systems in rows covered with rugs and forced aeration. In order to meet the objectives for separate collection, the project proposal provides for the purchase of 209 “brown” containers with 1100 litres compatibility and a specialised vehicle for collection and removal of green waste from households, 3 trucks for collecting the green mass of parks, gardens and households in other settlements in the municipality, as well as 2 mobile shredder for crushing the wood fraction, 1 front loader and 1 grey machine. The implementation of the project will reduce the amount of input material of the constructed separation plant and hence reduce the amount of waste deposited at the Regional landfill, which will lead to an extension of its service life. Dans le cadre de la mise en œuvre des objectifs énoncés à l’article 31, paragraphe 1, de la ZUO, la municipalité de Karlovo prévoit la construction d’une usine de compostage d’une capacité de 6 500 t/j sur une superficie de 20 000 m² de Stara Reka, municipalité de Karlovo, dans la commune de Karlovo, qui dessert la population de la commune. Avec la construction de cette installation et l’achat des installations dans le cadre du projet seront collectés et traités les déchets verts des ménages, des jardins et des parcs publics. L’objectif est d’obtenir un produit final de qualité «compost» riche en humos, qui peut être commercialisé. Une étude de pré-investissement avec une partie majeure de la technologie sélectionnée à travers l’application, qui sera obtenu compost de qualité. La municipalité a choisi de demander une installation de compost ouvert — systèmes de compostage en rangées couvertes de tapis et d’aération forcée. Afin d’atteindre les objectifs de collecte séparée, la proposition de projet prévoit l’achat de 209 conteneurs «bruns» d’une compatibilité de 1100 litres et d’un véhicule spécialisé pour la collecte et l’enlèvement des déchets verts des ménages, de 3 camions pour la collecte de la masse verte des parcs, des jardins et des ménages dans d’autres localités de la municipalité, ainsi que de 2 déchiqueteurs mobiles pour le broyage de la fraction bois, d’un chargeur frontal et d’une machine grise. La mise en œuvre du projet permettra de réduire la quantité de matières premières de l’installation de séparation construite et, par conséquent, de réduire la quantité de déchets déposés dans la décharge régionale, ce qui entraînera une prolongation de sa durée de vie. La proposition de projet est conforme à la législation nationale en vigueur. (French)

Im Zusammenhang mit der Verwirklichung der Ziele des Art. 31 Abs. 1 ZUO sieht die Gemeinde Karlovo den Bau einer Kompostieranlage mit einer Kapazität von 6 500 t/d auf der Fläche von 20 000 m² Stara Reka, Gemeinde Karlovo, in der Gemeinde Karlovo vor, die der Bevölkerung der Gemeinde dient. Mit dem Bau dieser Anlage und dem Kauf der Anlagen im Rahmen des Projekts werden die grünen Abfälle aus Haushalten, Gärten und öffentlichen Parks gesammelt und behandelt. Ziel ist es, ein qualitativ hochwertiges Endprodukt „Kompost“ zu erhalten, das reich an Humos ist, das vermarktet werden kann. Eine Vorinvestitionsstudie mit einem führenden Teil der ausgewählten Technologie durch die Anwendung, die Qualitätskompostierung erhalten wird. Um die Ziele für die getrennte Sammlung zu erreichen, sieht der Projektvorschlag den Kauf von 209 „braunen“ Behältern mit 1100 Liter Kompatibilität und einem spezialisierten Fahrzeug für die Sammlung und Beseitigung von Grünabfällen aus Haushalten, 3 LKW zur Sammlung der grünen Masse von Parks, Gärten und Haushalten in anderen Siedlungen in der Gemeinde sowie 2 mobile Shredder zum Zerkleinern der Holzfraktion, 1 Frontlader und 1 graue Maschine vor. Durch die Durchführung des Projekts wird die Menge des Inputmaterials der errichteten Trennanlage verringert und somit die Menge der auf der regionalen Deponie abgelagerten Abfälle verringert, was zu einer Verlängerung ihrer Lebensdauer führen wird. Der Projektvorschlag steht im Einklang mit den geltenden nationalen Rechtsvorschriften. (German)

In het kader van de verwezenlijking van de doelstellingen van artikel 31, lid 1, ZUO voorziet de gemeente Karlovo in de bouw van een composteerinstallatie met een capaciteit van 6 500 t/d op 20 000 m² van Stara Reka, gemeente Karlovo, in de gemeente Karlovo, die de bevolking van de gemeente bedient. Met de bouw van deze installatie en de aankoop van de installaties in het kader van het project zal het groene afval van huishoudens, tuinen en openbare parken worden verzameld en behandeld. Het doel is om een kwaliteitsvol eindproduct „compost” te verkrijgen dat rijk is aan humos, dat op de markt kan worden gebracht. Een pre-investeringsstudie met een vooraanstaand deel van de geselecteerde Technologie door middel van de applicatie, die zal worden verkregen van kwaliteitscompost. De gemeente heeft ervoor gekozen om een open compostinstallatie aan te vragen — composteersystemen in rijen bedekt met tapijten en gedwongen beluchting. Om de doelstellingen inzake gescheiden inzameling te verwezenlijken, voorziet het projectvoorstel in de aankoop van 209 „bruine” containers met 1100 liter compatibiliteit en een speciaal voertuig voor de inzameling en verwijdering van groen afval van huishoudens, 3 vrachtwagens voor het inzamelen van de groene massa van parken, tuinen en huishoudens in andere nederzettingen in de gemeente, evenals 2 mobiele shredder voor het breken van de houtfractie, 1 voorlader en 1 grijze machine. De uitvoering van het project zal de hoeveelheid inputmateriaal van de gebouwde scheidingsinstallatie verminderen en daarmee de hoeveelheid afval die op de regionale stortplaats wordt gestort, verminderen, wat zal leiden tot een verlenging van de levensduur ervan. Het projectvoorstel is in overeenstemming met de geldende nationale wetgeving. (Dutch)

Nell'ambito della realizzazione degli obiettivi di cui all'articolo 31, paragrafo 1, dello ZUO, il comune di Karlovo prevede la costruzione di un impianto di compostaggio della capacità di 6 500 t/d nella superficie di 20 000 m² di Stara Reka, comune di Karlovo, nel comune di Karlovo, che serve la popolazione del comune. Con la costruzione di questo impianto e l'acquisto degli impianti nell'ambito del progetto saranno raccolti e trattati i rifiuti verdi provenienti da abitazioni, giardini e parchi pubblici. L'obiettivo è quello di ottenere un prodotto finale di qualità "compost" ricco di humos, che può essere commercializzato. Uno studio di preinvestimento con una parte principale della Tecnologia selezionata attraverso l'applicazione, che sarà ottenuto compost di qualità. Il comune ha scelto di richiedere un impianto di compostaggio aperto — sistemi di compostaggio in file coperte da tappeti e aerazione forzata. Al fine di conseguire gli obiettivi della raccolta differenziata, la proposta di progetto prevede l'acquisto di 209 contenitori "marroni" con compatibilità di 1100 litri e un veicolo specializzato per la raccolta e la rimozione dei rifiuti verdi provenienti dalle famiglie, 3 autocarri per la raccolta della massa verde di parchi, giardini e abitazioni in altri insediamenti del comune, nonché 2 trituratori mobili per la frantumazione della frazione di legno, 1 caricatore frontale e 1 macchina grigia. L'attuazione del progetto ridurrà la quantità di materiale in entrata dell'impianto di separazione costruito e quindi ridurrà la quantità di rifiuti depositati nella discarica regionale, il che comporterà un prolungamento della sua durata di vita. La proposta di progetto è conforme alla legislazione nazionale in vigore. (Italian)

En el marco de la realización de los objetivos establecidos en el artículo 31, apartado 1, de la ZUO, el municipio de Karlovo prevé la construcción de una planta de compostaje con una capacidad de 6 500 t/d en la superficie de 20 000 m² de Stara Reka, municipio de Karlovo, en el municipio de Karlovo, que sirve a la población del municipio. Con la construcción de esta instalación y la compra de las instalaciones bajo el proyecto se recogerán y tratarán los residuos verdes de hogares, jardines y parques públicos. El objetivo es obtener un producto final de calidad «compost» rico en humor, que se pueda comercializar. Un estudio de preinversión con una parte líder de la Tecnología seleccionada a través de la aplicación, que se obtendrá compost de calidad. El municipio ha optado por solicitar una instalación de compost abierto — sistemas de compostaje en filas cubiertas de alfombras y aireación forzada. Con el fin de cumplir los objetivos de recogida selectiva, la propuesta de proyecto prevé la compra de 209 contenedores «marrones» con 1100 litros de compatibilidad y un vehículo especializado para la recogida y eliminación de residuos verdes de los hogares, 3 camiones para recoger la masa verde de parques, jardines y hogares en otros asentamientos del municipio, así como 2 trituradoras móviles para triturar la fracción de madera, 1 cargadora delantera y 1 máquina gris. La ejecución del proyecto reducirá la cantidad de material de entrada de la planta de separación construida y, por lo tanto, reducirá la cantidad de residuos depositados en el vertedero regional, lo que dará lugar a una prolongación de su vida útil. La propuesta de proyecto se ajusta a la legislación nacional vigente. (Spanish)
