    Община Девин представлява малка планинска община, в която състоянието на образователната инфраструктура е в лошо техническо състояние. В общинския център град Девин функционират две обединени детски заведения, в които се отглеждат и възпитават близо 220 деца на възраст от 3 до 7 години. Сградният им фонд и отоплителните системи са остарели и амортизирани, поради което се нуждаят от обновяване и реконструкция. Осезаема е нуждата в общината от приспособяване към настоящите потребности и подобряване техническото състояние на сградния фонд на образователната инфраструктура. Внедряването на енергоефективни мерки пряко ще допринесе за намаляване на крайното потребление на енергия и косвено - за намаляване на емисиите на парникови газове в малките градове - опорни центрове на полицентричната система съгласно Националната концепция за пространствено развитие. Въпреки частично внедрените енергоспестяващи мерки - топлоизолиране на външни стени с EPS 0.05m, разходът на енергия за отопление към момента остава много висок. Настоящото проектно предложение е насочено към повишаване на енергийната ефективност на сгради от общинската образователна инфраструктура, а именно: Обединено детско заведение "Здравец" - гр. Девин и Обединено детско заведение "Изворче" - гр. Девин. Това ще бъде постигнато чрез: -повишаване ефективността на отоплителната инсталация;- подобряване енергийните характеристики на ограждащата конструкция на всяка една от сградите на двете обединени детски заведения;- намаляване загубите на топлина от топлопреминаване през прозорците, чрез подмяна на съществуващата дограма с PVC.     The municipality of Devin is a small mountain municipality in which the state of the educational infrastructure is in poor technical condition. In the municipal center, the town of Devin operates two united childcare facilities, which raise and educate nearly 220 children aged 3 to 7 years. Their building stock and heating systems are outdated and depreciated, which is why they need renovation and reconstruction. There is a tangible need in the municipality to adapt to the current needs and improve the technical condition of the building stock of the educational infrastructure. The implementation of energy-efficient measures will directly contribute to reducing final energy consumption and indirectly — reducing greenhouse gas emissions in small towns — the backbone of the polycentric system according to the National Spatial Development Concept. Despite the partially implemented energy-saving measures — thermal insulation of external walls with EPS 0.05 m, the energy consumption for heating currently remains very high. This project proposal aims at improving the energy efficiency of buildings from the municipal educational infrastructure, namely: United Children’s Center “Zdravets” — Devin and United childcare facility “Izvorche” — Devin. This will be achieved through: — improving the efficiency of the heating system;- improving the energy performance of the enclosing structure of each of the buildings of the two combined childcare facilities;- reducing heat losses from heat transfer through windows, by replacing the existing windows with PVC.     La municipalité de Devin est une petite municipalité de montagne dans laquelle l’état de l’infrastructure éducative est en mauvais état technique. Dans le centre municipal, la ville de Devin exploite deux structures de garde d’enfants unifiées, qui éduquent et éduquent près de 220 enfants âgés de 3 à 7 ans. Leur parc immobilier et leurs systèmes de chauffage sont obsolètes et amortis, raison pour laquelle ils ont besoin de rénovation et de reconstruction. Il y a un besoin tangible dans la municipalité de s’adapter aux besoins actuels et d’améliorer l’état technique du parc immobilier de l’infrastructure éducative. La mise en œuvre de mesures d’efficacité énergétique contribuera directement à réduire la consommation finale d’énergie et indirectement — réduction des émissions de gaz à effet de serre dans les petites villes — l’épine dorsale du système polycentrique selon le concept national de développement de l’espace. Malgré les mesures d’économie d’énergie partiellement mises en œuvre — isolation thermique des murs extérieurs avec EPS 0,05 m, la consommation d’énergie pour le chauffage reste actuellement très élevée. Cette proposition de projet vise à améliorer l’efficacité énergétique des bâtiments issus des infrastructures éducatives municipales, à savoir: United Children’s Center «Zdravets» — Devin et la garderie unie «Izvorche» — Devin. Cet objectif sera atteint par les moyens suivants: — l’amélioration de l’efficacité du système de chauffage;- l’amélioration de la performance énergétique de la structure d’enceinte de chacun des bâtiments des deux structures combinées de garde d’enfants;- la réduction des pertes de chaleur résultant du transfert de chaleur par les fenêtres, en remplaçant les fenêtres existantes par du PVC.     Die Gemeinde Devin ist eine kleine Berggemeinde, in der der Zustand der Bildungsinfrastruktur in schlechtem technischen Zustand ist. Im Gemeindezentrum betreibt die Stadt Devin zwei gemeinsame Kinderbetreuungseinrichtungen, die fast 220 Kinder im Alter von 3 bis 7 Jahren aufziehen und erziehen. Ihre Gebäudebestands- und Heizungsanlagen sind veraltet und abgeschrieben, weshalb sie saniert und saniert werden müssen. In der Gemeinde besteht ein spürbarer Bedarf, sich an den aktuellen Bedarf anzupassen und den technischen Zustand des Gebäudebestands der Bildungsinfrastruktur zu verbessern. Die Umsetzung energieeffizienter Maßnahmen wird direkt zur Verringerung des Endenergieverbrauchs und indirekt – Verringerung der Treibhausgasemissionen in Kleinstädten – das Rückgrat des polyzentrischen Systems gemäß dem Nationalen Raumentwicklungskonzept beitragen. Dieser Projektvorschlag zielt darauf ab, die Energieeffizienz von Gebäuden aus der kommunalen Bildungsinfrastruktur zu verbessern, und zwar: United Children’s Center „Zdravets“ – Devin und United Kinderbetreuungseinrichtung „Izvorche“ – Devin. Dies wird erreicht durch: Verbesserung der Effizienz des Heizsystems;- Verbesserung der Energieeffizienz der umschließenden Gebäude der beiden kombinierten Kinderbetreuungseinrichtungen;- Verringerung der Wärmeverluste durch Wärmeübertragung durch Fenster, indem die vorhandenen Fenster durch PVC ersetzt werden.     De gemeente Devin is een kleine berggemeente waar de staat van de onderwijsinfrastructuur in slechte technische staat verkeert. In het gemeentelijke centrum, de stad Devin heeft twee verenigde kinderopvang faciliteiten, die opvoeden en opvoeden bijna 220 kinderen van 3 tot 7 jaar. Hun gebouwenbestand en verwarmingssystemen zijn verouderd en afgeschreven, daarom hebben ze renovatie en wederopbouw nodig. Dit projectvoorstel heeft tot doel de energie-efficiëntie van gebouwen uit de gemeentelijke onderwijsinfrastructuur te verbeteren, namelijk: United Children’s Center „Zdravets” — Devin en United kinderopvang „Izvorche” — Devin. Dit zal worden bereikt door middel van: — het verbeteren van de efficiëntie van het verwarmingssysteem;- het verbeteren van de energieprestaties van de omhullende structuur van elk van de gebouwen van de twee gecombineerde kinderopvangfaciliteiten;- het verminderen van warmteverliezen door warmteoverdracht via ramen, door de bestaande ramen te vervangen door PVC.     Il comune di Devin è un piccolo comune di montagna in cui lo stato delle infrastrutture educative è in cattive condizioni tecniche. Nel centro comunale, la città di Devin gestisce due strutture unite per l'infanzia, che allevano ed educano quasi 220 bambini di età compresa tra i 3 e i 7 anni. Il loro parco immobiliare e i loro sistemi di riscaldamento sono obsoleti e ammortizzati, motivo per cui hanno bisogno di ristrutturazione e ricostruzione. C'è una necessità tangibile nel comune di adattarsi alle esigenze attuali e migliorare le condizioni tecniche del parco immobiliare delle infrastrutture didattiche. L'attuazione di misure efficienti sotto il profilo energetico contribuirà direttamente a ridurre il consumo finale di energia e indirettamente — la riduzione delle emissioni di gas a effetto serra nelle piccole città — la spina dorsale del sistema policentrico secondo il concetto di sviluppo territoriale nazionale. Nonostante le misure di risparmio energetico parzialmente attuate — isolamento termico delle pareti esterne con EPS 0,05 m, il consumo energetico per il riscaldamento rimane attualmente molto elevato. La presente proposta di progetto mira a migliorare l'efficienza energetica degli edifici delle infrastrutture educative comunali, in particolare: United Children's Center "Zdravets" — Devin e United struttura per l'infanzia "Izvorche" — Devin. Questo obiettivo sarà raggiunto attraverso: — migliorare l'efficienza dell'impianto di riscaldamento;- migliorare il rendimento energetico della struttura di chiusura di ciascuno degli edifici delle due strutture combinate per l'infanzia;- ridurre le perdite di calore derivanti dal trasferimento di calore attraverso le finestre, sostituendo le finestre esistenti con PVC.     El municipio de Devin es un pequeño municipio de montaña en el que el estado de la infraestructura educativa se encuentra en malas condiciones técnicas. En el centro municipal, la ciudad de Devin cuenta con dos guarderías unidas, que crían y educan a casi 220 niños de 3 a 7 años de edad. Su parque inmobiliario y sus sistemas de calefacción están anticuados y depreciados, por lo que necesitan renovación y reconstrucción. Existe una necesidad tangible en el municipio de adaptarse a las necesidades actuales y mejorar el estado técnico del parque inmobiliario de la infraestructura educativa. La aplicación de medidas eficientes desde el punto de vista energético contribuirá directamente a reducir el consumo final de energía y, indirectamente, a la reducción de las emisiones de gases de efecto invernadero en las ciudades pequeñas, la columna vertebral del sistema policéntrico de acuerdo con el concepto nacional de desarrollo espacial. A pesar de las medidas de ahorro de energía aplicadas parcialmente — aislamiento térmico de paredes exteriores con EPS 0,05 m, el consumo de energía para calefacción sigue siendo actualmente muy alto. Esta propuesta de proyecto tiene por objeto mejorar la eficiencia energética de los edificios de la infraestructura educativa municipal, a saber: United Children’s Center «Zdravets» — Devin y el centro de cuidado de niños «Izvorche» — Devin. Esto se logrará mediante: — mejorar la eficiencia del sistema de calefacción;- mejorar el rendimiento energético de la estructura de cierre de cada uno de los edificios de las dos instalaciones combinadas de cuidado de niños;- reducir las pérdidas de calor debidas a la transferencia de calor a través de ventanas, mediante la sustitución de las ventanas existentes por PVC.
