a) A projekt célja: Jászalsószentgyörgy egyik legfontosabb fejlesztési célkitűzése, hogy a Tiszasüly-Jászalsószentgyörgy összekötő 3226. sz. út Jászalsószentgyörgy Rákóczi úti belterületi szakaszán kerékpárutat építsen, a közlekedés biztonságosabbá tétele és a létesítendő kerékpárút nyomvonala közvetlen közelében lévő gazdasági üzemek, munkahelyek, szolgáltatást végző helyi vállalkozások minél könnyebb elérése érdekében. Ezen a belterületi szakaszon a napi forgalom meghaladja a 2000 E/napot. A forgalomszámlását a Magyar Közút Nonprofit Zrt. Jász-Nagykun-Szolnok Megyei Igazgatóság munkatársai bevonásával, oktatási tematikájuk figyelembe vételével két napon át elvégeztük, az így kapott eredményeket csatoljuk az adatlaphoz. A cél tehát az érintett településrész kerékpárosbaráttá tétele kerékpárforgalmi létesítmények építésével. A Megvalósíthatósági Tanulmányban és a kapcsolódó dokumentumokban megvizsgálásra kerül, hogy az érintett településrésznek – mint beavatkozási területnek – a közlekedési úthálózata, hogyan tehető kerékpárosbaráttá a biztonságos, közvetlen és kényelmes kerékpározhatóság szempontjainak figyelembevételével. A kerékpárút megvalósításával a legfőbb cél a település belterületén és határában lévő gazdasági egységek, valamint a település központjának hatékony, gyors, környezetbarát és gazdaságos megközelítésének az elősegítése, valamint az érintett településrész közlekedésének fejlesztése. További célként jelenik meg, hogy a kerékpárút megvalósításával többek számára nyílik lehetőség kerékpár használatára, akik idáig másfajta közlekedési eszközt választottak úti céljuk elérése érdekében. b) A projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával együtt: Önállóan támogatható tevékenység: A) Kerékpárosbarát fejlesztés: a) Teljes település vagy településrész közlekedési úthálózatának kerékpárosbaráttá alakítása kerékpárforgalmi létesítmények kijelölésével, építésével. A fejlesztés összhangban van a felhívás céljaival, a fejlesztés a felhívásban szereplő célokat teljesíti, azokhoz hozzájárul. Önállóan nem támogatható tevékenység: A támogatható tevékenységek megvalósításához szükséges infrastrukturális munkák, csapadékvízelvezető-rendszer átépítése, forgalomtechnikai tevékenységek, műtárgyépítés és felújítás, komplex terület-előkészítési munkák, szakhatósági engedélyben előírt munkák elvégzése. Önállóan nem támogatható, kötelezően megvalósítandó tevékenységek: akadálymentesítés, nyilvánosság biztosítása, szemléletformáló kampány megvalósítása. A projekt várható finanszírozása a következő: Igényelt támogatás: 150 000 000 Ft. Saját forrás: 0 Ft. A megvalósításra kerülő műszaki tartalom ismertetése A 32. és a 3226. számú közutak kereszteződésében a 3226. számú közút bal oldalán található járda helyén épülő kerékpárút nyomvonala vízszintes értelemben követi a közút vonalvezetését, azzal közel párhuzamosan vezet. A kerékpárút a közúttól 3,15m-re egyenesen halad a Rákóczi utcai telekhatár mellett. Az itt levő beton járda elbontásra kerül. A keresztező aszfaltburkolatú utakhoz szintben csatlakozik. A keresztezett Önkormányzati lakó utak aszfaltburkolata 1-1m túlnyújtással elbontandó, és a kerékpárút aszfaltburkolat szintjére kerül megépítésre. A kapubehajtóknál a szintkülönbség „K” szegély beépítésével kerül áthidalásra. A kerékpárút Hsz=2,70m használati szélességgel, egyoldali 5 cm széles kerti szegéllyel készül. A bal oldali folyamatos vb. lábazatos kerítés és a telekhatáron levő épületek és a kerékpárút közötti 30 cm-es Ot=oldalakadály sáv a sárfelhordás elkerülése érdekében leburkolásra kerül. E sáv burkolata egyezik a kerékpárút pályaszerkezetével. A kerékpárút épített szélessége így Ész=3,10m. A kerti szegély külső síkjától 2,80m-re 0,12m széles sárga optikai sáv festendő. A kerékpárútról négy helyen önálló útcsatlakozás készül, ahol a közút túloldalán levő útcsatlakozásból nagyobb keresztező kerékpáros forgalom várható. A tervezési terület a 3226 sz. Jászalsószentgyörgy-Tiszasüly összekötő út bal oldalán található, annak 0+008 kilométerszelvénytől indul. A tervezett Rákóczi utcai Kerékpárút 1362 m hosszú. A tervezési terület a 3226 sz. közút (Hrsz.: 764/1), amely a Magyar állam tulajdona. A vagyonkezelő a Magyar Közút Nonprofit Zrt (5000 Szolnok, Petőfi Sándor út 7-11.). A tervezési terület a közúti út területe, a hrsz.: 764/1. A kerékpárút hálózati szerepe: „C” (- Helyi célokat köt össze,>1000 kerékpár/nap/kétirányú forgalom. Átlagos napi forgalom a tervezési szakaszon: ÁNF 2245. A tervezési szakaszon a kétirányú gyalogosforgalom a helyszíni forgalomszámlálás szerint 288 fő/óracsúcs. c) A felhívás 3.2 pontjában előírt feltételek teljesülése: A projekt támogatói egyeztetést és jóváhagyást megelőző Megvalósíthatósági tanulmánnyal és műszaki tanulmánytervvel rendelkezik. a) The aim of the project is to: One of the most important development objectives of Jászalsószentgyörgy is to build a bicycle path on the inland section of Jászalsószentgyörgy Road, in order to make transport safer and to reach the economic plants, jobs and local service enterprises in the immediate vicinity of the route of the bike path to be established. The daily traffic on this urban section exceeds 2000 E/day. The traffic bill is held by Magyar Közút Nonprofit Zrt. With the help of the Jász-Nagykun-Szolnok County Directorate, we have completed it for two days, taking into account their educational topics, and we attach the resulting results to the data sheet. The objective is therefore to make the part of the municipality concerned a cyclist friend through the construction of bicycle traffic facilities. In the Feasibility Study and related documents, it will be examined how the transport road network of the affected part of the municipality, as an area of intervention, can be made more cyclist-friendly, taking into account the aspects of safe, direct and convenient cycling. With the implementation of the cycle path, the main objective is to promote an efficient, fast, environmentally friendly and economic approach to the business units situated in and on the border of the municipality and to the centre of the settlement, as well as to develop the transport of the affected part of the municipality. A further objective is to enable bicycles to be used by others who have so far chosen a different means of transport to reach their destination. B) The technical and technical content of the project, together with a description of the scope of the selected self-eligible and non-eligible activities: Self-eligible activity: A) Cycling-friendly development: a) Making the transport road network of a whole settlement or part of a settlement into a cyclist-friendly by designating and constructing bicycle traffic facilities. The development is in line with the objectives of the call, the development meets and contributes to the objectives set out in the call. Description of the technical content to be implemented In the intersection of roads 32 and 3226, the route of a bicycle road built at the side of the pavement on the left side of road No 3226 follows the direction of the road in a horizontal sense, and runs almost parallel to it. The bicycle road runs in a straight line at the Rákóczi street border 3.15 m from the road. The concrete pavement here will be dismantled. It is connected to the intersectional asphalt paved roads in level. The asphalt covering of the crossed municipal residential roads is 1-1 m overstretched, and the cycle path is built to the level of asphalt covering. At gate entrances, the level difference is bridged by installing a border “K”. The bike path is made with a utility width of 2.70 m with a one-sided garden border of 5 cm. The 30 cm Ot=side barrier band between the left-hand side of the continuous footing fence and the buildings at the boundary of the plot and the bicycle road is covered to avoid mud-lifting. The pavement of this lane corresponds to the track structure of the cycle path. The built width of the bike path is thus Mind=3.10 m. Yellow optical band 0.12 m wide shall be painted at 2.80 m from the outer plane of the garden border. a) Le but du projet est de: L’un des objectifs de développement les plus importants de Jászalsószentgyörgy est de construire une piste cyclable sur le tronçon intérieur de la route Jászalsószentgyörgy, afin de rendre les transports plus sûrs et d’atteindre les usines économiques, les emplois et les entreprises de services locales à proximité immédiate de l’itinéraire de la piste cyclable à établir. Le trafic quotidien sur cette section urbaine dépasse 2000 E/jour. La facture de circulation est détenue par Magyar Közút Nonprofit Zrt. Avec l’aide de la direction du comté de Jász-Nagykun-Szolnok, nous l’avons complété pendant deux jours, en tenant compte de leurs sujets éducatifs, et nous joignons les résultats obtenus à la fiche technique. L’objectif est donc de faire de la partie de la commune concernée un ami cycliste par la construction d’installations de circulation cycliste. Dans l’étude de faisabilité et les documents connexes, il sera examiné comment le réseau routier de transport de la partie touchée de la municipalité, en tant que zone d’intervention, peut être rendu plus convivial pour les cyclistes, en tenant compte des aspects du vélo sûr, direct et pratique. Avec la mise en œuvre de la piste cyclable, l’objectif principal est de promouvoir une approche efficace, rapide, respectueuse de l’environnement et économique des unités commerciales situées à l’intérieur et à la frontière de la municipalité et au centre de l’établissement, ainsi que de développer le transport de la partie touchée de la municipalité. Un autre objectif est de permettre l’utilisation des bicyclettes par d’autres personnes qui ont jusqu’à présent choisi un moyen de transport différent pour atteindre leur destination. B) Le contenu technique et technique du projet, ainsi qu’une description de la portée des activités auto-éligibles et non éligibles sélectionnées: Activité auto-éligible: A) Développement favorable au cyclisme: a) Faire du réseau routier de transport d’une colonie ou d’une partie d’un établissement un réseau de transport adapté aux cyclistes en désignant et en construisant des installations de circulation cycliste. Le développement est conforme aux objectifs de l’appel, le développement répond aux objectifs énoncés dans l’appel et y contribue. Activité inéligible à elle seule: Travaux d’infrastructure nécessaires à la mise en œuvre des activités admissibles, restructuration des systèmes de drainage pluvial, travaux d’ingénierie de la circulation, construction et rénovation de structures, travaux complexes d’aménagement du terrain, travaux requis par l’autorisation de l’autorité. Les activités qui ne sont pas éligibles de manière indépendante et qui doivent être exercées sur une base obligatoire: accessibilité, publicité, mise en œuvre d’une campagne de sensibilisation. Le financement prévu du projet est le suivant: Aide demandée: 150 000 000 HUF. Ressources propres: 0 HUF. Description du contenu technique à mettre en œuvre À l’intersection des routes 32 et 3226, l’itinéraire d’une route cyclable construite sur le côté gauche de la route no 3226 suit la direction de la route au sens horizontal et court presque parallèlement à celle-ci. La route cyclable se déroule en ligne droite à la frontière de la rue Rákóczi à 3,15 m de la route. Le trottoir en béton sera démonté ici. Il est relié à l’asphalte intersectionnel des routes pavées au niveau. Le revêtement bitumineux des routes résidentielles municipales traversées est de 1 à 1 m surétiré, et la piste cyclable est construite au niveau du revêtement asphalté. Aux entrées des portes, la différence de niveau est comblée par l’installation d’une bordure «K». La piste cyclable est réalisée avec une largeur utilitaire de 2,70 m avec un bord de jardin unilatéral de 5 cm. La bande de barrière latérale Ot= de 30 cm entre le côté gauche de la clôture de pied continue et les bâtiments situés à la limite de la parcelle et de la route cyclable est couverte afin d’éviter le soulèvement de boue. Le trottoir de cette voie correspond à la structure de la piste cyclable. La largeur construite de la piste cyclable est donc Mind=3,10 m. La bande optique jaune de 0,12 m de large doit être peinte à 2,80 m du plan extérieur de la bordure du jardin. Une liaison routière séparée est effectuée à quatre endroits de la route cyclable, où la liaison routière de l’autre côté de la route devrait être plus importante pour les vélos croisés. La zone de conception est située sur le côté gauche de la route Jászalsószentgyörgy-Tiszasüly 3226, à partir du km 0+ 008. La route cyclable de la rue Rákóczi est de 1 362 m de long.
