a) a projekt célja A projekt fő célja a helyi társadalmak összetartozásának, megtartásának erősítése, illetve, ezen folyamat ellátásához a települések lakosainak, szervezeteinek hathatós eszközt biztosítson a projekt tevékenységek révén. Aktivizálja a helyi humánerőforrást, összekapcsolja a tenni vágyókat a tenni tudókkal, és a közös tervezés eredményeképpen alulról építkező mechanizmusok révén a közösség saját magát, saját közösségeit fejleszti. A projekt eredményeképpen javul a közhangulat, a hovatartozás érzése erősödik, a település megtartó ereje növekedik, és a kirekesztettség foka javul. . b) a projekt szakmai-műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének a bemutatásával együtt A projekt konzorciumban valósul meg, főpályázó a „Péterhalom Fejlődéséért” Egyesület. A konzorciumi tagok a Balkány Város és Kállósemjén Nagyközség. Jelen projekt célterülete Balkány Város és Kállósemjén Nagyközség egész területe, és lakossága (10 224 fő), így a pályázati felhívásban meghatározott lélekszám korlátnak (minimum 500 fő max. 15 ezer fő) megfelel. A projektben betervezésre kerültek az alábbi tevékenységek: A. Közösségfejlesztési folyamatok kezdeményezése és megvalósítása: 1. Közösségek részvételével megvalósuló felmérés és tervezés 2. közösségi tevékenységének történeti feltárása és a lakosság számára elérhetővé tétele 3. A helyi cselekvési terv alapján közösségi akciók, tevékenységek, események, programok, folyamatok megvalósítása 4. Meghatározó dokumentumok közül a helyi cselekvési tervhez illeszkedő stratégiai dokumentum részvételi fórumok keretei között való áttekintése 5. A közösségfejlesztési folyamatról tájékoztató közösségi információs pont kialakítása 6. A közösségfejlesztési folyamat szakmai minőségének biztosítása képzés és tapasztalatcsere által. Kötelezően megvalósítandó, önállóan nem támogatható tevékenységek esetén 1. Infokommunikációs akadálymentesítés 2. Nyilvánosság biztosítása Választható, önállóan nem támogatható tevékenységek 1. Eszközbeszerzés 2. Bűnmegelőzést és közbiztonság javítását segítő programok 3. Közlekedésbiztonsági programok c) a felhívás 3.4 pontjában előírt feltételek teljesülése 1. A projekttevékenységeket minél szélesebb közösségi kör bevonása mellett terveztük, tervezzük be. 2. Megalapozó dokumentum benyújtásra került. 3. A célterület Balkány Város és Kállósemjén Nagyközség egész területe, és lakossága (10 224 fő), így a pályázati felhívásban meghatározott lélekszám korlátnak (minimum 500 fő max. 15 ezer fő) megfelel. 4. A projekt első 6 hónapos előkészítő szakaszát követő 6 hónapot követően a programok lebonyolítására legalább 36 hónapos megvalósítási időszakot biztosítunk, illetve a 5. helyi cselekvési terv elkészítésének módszertani iránymutatásai alapján dolgozzuk ki az akciókat, melyeket a 8. rendezvénynaptárban is megjelenítünk. A tervezés során biztosítjuk, hogy a 6. közösségi akciók, tevékenységek, programok, események minden esetben a fejlesztési célokhoz kötődjenek, és a 9. HEP-pel és ITS-sel összhangban legyenek. 7. A program résztvevői a célcsoport tagjai. 8. A projekt lehatárolása megtörtént. 10-11. Nem releváns. 11. Együttműködünk támogatás esetén a„Cselekvő közösségek” kiemelt projektjének megvalósítójával és az OVIMOR adatszolgáltatásnak eleget teszünk. 12. Igény esetén a tevékenységek aktualizálásra kerülnek. B. B. Közösségfejlesztési folyamatok kezdeményezése és megvalósítása tevékenység tevékenységelemeivel kapcsolatos elvárások: 1. A közösségek részvételével valósul meg a felmérés és tervezés. 2. A történeti feltárás és elérhetővé tétele megvalósul, az együttműködéseket kialakítjuk. 3. A közösségi akciók, tevékenységek, események, programok, folyamatok megvalósításában az előírt feltételek szerint járunk el. 4. A közösségfejlesztési folyamat számára tájékoztató közösségi információs pontot hozunk létre. 5. A közösségfejlesztési folyamat szakmai minőségét az alpontok szerint biztosítjuk. C. C. Kötelezően megvalósítandó, önállóan nem támogatható tevékenységek kapcsán: 1. Infokommunikációs akadálymentesítés esetén megfelelünk az előírt feltételeknek. D. D. Választható, önállóan nem támogatható tevékenységek kapcsán: 1. Bűnmegelőzést és közbiztonság javítását segítő programok esetében a feltételeknek megfelelünk. 2. Közlekedésbiztonsági programok esetében szintúgy. A vonatkozó Esélyegyenlőségi és környezetvédelmi szempontok érvényesítésével és a Mérföldkövek tervezésével kapcsolatos elvárásokat figyelembe vettük.
