a.)A projekt célja az önkormányzati intézmények hatékonyabb energiahasználatának, racionálisabb energiagazdálkodásának elősegítése, amelyen belül alcélként jelenik meg: - Többségi önkormányzati és/vagy Többségi önkormányzati tulajdonú gazdasági társaság(ok) tulajdonában lévő épületek illetve infrastrukturális létesítmények energiahatékonyságot célzó felújítása és fejlesztése, amennyiben az egyes beruházások a fosszilis energiahordozókból származó üvegházhatású gázok (ÜHG) kibocsátásának csökkentését szolgálják; - a hazai megújuló energiaforrások fokozottabb használata, mivel az elmarad az EU átlagtól, ugyanakkor Magyarország ilyen jellegű potenciálja több területen is kimagasló. Ezért további cél a projektek keretein belül a megújuló energiaforrások elérhetőbbé tétele, használatának ösztönzése, népszerűsítése. b.) A projekt szakmai-műszaki tartalma a választott önállóan támogatható tevékenységek körének a bemutatásával együtt: Felhívás3.1.1.pontja alapján tervezett beruházási költségek, az alábbi tevékenységeket érintik: a), e), d), b) c.) A Felhívás 3.1.2.1. Kötelezően megvalósítandó, önállóan nem támogatható tevékenységek pontja alapján: a.) Akadálymentesítés. c)Felhívás 3.4.1.2 pontjában előírt feltételek teljesülése:Pályázó vállalja,hogy a projekt megvalósításával hozzájárul az alacsonyCO2kibocsátású gazdaság céljának eléréséhez,valamint a támogatás visszafizetése terhe mellett vállalják a projekt fenntartását. Projektgazda vállalja a vonatkozó környezetvédelmi és esélyegyenlőségi jogszabályok betartását.A projekt által érintett területen a védett természeti és kulturális értékeket megőrzi,a fennálló vagy a beruházás során keletkezett környezeti kárt és az esélyegyenlőség szempontjából jogszabályba ütköző nem-megfelelőséget legkésőbb a projekt megvalósítása során megszünteti.Fejlesztéshez kapcsolódó nyilvános eseményeken,kommunikációjában és viselkedésében esélytudatosságot fejez ki,nem közvetít szegregációt,csökkenti a csoportokra vonatkozó meglévő előítéleteket.A beruházás nem kirekesztő egyetlen társadalmi csoport számára sem.Mérlegelésre került,hogy a projekt megvalósítását vagy eredményét veszélyezteti-e extrém időjárási esemény vagy más időjárási kockázat.A projektnek nincs előre látható klímakockázata.A támogatást igénylő a projekt pénzügyi befejezésétől számított5évig vállalja,hogy a projekt megfelel az1303/2013/EU Rendelet71.cikkében foglaltaknak. d) Felhívás tartalmi értékelési szempontok pontjában előírt feltételek teljesülése:A tervezett projekt illeszkedik a NemzetiEnergiastratégia2030,MagyarországII.NemzetiEnergiahatékonysági CselekvésiTerv, ill.NemzetiÉpületenergetikaiStratégiában megfogalmazottakhoz.A fejlesztés összhangban van aFelhívás céljaival,aFelhívásban szereplő célokat teljesíti,azokhoz hozzájárul.A projektben foglalt tevékenységek hozzájárulnak az önkormányzatok által működtetett intézmények primerenergia-fogyasztásának csökkentéséhez.A tervezett beruházás hozzájárul az önkormányzatok által működtetett intézményekÜHG-kibocsátásának csökkentéséhez.A támogatást igénylő és a támogatási kérelem tárgya nem tartozik a Felhívás 4.2.pontja,valamint azÁÚFdokumentum2.pontja alatt meghatározott kizáró okok alá.A beavatkozás tárgyát képező épületek tulajdonviszonyai bemutatásra kerültek a Projekt Tervben. a.)The aim of the project is to promote more efficient energy use and rational energy management of municipal institutions, within which it is presented as a sub-target: — Renovation and development of buildings or infrastructure facilities owned by majority municipal and/or majority municipal companies for energy efficiency, provided that each investment is intended to reduce greenhouse gas (GHG) emissions from fossil fuels; — the increased use of domestic renewable energy sources is below the EU average, but Hungary’s potential is outstanding in many areas. The technical and technical content of the project, together with a description of the scope of the selected self-eligible activities, is therefore further aimed at making renewable energy sources more accessible, encouraging and promoting the use of renewable energy sources. The investment costs planned under point 3.1.1 of the call concern the following activities: (a), (e), (d), (b) (c) The Call 3.1.2.1. Based on the point of mandatory non-eligible activities to be carried out separately: a.) a)L’objectif du projet est de promouvoir une utilisation plus efficace de l’énergie et une gestion rationnelle de l’énergie des institutions municipales, dans le cadre desquelles il est présenté comme un sous-objectif: — Rénovation et développement de bâtiments ou d’infrastructures appartenant à des entreprises municipales et/ou municipales majoritaires pour l’efficacité énergétique, à condition que chaque investissement soit destiné à réduire les émissions de gaz à effet de serre (GES) provenant des combustibles fossiles; — L’utilisation accrue des sources d’énergie renouvelables domestiques est inférieure à la moyenne de l’UE, mais le potentiel de la Hongrie est remarquable dans de nombreux domaines. Le contenu technique et technique du projet, ainsi qu’une description de la portée des activités auto-éligibles sélectionnées, visent donc davantage à rendre les sources d’énergie renouvelables plus accessibles, à encourager et à promouvoir l’utilisation des sources d’énergie renouvelables. Les coûts d’investissement prévus au point 3.1.1 de l’appel concernent les activités suivantes: (a), (e), (d), (b) (c) L’appel 3.1.2.1. Sur la base du point d’activités obligatoires non éligibles devant être exercées séparément: a.)
