A Projekt költségeit a Jászapáti, Karcagi, Kunhegyesi, Kunszentmártoni, Törökszentmiklósi járások számára elkülönített indikatív keretösszeg terhére kívánjuk elszámolni. A Projekt teljesíti a felhívás 3.2 pontjában előírt feltételeket. A Projekt teljesíti a felhívás 4.4 tartalmi értékelési szempontok pontjában előírt feltételeket , továbbá teljesülnek a terület-specifikus értékelési szempontok. 2. A projekt céljának, indokoltságának bemutatása (max. 2000 karakter) 2.1. A megoldandó probléma, a fejlesztési igény bemutatása. (Miért van szükség a fejlesztésre? Illeszkedés a TOP céljaihoz, szakmai indokoltság, igény, megalapozottság.) Jelen projektben a Kunszentmárton Városháza (Köztársaság tér 1. Hrsz. 2039.) épületének energetikai korszerűsítése épül. A projekt célja a Városháza energetikai korszerűsítése. Az épület állapota elhasznált, energetikai rendszere elavult, az energiafelhasználás jelentős, fenntartási költségei kimagaslóak, ezért szükséges az energetikai korszerűsítés. A projekt megvalósítása során az alábbi tevékenységek elvégzése indokolt: - részleges homlokzati hőszigetelése, - padlásfödém hőszigetelése, - homlokzati nyílászárók cseréje, A TOP 3.2.1. pályázati kiírásra benyújtott projekt keretében az Önkormányzat a Hivatal épületének energetikai racionalizálásáról döntött. A projekt célja, az épület korszerű szabványoknak megfelelő részleges hőszigetelése és nyílászáróinak cseréje. a) A megvalósuló fejlesztés illeszkedésének mértéke a hatályos Jász-Nagykun-Szolnok Megyei Területfejlesztési Programhoz: JNSZ Megyei Közgyűlés 75/2014. (VIII.29.) számú határozatával elfogadta a Jász-Nagykun-Szolnok Megyei Területfejlesztési Programot, melyben a 35. oldalon jelen fejlesztés témaköre megnevezésre kerül a 4.1. pontban: Zöldgazdaság feltételeinek megteremtése, azon belül a 4.1.1 Megújuló és alternatív energiatermelést szolgáló fejlesztések. Jelen projekt keretében megvalósításra kerül az épület homlokzati és födém hőszigetelése, valamint a homlokzati nyílászárók cseréje valósul meg. A Területfejlesztési Program céljainak jelen fejlesztés teljes mértékben megfelel. b) A fejlesztéssel érintett ingatlan energetikai korszerűsítésére mikor került utoljára sor? Mint a Projektterv mellékleteként csatolt fotódokumentáció is mutatja a fejlesztésbe bevont épület teljes körű energetikai korszerűsítésére építése óta (mely korábbi, mint a pályázat benyújtását megelőző 10 év) nem került sor, csupán részleges fejlesztés valósult meg, mely nem érintette az épület legnagyobb energetikai deficitjét okozó faktorokat, az épület hőszigetelését és elavult nyílászáróinak területét. c) A projekt a kedvezményezett járások besorolásáról szóló Kormányrendelet, vagy a kedvezményezett települések besorolásáról szóló 105/2015. (IV. 23.) Kormányrendelet értelmében kedvezményezett, fejlesztendő vagy komplex programmal fejlesztendő járásban valósul meg: Kunszentmárton a Kunszentmártoni járásban található. A járás a 290/2014. (XI. 26.) Korm. rendelet a kedvezményezett járások besorolásáról törvény értelmében a Fejlesztendő járásba sorolt. d) A fejlesztés eredményeként elért energiamegtakarítás mértéke az elmúlt 3 év átlagához viszonyítva Az energia megtakarítás mintegy fele a kiindulási értéknek. A jelenlegi 740,97 GJ-ról 382,28 GJ-ra csökken az energiafelhasználás, a megtakarítás 358,68 GJ e) A tervezett fejlesztéshez kapcsolódik-e az energiahordozó előállításához, feldolgozásához köthető élőmunkaigényes egyéb helyi fejlesztés Jelen fejlesztés tekintetében nem köthető élőmunkaigényes fejlesztés az energiahordozó előállításához 2.2. A projekt hosszú távú közvetlen és közvetett céljai és elvárt eredményei. A kitűzött hosszú távú célok Kunszentmárton Városban egyrészt a fejlesztés tárgyát képező ingatlan/intézmény épületének energiaellátás biztonságának megteremtése és a költségmegtakarítások révén a foglalkoztatottságának növelése, valamint zöld szemléletformálásának elősegítése alternatív energiaforrások és energiahatékony megoldások alkalmazásával a térség felzárkóztatásáért. Másrészt egy fenntartható fejlődési tendencia kialakítása elsősorban a gazdasági és társadalmi szférában, az épület energetikai korszerűsítése illetve a megújuló energiaforrást hasznosító technológia alkalmazása révén. A fejlesztés jelen beruházási keretek között 1 intézményt fog érinteni. A projektelemek és azok teljesítményei jelenleg adott igények kielégítésére kerültek megállapításra. A projekt hatásaként javul a foglalkoztatottság minőségi és mennyiségi szempontból, magas energia hatékonyságú eljárások honosodnak meg a kistérségben, a demográfiai és vándorlási mutatók javulnak. A zöld gazdaság, a zöldgalléros munkahelyek, a zöld gondolkodás társadalmi szintje megemelkedik, tartósan feljavul az életszínvonal és a környezetminősége. The project costs will be charged from the indicative allocation for the districts of Jászapáti, Karcagi, Kunhegyesi, Kunszentmárton, Törökszentmiklós. The Project fulfils the conditions set out in point 3.2 of the call. The project fulfils the conditions set out in point 4.4 of the call for proposals, and the area-specific assessment criteria are met. 2. Description of the purpose and justification of the project (max. 2000 characters) 2.1. The problem to be solved, the need for development. (Why is the development needed? Fit to the goals of the TOP, professional justification, demand and justification.) In the present project, Kunszentmárton City Hall (Republic Square 1.) Hrv. 2039.) the energy renovation of its building is under construction. The aim of the project is to modernise the City Hall in energy. The state of the building is used up, its energy system is outdated, the significant maintenance costs of the energy use are outstanding, therefore energy modernisation is necessary. During the implementation of the project, the following activities should be carried out: — partial façade thermal insulation, — thermal insulation of attic floors, — replacement of facade doors, In the framework of the project submitted for tender TOP 3.2.1, the Municipality decided to rationalise the energy of the Office’s building. The aim of the project is to partially insulate the building according to state-of-the-art standards and replace its doors and windows. a) The degree of integration of the implemented development with the current Jász-Nagykun-Szolnok County Regional Development Programme: JNSZ County Assembly 75/2014. (VIII.29.) adopted the Jász-Nagykun-Szolnok County Regional Development Programme, in which the topic of the development on page 35 is described in point 4.1: Creating the conditions for a green economy, including 4.1.1 Developments for renewable and alternative energy production. In the framework of the present project, the thermal insulation of the facade and slab of the building and the replacement of the facade doors will be implemented. This development fully complies with the objectives of the Territorial Development Programme. B) When was the last time the energy modernisation of the property affected by the development took place? As the photo documentation attached as an annex to the Project Plan shows the complete energy modernisation of the building involved in the development (which was earlier than 10 years before the submission of the application), there has been no partial development, which did not affect the factors causing the largest energy deficit of the building, the thermal insulation of the building and the area of its outdated windows. C) The project is the Government Decree on the classification of the beneficiary districts or 105/2015. (IV. 23.) According to the Government Decree, it is implemented in districts that are to be developed or developed by a complex programme: Kunszentmárton is located in the district of Kunszentmárton. The impact of the project is to improve employment in qualitative and quantitative terms, to introduce high energy efficiency processes in the micro-region, and to improve demographic and migration indicators. The green economy, green-collar jobs, the social level of green thinking are rising, living standards and environmental quality are constantly improving. Description de l’objet et justification du projet (max. 2000 caractères) 2.1. Le problème à résoudre, le besoin de développement. (Pourquoi le développement est-il nécessaire? Conforme aux objectifs du TOP, justification professionnelle, demande et justification.) Dans le présent projet, l’hôtel de ville de Kunszentmárton (Place de la République 1.) HRV. 2039.) la rénovation énergétique de son bâtiment est en cours de construction. L’objectif du projet est de moderniser l’hôtel de ville dans le domaine de l’énergie. L’état du bâtiment est épuisé, son système énergétique est dépassé, les coûts d’entretien importants de la consommation d’énergie sont exceptionnels, donc la modernisation de l’énergie est nécessaire. Au cours de la mise en œuvre du projet, les activités suivantes devraient être menées: — isolation thermique partielle de façade, — isolation thermique des planchers greniers, — remplacement des portes de façade, Dans le cadre du projet soumis à l’appel d’offres TOP 3.2.1, la municipalité a décidé de rationaliser l’énergie du bâtiment de l’Office. L’objectif du projet est d’isoler partiellement le bâtiment selon des normes de pointe et de remplacer ses portes et fenêtres. a) Le degré d’intégration du développement mis en œuvre avec l’actuel programme de développement régional du comté de Jász-Nagykun-Szolnok: Assemblée du comté de JNSZ 75/2014. (VIII.29.) a adopté le programme de développement régional du comté de Jász-Nagykun-Szolnok, dans lequel le thème du développement à la page 35 est décrit au point 4.1: Créer les conditions d’une économie verte, y compris 4.1.1 Évolution de la production d’énergie renouvelable et de substitution. Dans le cadre du présent projet, l’isolation thermique de la façade et de la dalle du bâtiment et le remplacement des portes de façade seront mis en œuvre. Ce développement est pleinement conforme aux objectifs du programme de développement territorial. B) Quand a-t-il eu lieu pour la dernière fois la modernisation énergétique de la propriété touchée par l’aménagement? Étant donné que la documentation photographique jointe en annexe au plan de projet montre la modernisation énergétique complète du bâtiment impliqué dans le développement (qui était plus de 10 ans avant la présentation de la demande), il n’y a pas eu de développement partiel, qui n’a pas eu d’incidence sur les facteurs qui ont causé le déficit énergétique le plus important du bâtiment, l’isolation thermique du bâtiment et la superficie de ses fenêtres obsolètes. C) Le projet est le décret gouvernemental sur la classification des districts bénéficiaires ou 105/2015. (IV. 23.) Conformément au décret gouvernemental, il est mis en œuvre dans les districts qui doivent être développés ou développés dans le cadre d ' un programme complexe: Kunszentmárton est situé dans le quartier de Kunszentmárton. Les objectifs à long terme fixés à Kunszentmárton City sont, d’une part, de garantir la sécurité de l’approvisionnement énergétique du bâtiment en cours de développement et d’accroître l’emploi grâce à des économies de coûts et de promouvoir la sensibilisation à l’environnement par l’utilisation de sources d’énergie alternatives et de solutions économes en énergie pour le rattrapage de la région. D’autre part, développer une tendance au développement durable, en particulier dans le domaine économique et social, grâce à la rénovation énergétique du bâtiment et à l’utilisation des technologies des énergies renouvelables. Le développement concernera une institution dans le cadre actuel de l’investissement. Les éléments du projet et leur rendement sont actuellement identifiés pour répondre à des besoins spécifiques.
