A támogatási kérelem a Jászság (Jászapáti és Jászberényi járások) és a Szolnok–Törökszentmiklós–Martfű térsége (Szolnoki és Törökszentmiklósi járások) számára elkülönített indikatív keretre irányul. A) A PROJEKT INDOKOLTSÁGA, CÉLJA: Jászárokszállás a Jászság észak-nyugati szegletében a Jászberény-Gyöngyös és Heves-Gyöngyös útvonalak kereszteződésében fekszik, mint Jász-Nagykun-Szolnok megye legészakibb települése, mely az M3-as autópályán Atkár községen keresztül közelíthető meg. Kedvező közlekedési adottságainak, nagymúltú könnyűiparának köszönhetően a Jászárokszállási Ipari Park szerepe mind regionális, mind a térségi-járási szinten igen jelentős, mert a foglalkoztatási lehetőségek bővítésére és a helyi gazdaság élénkítésére is kiváló lehetőséget biztosít. Vonzáskörzete a Jászságon túlnyúlik, jelentős kereskedelmi és ipari központként funkcionál. Jászárokszállás Város Önkormányzata 2002. június óta üzemelteti a Jászárokszállási Ipari Parkot, mely ez időponttól jogosult az „Ipari Park” cím viselésére. Az ipari park terület 56,30 ha, amelyből jelenleg 44,70 ha-on 12 vállalkozás működik, amely mintegy 3000 embernek ad munkalehetőséget. A vállalkozások betelepülése és az érdeklődés folyamatos, azonban jelentős hátráltató tényező a terület jelenlegi infrastrukturális ellátottsága, mivel az ipari park teljes területén a megfelelő kiépítettségű üzleti infrastruktúra és szolgáltatások csak részben állnak rendelkezésre. Annak érdekében, hogy további foglalkoztatást bővítő beruházások jöjjenek létre kiemelt jelentősége van a jelenlegi fejlesztési elképzelésnek. A Jászárokszállási Ipari Parkban működő gazdasági szereplők megközelíthetőségének, a belső utak állapotának javítása, a csapadékvíz-elvezető rendszer és a közvilágítás hiányosságainak csökkentése, megszüntetése kiemelt feladatot jelent Jászárokszállás Város Önkormányzatának. Egyrészről az Iparterületi feltáró út (Dózsai út) megépítésével, másrészről a már meglévő Ipari út felújításával, parkolókkal történő ellátásával, járda építéssel, továbbá a szennyvíztelepi bekötőút felújításával a terület közlekedési felületeiben olyan minőségi változás történne, mely önmagában nagyobb vonzerőt jelent a már működő és a betelepülni vágyó vállalkozások számára, ezáltal további a város életében jelentős gazdaságfejlesztéseket indukálhat. A közvilágítás fejlesztése, bővítése pedig mind közbiztonsági, mind közlekedésbiztonsági szempontból további pozitív hatást gyakorol az üzleti vonzerő növekedésére. A helyi foglalkoztatottság növelésének érdekében elsőként feltétlenül a Jászárokszállási Ipari Park alapinfrastruktúráját szükséges fejleszteni. A fejlesztés hatására a térségben letelepülni kívánó vállalkozások nagyobb eséllyel választják a Jászárokszállási Ipari Parkot, tovább növelve ezzel a térség gazdasági erejét, továbbá a fejlesztés hozzájárul az iparterületen már működő vállalkozások gazdasági növekedéséhez. A már jelenlévő 12 vállalkozás esetében munkahelymegőrzés és munkahelyteremtés várható, míg a területre újonnan betelepülő gazdasági szervezetek esetében egyértelműen munkahelyteremtés lehetősége jelenik meg, hozzájárulva ezzel a térség foglalkoztatottságának javulásához. A fejlesztés eredményeként prognosztizálható gazdaságélénkítés kiemelt szerepet játszik a térség fellendítésében, jelentősen növelheti a foglalkoztatást, melynek egyértelműen mintegy öngeneráló hatással van a település és vonzáskörzete fejlődésére. A Jászárokszállási Ipari Park üzleti infrastruktúrájának fejlesztésével, a hiányzó alapinfrastruktúrák kiépítésével, a közlekedési útvonalak és a hozzájuk kapcsolódó közvilágítás és csapadékvíz elvezetés fejlesztésével a helyi gazdaságfejlesztés, gazdaságélénkítés és foglalkoztatási szint növelése valósul meg, mely még magasabb színvonalú üzleti környezetet kínál a gazdasági szereplők számára. A PROJEKT CÉLJAI ÖSSZEHANGBAN A FELHÍVÁSBAN MEGFOGALMAZOTT CÉLOKKAL A Jászárokszállási Ipari Park infrastrukturális fejlesztésének elsődleges és legfontosabb célja a város és térsége számára a munkahelyteremtés és a már meglévő munkahelyek megőrzése, megtartása. Ezen célok elérése érdekében kiemelt fontossággal bír a tervezett gazdaságélénkítő fejlesztés megvalósítása. Jászárokszállás Város Önkormányzata maximálisan elkötelezett fejlesztési elképzelésnek, a település és vonzáskörzete, valamint a térség gazdasági erősítése, és a potenciális lehetőségek kihasználása mellett. A szükséges intézkedések további közvetlen és közvetett, rövid- és hosszú távú célokat generálnak, melyek mind a Terület- és Településfejlesztési Operatív Program, mind a Pályázati Felhívás célrendszeréhez illeszkednek. • A fejlesztés rövidtávú céljai: o Jászárokszállási Ipari Park közlekedési felületeinek (utak parkolók, járdák), alapinfrastruktúrájának (közvilágítás, csapadékvíz-elvezetés) fejlesztése, kiépítése; o A Dózsai út megépítése, közvilágítás fejlesztése, az Ipari út parkoló ellátottságának növelése, járda építése, a csapadékvíz elvezetésének megoldása, valamint a Dózsai út folytat (Hungarian)

A) THE JUSTIFICATION AND PURPOSE OF THE PROJECT: Jászárok Accomodation is located in the north-western part of Jászság, at the intersection of the Jászberény-Gyöngyös and Heves-Gyöngyös routes, as the northernmost settlement of Jász-Nagykun-Szolnok county, which can be accessed on the M3 motorway through the village of Atkár. Thanks to its favourable transport facilities and its long-standing light industry, the Jászárokszállás Industrial Park plays a very important role both at regional and regional level, as it provides an excellent opportunity to expand employment opportunities and stimulate the local economy. Its catchment area extends beyond Jászság and functions as a major commercial and industrial centre. The Municipality of Jászárokszállás has been operating the Industrial Park of Jászárokszállás since June 2002, which has been entitled to the title “Industrial Park”. The industrial park area is 56.30 ha, of which there are currently 12 enterprises on 44.70 ha, which provides employment opportunities for around 3,000 people. The current infrastructure supply of the area is a continuous but significant obstacle to business start-up and interest, as the well-established business infrastructure and services are only partially available throughout the industrial park. The current development vision is of paramount importance in order to create more employment-enhancing investments. Improving the accessibility of the operators operating in the Jászárokszállás Industrial Park, improving the state of the internal roads, reducing and eliminating the deficiencies of the rainwater drainage system and public lighting is a priority for the Municipality of Jászárokszállás City. On the one hand, the construction of the industrial exploratory road (Dózsai út) and, on the other hand, the renovation of the existing Industrial Road, the provision of car parks, the construction of a pavement and the renovation of the sewage access road would result in a qualitative change in the transport surfaces of the area, which in itself would make it more attractive for businesses already in operation and wanting to settle in order to induce further economic development in the life of the city. The development and expansion of public lighting has a further positive impact on the growth of business attractiveness, both from the point of view of public safety and road safety. In order to increase local employment, it is imperative that the basic infrastructure of the Jászárok Accommodation Industrial Park be developed first. As a result of the development, businesses wishing to settle in the area are more likely to choose the Jászárokszállás Industrial Park, thereby further increasing the economic strength of the area, and the development contributes to the economic growth of enterprises already operating in the industrial area. In the case of the 12 companies already present, job preservation and job creation are expected, while there is a clear potential for job creation in the case of enterprises newly established in the area, thus contributing to the improvement of employment in the region. The economic recovery that can be expected as a result of development plays a key role in revitalising the region and can significantly increase employment, which clearly has a self-generating effect on the development of the municipality and its catchment area. By developing the business infrastructure of the Jászárokszállás Industrial Park, building missing basic infrastructure, developing transport routes and related public lighting and rainwater drainage, local economic development, economic recovery and employment levels are achieved, providing an even higher quality business environment for economic operators. The primary and most important objective of the infrastructure development of the Jászárokszállás Industrial Park is the creation of jobs and the preservation and maintenance of existing jobs for the city and its region. In order to achieve these goals, it is of utmost importance to achieve the planned economic recovery development. The Municipality of Jászárokszállás is fully committed to the development concept of the settlement and its catchment area, as well as the economic strengthening of the region and the potential opportunities. A) LA JUSTIFICATION ET L’OBJET DU PROJET: Jászárok L’hébergement est situé dans la partie nord-ouest de Jászság, à l’intersection des routes Jászberény-Gyöngyös et Heves-Gyöngyös, en tant que localité la plus septentrionale du comté de Jász-Nagykun-Szolnok, accessible sur l’autoroute M3 par le village d’Atkár. Grâce à ses infrastructures de transport favorables et à son industrie légère de longue date, le parc industriel de Jászárokszás joue un rôle très important tant au niveau régional qu’au niveau régional, car il offre une excellente occasion d’élargir les possibilités d’emploi et de stimuler l’économie locale. Son bassin s’étend au-delà de Jászság et sert de centre commercial et industriel majeur. Depuis juin 2002, la municipalité de Jászárokszállás exploite le parc industriel de Jászárokszállás, qui a le titre de «Parc industriel». Le parc industriel est de 56,30 ha, dont 12 entreprises sur 44,70 ha, ce qui offre des possibilités d’emploi à environ 3 000 personnes. L’offre actuelle d’infrastructures dans la région constitue un obstacle continu mais important au démarrage et à l’intérêt de l’entreprise, étant donné que l’infrastructure et les services commerciaux bien établis ne sont disponibles que partiellement dans l’ensemble du parc industriel. La vision actuelle du développement est d’une importance capitale pour créer davantage d’investissements favorisant l’emploi. L’amélioration de l’accessibilité des opérateurs du parc industriel de Jászárokszállás, l’amélioration de l’état des routes intérieures, la réduction et l’élimination des carences du système de drainage des eaux de pluie et de l’éclairage public sont une priorité pour la municipalité de Jászárokszállás. D’une part, la construction de la route industrielle exploratoire (Dózsai út) et, d’autre part, la rénovation de la route industrielle existante, la mise à disposition de parkings, la construction d’un trottoir et la rénovation de la route d’accès aux eaux usées entraîneraient un changement qualitatif des surfaces de transport de la zone, ce qui, en soi, rendrait celle-ci plus attrayante pour les entreprises déjà en exploitation et souhaitant s’installer afin d’induire un développement économique supplémentaire dans la vie de la ville. Le développement et l’expansion de l’éclairage public ont un impact positif supplémentaire sur la croissance de l’attractivité des entreprises, tant du point de vue de la sécurité publique que de la sécurité routière. Afin d’accroître l’emploi local, il est impératif de développer d’abord l’infrastructure de base du parc industriel d’hébergement de Jászárok. En raison de ce développement, les entreprises souhaitant s’installer dans la région sont plus susceptibles de choisir le parc industriel de Jászárokszás, ce qui accroît encore la puissance économique de la région, et le développement contribue à la croissance économique des entreprises déjà actives dans la zone industrielle. Dans le cas des douze entreprises déjà présentes, la préservation et la création d’emplois sont attendues, tandis qu’il existe un potentiel évident de création d’emplois dans le cas des entreprises nouvellement établies dans la région, contribuant ainsi à l’amélioration de l’emploi dans la région. La reprise économique que l’on peut attendre du développement joue un rôle essentiel dans la revitalisation de la région et peut considérablement augmenter l’emploi, ce qui a manifestement un effet auto-productif sur le développement de la municipalité et de sa zone de captage. Le développement de l’infrastructure commerciale du parc industriel de Jászárokszállás, la construction d’infrastructures de base manquantes, la mise en place de voies de transport et l’éclairage public et le drainage des eaux pluviales connexes, le développement économique local, la relance économique et les niveaux d’emploi sont atteints, ce qui permet aux opérateurs économiques de bénéficier d’un environnement commercial encore plus de qualité. L’objectif premier et le plus important du développement des infrastructures du parc industriel de Jászárokszállás est la création d’emplois ainsi que la préservation et le maintien des emplois existants pour la ville et sa région. Pour atteindre ces objectifs, il est de la plus haute importance de réaliser le développement prévu de la reprise économique.
