A projekt célja a Debrecen-Nagytemplomi Református Egyházközség fenntartásában működő, halmozottan fogyatékos gyerekek és fiatalok gondozását, nappali ellátását, gyógypedagógiai képzését-nevelését-oktatását végző Immánuel Otthon és Iskola infrastrukturális fejlesztése. A súlyosan és halmozottan fogyatékos gyermekek, fiatalok számára a törvényi keretek már hazánkban is biztosítják a köznevelésben való teljes jogú részvételt, az iskolába járást. A tankötelezettség alól 2006 óta nem mentesülnek fogyatékosságuk súlyossága miatt az érintettek és a NKT szabályozása szerint gyógypedagógiai nevelési-oktatási intézményben, fejlesztő nevelés-oktatás keretein belül kell teljesíteniük tankötelezettségüket legkésőbb 2014 szeptemberétől. Erre a nagy volumenű változásra, mely a köznevelés rendszerébe hozzávetőleg 10-12000 egészen sajátos nevelési, gondozási szükséglettel rendelkező gyermek beáramlását jelenti, egyelőre nincs felkészülve a köznevelési rendszer. Ezen változások, és a megnövekedett igények, hosszú várólisták indokolják a jelenleg 37 főt ellátó, évek óta 100%-os kihasználtsággal működő Immánuel Otthon és Iskola fejlesztését-bővítését, amely a jelenlegi működési helyen nem megvalósítható a telek adottságai és a városi szabályozás miatt. Statisztikák, várólisták alapján igény mutatkozik arra, hogy az ellátotti létszámot 60 főre emeljük. A komplex fejlesztést a korábban benyújtott EFOP-3.1.6. projektünkkel együtt tervezzük végrehajtani, amelyben a módszertani fejlesztési elemek kerülnek megvalósításra. A teljes fejlesztési koncepció illeszkedik a hazai szakpolitikai dokumentumokhoz, továbbá a Széchenyi 2020 és az EFOP célrendszeréhez. Az Iskola fejlesztését előkészítendően kérdőíves vizsgálatokra került sor az érintett célcsoportok bevonásával (szülő, gyermekek,intézményi dolgozók). Az igényfelmérés során kirajzolódnak a főbb fejlesztési igények, amelyeket jelen projekt keretében kívánunk megoldani: az iskola infrastruktúrájának fejlesztése, növelése, az eszközpark fejlesztése, a zsúfoltság csökkentése, akadálymentesítés megvalósítása. A tervezett fejlesztés keretében a Debrecen, Kishegyesi u. 156. sz. alatti ingatlanon egy volt iskolaépület átalakításával-bővítésével kerül kialakításra a modern, célcsoport igényeinek megfelelő oktatási helyszín. Az átalakítás során tantermek, speciális foglalkoztató termek, közösségi terek, iroda- , kiszolgáló és szociális helyiségek jönnek létre az egyenlő esélyű hozzáférés biztosításával mintegy 2676 m2-en (felújítás, átalakítás: 653 m2, új építés: 1126 m2, udvar felújítás: 897 m2). Az eszközbeszerzések a megfelelő működési feltétélek biztosítását szolgálják (509 db eszköz: fejlesztő eszközök, bútorzat, informatika). A 60 fős fejlesztő–nevelés oktatást nyújtó új intézmény tehát nemcsak a tanköteles korú súlyosan és halmozottan fogyatékos gyermekeknek és családjaiknak jelentene minőségi ellátást, hanem a tanköteles koron túliaknak is megnyílna a lehetőségük arra, hogy továbbra is családban élve, nappali ellátást igénybe véve tovább fejlődhessenek, közösségben éljenek. Ez egy olyan komplex, minőségi ellátás lehetőségét jelenti, amely élethosszig tartó gondoskodást, fejlesztést, foglalkoztatást nyújt a súlyosan és halmozottan fogyatékos gyermekeknek és felnőtteknek, amely a jelenlegi közoktatási és szociális rendszerből hiányzik, modellként állhatna nemcsak a megyében, hanem országos szinten is. A projekt előkészítése során igényfelmérés, megvalósíthatósági tanulmány és műszaki terv-koncepció, likviditási terv készült. A megvalósítás során igénybe vett szolgáltatások: műszaki ellenőrzés,. tervezői művezetés, könyvvizsgálat, kötelező nyilvánosság. A projekt sikeres megvalósítása érdekében projektmenedzsment szervezet alakul (1 fő projektmenedzser – 20 óta/hét, 1 fő pénzügyi vezető – 20 óra/hét). A projekt szakmai vezetője felelős a projekt szakmai tartalmának felügyeletéért. Az előre nem látható költségek fedezésére projekt tartalék került beépítésre. A projekt megvalósításának tervezett ideje: 2018.01.01. – 2019.09.30. A projekt végrehajtása során a kötelező tájékoztatási és nyilvánossággal kapcsolatos feladatok a Széchenyi2020 és a KTK2020 alapján kerültek betervezésre. Fejlesztésünk összhangban van a Széchenyi2020 („Az információs és kommunikációs technológiákhoz való hozzáférés, azok használatának és minőségének javítása”, „A társadalmi együttműködés erősítése és a szegénység, valamint a hátrányos megkülönböztetés elleni küzdelem”, „Az oktatásba és a képzésbe, többek között a szakképzésbe történő beruházás a készségek fejlesztése és az egész életen át tartó tanulás érdekében”) és az EFOP céljaival (4. prioritási tengely: Az oktatásba, a készségekkel kapcsolatos képzésbe, szakképzésbe és az egész életen át tartó tanulásba történő beruházás oktatási és képzési infrastruktúrák kifejlesztésével 4.A. The aim of the project is to develop the infrastructure of the Immánuel Home and School, which is active in the maintenance of the Reformed Church of Debrecen-Nagy Church, providing care, day care and special education for children and young people with multiple disabilities. For children and young people with severe and multiple disabilities, the legal framework ensures full participation in public education and access to school already in Hungary. Since 2006, they have not been exempted from the schooling obligation because of the seriousness of their disability, and according to the regulations of the NAP, they have to fulfil their educational obligations in a special educational institution and within the framework of developmental education as of September 2014 at the latest. The public education system is not yet prepared for this large-scale change, which represents the influx of about 10-12000 children with very special educational and care needs in the public education system. These changes, as well as the increased demands and long waiting lists, justify the development and expansion of the Immánuel Home and School, which has been operating at 100 % over the years, currently serving 37 people, which is not feasible at the current site due to the conditions of the plot and urban regulation. Based on statistics and waiting lists, there is a need to increase the number of beneficiaries to 60 persons. We plan the complex development together with our previously submitted project EFOP-3.1.6., in which methodological development elements will be implemented. The entire development concept is consistent with the domestic policy documents and the target system of Széchenyi 2020 and EFOP. In preparation for the development of the School, questionnaire studies were carried out involving the relevant target groups (parents, children, institutional staff). The needs assessment reveals the main development needs that we intend to address in the framework of this project: developing and increasing the infrastructure of the school, improving the equipment pool, reducing congestion and implementing accessibility. As part of the planned development, a modern educational site meeting the needs of the target group will be created in Debrecen, Kishegyesi u. 156 by refurbishing and expanding a former school building. During the transformation, classrooms, special employment rooms, community spaces, office, service and social premises will be created with equal access on about 2 676 m² (renovation, conversion: 653 m², new construction: 1 126 m², courtyard renovation: 897 m²). The purchase of equipment serves to ensure the right operating conditions (509 devices: development tools, furniture, IT). Therefore, the new institution providing education for 60 people would not only mean quality care for children and their families with severe and multiple disabilities of compulsory school age, but would also open up opportunities for those beyond the mandatory school age to continue to develop and live in a community while living in a family, using day care. This means the possibility of a complex, quality care that provides lifelong care, development and employment for children and adults with severe and multiple disabilities, which is missing from the current public education and social system, and could be a model not only in the county but also at national level. During the preparation of the project, a needs assessment, a feasibility study and a technical design concept, and a liquidity plan were prepared. Services used during implementation: technical inspection, design management, auditing, mandatory publicity. In order to successfully implement the project, a project management organisation is formed (1 main project manager — since 20/week, 1 financial manager — 20 hours/week). The project manager is responsible for overseeing the professional content of the project. A project reserve was installed to cover unforeseen costs. Planned implementation time of the project: 2018.01.01. — 2019.09.30. During the implementation of the project, the mandatory information and publicity tasks were planned on the basis of Széchenyi2020 and KTK2020. Ziel des Projekts ist es, die Infrastruktur des Immánuel-Hauses und der Schule zu entwickeln, die in der Erhaltung der reformierten Kirche der Debrecen-Nagy-Kirche tätig ist, Betreuung, Tagesbetreuung und besondere Bildung für Kinder und Jugendliche mit Mehrfachbehinderung. Für Kinder und Jugendliche mit schweren und mehrfachen Behinderungen gewährleistet der Rechtsrahmen die volle Beteiligung an der öffentlichen Bildung und den Zugang zur Schule bereits in Ungarn. Seit 2006 sind sie aufgrund der Schwere ihrer Behinderung nicht von der Schulpflicht befreit, und gemäß den Vorschriften des NAP müssen sie spätestens ab September 2014 in einer besonderen Bildungseinrichtung und im Rahmen der Entwicklungszusammenarbeit ihren Bildungsverpflichtungen nachkommen. Das öffentliche Bildungssystem ist noch nicht auf diesen großen Wandel vorbereitet, der den Zustrom von etwa 10-12000 Kindern mit ganz besonderen Bildungs- und Betreuungsbedürfnissen im öffentlichen Bildungssystem darstellt. Diese Veränderungen sowie die gestiegenen Anforderungen und langen Wartelisten rechtfertigen die Entwicklung und Erweiterung des Immánuel Home and School, das im Laufe der Jahre zu 100 % tätig ist und derzeit 37 Personen belief, was aufgrund der Bedingungen des Grundstücks und der städtischen Regulierung am aktuellen Standort nicht machbar ist. Auf der Grundlage von Statistiken und Wartelisten muss die Zahl der Begünstigten auf 60 Personen erhöht werden. Wir planen die komplexe Entwicklung zusammen mit unserem zuvor eingereichten Projekt EFOP-3.1.6., in dem methodische Entwicklungselemente umgesetzt werden. Das gesamte Entwicklungskonzept steht im Einklang mit den innenpolitischen Dokumenten und dem Zielsystem von Széchenyi 2020 und EFOP. Zur Vorbereitung auf die Entwicklung der Schule wurden Fragebogenstudien unter Einbeziehung der relevanten Zielgruppen (Eltern, Kinder, institutionelles Personal) durchgeführt. Die Bedarfsermittlung zeigt den wichtigsten Entwicklungsbedarf, den wir im Rahmen dieses Projekts angehen wollen: Entwicklung und Ausbau der Infrastruktur der Schule, Verbesserung des Ausrüstungspools, Verringerung der Staus und Umsetzung der Zugänglichkeit. Im Rahmen der geplanten Entwicklung wird in Debrecen, Kishegyesi u. 156, eine moderne Bildungsstätte geschaffen, die den Bedürfnissen der Zielgruppe gerecht wird, indem ein ehemaliges Schulgebäude saniert und ausgebaut wird. Während der Transformation werden Klassenräume, spezielle Arbeitsräume, Gemeinschaftsräume, Büro-, Service- und Sozialräume mit gleichem Zugang auf ca. 2 676 m² (Renovierung, Umbau: 653 m², Neubau: 1 126 m², Hofsanierung: 897 m²). Der Kauf von Geräten dient dazu, die richtigen Betriebsbedingungen zu gewährleisten (509 Geräte: B. Entwicklungswerkzeuge, Möbel, IT). Daher würde die neue Bildungseinrichtung für 60 Personen nicht nur eine hochwertige Betreuung von Kindern und ihren Familien mit schweren und Mehrfachbehinderungen im Schulpflichtalter bedeuten, sondern auch Personen, die über das Schulalter hinausgehen, die Möglichkeit eröffnen, sich weiter zu entwickeln und in einer Gemeinschaft zu leben, während sie in einer Familie leben, wobei die Tagesbetreuung genutzt wird. Dies bedeutet die Möglichkeit einer komplexen, qualitativ hochwertigen Betreuung, die lebenslange Betreuung, Entwicklung und Beschäftigung für Kinder und Erwachsene mit schweren und mehrfachen Behinderungen bietet, die im derzeitigen öffentlichen Bildungs- und Sozialsystem fehlt und nicht nur in der Grafschaft, sondern auch auf nationaler Ebene ein Modell sein könnte. Während der Projektvorbereitung wurden eine Bedarfsanalyse, eine Machbarkeitsstudie und ein technisches Designkonzept sowie ein Liquiditätsplan erstellt. Bei der Implementierung genutzte Dienstleistungen: technische Inspektion, Designmanagement, Auditing, obligatorische Publizität. Um das Projekt erfolgreich umzusetzen, wird eine Projektmanagementorganisation gebildet (1 Hauptprojektleiter – seit 20/Woche, 1 Finanzmanager – 20 Stunden/Woche). Der Projektleiter ist für die Überwachung der fachlichen Inhalte des Projekts verantwortlich. Zur Deckung unvorhergesehener Kosten wurde eine Projektreserve eingerichtet. Geplante Durchführungszeit des Projekts: 2018.01.01. — 2019.09.30. Während der Projektdurchführung wurden die obligatorischen Informations- und Publizitätsaufgaben auf der Grundlage von Széchenyi2020 und KTK2020 geplant. L’objectif de ce projet est de développer l’infrastructure de la maison et de l’école d’Immánuel, qui est active dans l’entretien de l’église réformée de Debrecen-Nagy, offrant des soins, des garderies et une éducation spéciale pour les enfants et les jeunes handicapés multiples. Pour les enfants et les jeunes souffrant de handicaps graves et multiples, le cadre juridique garantit la pleine participation à l’éducation publique et l’accès à l’école déjà en Hongrie. Depuis 2006, ils n’ont pas été exemptés de l’obligation scolaire en raison de la gravité de leur handicap et, conformément aux règlements du PAN, ils doivent s’acquitter de leurs obligations éducatives dans un établissement d’enseignement spécial et dans le cadre de l’éducation au développement à partir de septembre 2014 au plus tard. Le système d’éducation publique n’est pas encore préparé à ce changement à grande échelle, qui représente l’afflux d’environ 10 à 12 000 enfants ayant des besoins éducatifs et de soins très spéciaux dans le système public d’éducation. Ces changements, ainsi que l’augmentation des demandes et les longues listes d’attente, justifient le développement et l’expansion de la maison et de l’école Immánuel, qui fonctionne à 100 % au fil des ans, qui dessert actuellement 37 personnes, ce qui n’est pas possible sur le site actuel en raison des conditions de la parcelle et de la régulation urbaine. Sur la base des statistiques et des listes d’attente, il est nécessaire d’augmenter le nombre de bénéficiaires à 60 personnes. Nous planifions le développement complexe avec notre projet EFOP-3.1.6. soumis précédemment, dans lequel des éléments de développement méthodologique seront mis en œuvre. L’ensemble du concept de développement est cohérent avec les documents de politique intérieure et le système cible de Széchenyi 2020 et EFOP. Pour préparer le développement de l’école, des études par questionnaire ont été menées auprès des groupes cibles concernés (parents, enfants, personnel institutionnel). L’évaluation des besoins révèle les principaux besoins de développement que nous avons l’intention de répondre dans le cadre de ce projet: développer et développer l’infrastructure de l’école, améliorer la réserve d’équipements, réduire la congestion et mettre en œuvre l’accessibilité. Dans le cadre du développement prévu, un site éducatif moderne répondant aux besoins du groupe cible sera créé à Debrecen, Kishegyesi u. 156, en rénovant et en agrandissant un ancien bâtiment scolaire. Au cours de la transformation, des salles de classe, des salles de travail spéciales, des espaces communautaires, des bureaux, des services et des locaux sociaux seront créés avec un accès égal sur environ 2 676 m² (rénovation, conversion: 653 m², nouvelle construction: 1 126 m², rénovation de la cour: 897 m²). L’achat d’équipements permet d’assurer les bonnes conditions de fonctionnement (509 appareils: outils de développement, mobilier, informatique). Par conséquent, la nouvelle institution d’éducation de 60 personnes ne signifierait pas seulement des soins de qualité pour les enfants et leurs familles souffrant de handicaps graves et multiples d’âge scolaire obligatoire, mais offrirait également aux personnes qui n’ont pas atteint l’âge de la scolarité obligatoire la possibilité de continuer à se développer et à vivre dans une communauté tout en vivant dans une famille, en utilisant des services de garde. Cela signifie la possibilité d’une prise en charge complexe et de qualité qui fournit des soins tout au long de la vie, le développement et l’emploi aux enfants et aux adultes souffrant de handicaps graves et multiples, qui fait défaut dans le système éducatif et social public actuel, et qui pourrait constituer un modèle non seulement dans le comté, mais aussi au niveau national. Au cours de la préparation du projet, une évaluation des besoins, une étude de faisabilité, un concept de conception technique et un plan de liquidité ont été élaborés. Services utilisés lors de la mise en œuvre: contrôle technique, gestion de la conception, audit, publicité obligatoire. Afin de mener à bien le projet, une organisation de gestion de projet est formée (1 chef de projet principal — depuis 20/semaine, 1 gestionnaire financier — 20 heures/semaine). Le gestionnaire de projet est chargé de superviser le contenu professionnel du projet. Une réserve de projet a été installée pour couvrir les coûts imprévus. Délai prévu pour la mise en œuvre du projet: 2018.01.01. 2019.09.30. Au cours de la mise en œuvre du projet, les tâches obligatoires d’information et de publicité ont été planifiées sur la base de Széchenyi2020 et de KTK2020.
