Jelen projektjavaslat Szarvas Város Önkormányzata, mint ingatlan tulajdonosa, illetve az intézmény irányító szerve által kerül beadásra (Így a Felhívás 6. fejezetének 7)c) pontjában kötelezően csatolandó nyilatkozat esetünkben nem releváns). A fejlesztendő intézményegység Szarvasi Család- és Gyermekjóléti Központ (5540 Szarvas, Kossuth u.19.), amely a szociális igazgatásról szóló 1993.évi III. törvényben nevesített személyes gondoskodás, illetve a gyermekek védelméről és a gyámügyi igazgatásról szóló 1997.évi XXXI. törvényben nevesített személyes gondoskodás előírásai alapján látja el tevékenységeit. A projekt keretében felújításra kerül a jelenlegi Család és Gyermekjóléti Szolgálat épülete, illetve egy gépjármű kerül beszerzésre. Az építéshez kapcsolódóan műszaki ellenőr és rehabilitációs szakértő is bevonásra kerül. Az épület, amelyet a felújítás érint, önkormányzati tulajdonban van és helyi védettség alatt áll. A felújítás során a Felhívásban rögzített akadálymentesítési és energiahatékonysági előírásokat szem előtt tartjuk. Előbbi megvalósulásának elősegítéséhez a tervezés és a műszaki megvalósítás során rehabilitációs szakértő kerül bevonásra. A szakértő részvétele biztosítja, hogy az egyetemes tervezés elvei és az egyenlő esélyű hozzáférés valósul meg a beruházás során. Utóbbi előírásoknak való megfelelés teljesítéséhez pedig többek között termálvíz hasznosítást, a nyílászárók cseréje és a hőszigetelés járul hozzá. A megújuló energiaforrás és az egyéb energiahatékonysági intézkedések alkalmazása a projekt eredményeinek költséghatékony fenntartását is biztosítják. Mivel helyi védettségű épületről beszélünk, ezért az akadálymentesítést részleges van lehetőség megoldani. Kialakításra kerülnek bejárati rámpák, akadálymentes parkolók, akadálymentes WC-, helyiség feliratozása megtörténik, illetve a padló- és falburkolatok alkalmazása is ennek figyelembevételével történt. A részletes műszaki tartalmat a pályázati dokumentáció részét képező műszaki leírás tartalmazza. A beruházás költségeinek költséghatékony és reális tervezése kapcsán egy előzetes tervezői költségbecslés bekérése történt, amelyet a támogatási kérelemhez csatoltunk. Az építési beruházáson túl a projekt keretében a Társulás 1 db 9 személyes gépkocsi beszerzését tervezi, amelyet a Szolgálat fog használni. Ez általa lakott külterületek élők számára is elérhetővé téve a szociális alapszolgáltatások hozzáférhetőségét. Ezeken a területek többnyire társadalmi leszakadással veszélyeztetett csoportok élnek, akiknek nagy szükségük van az életminőséget javító szociális alapszolgáltatások elérhetőségére. A minőségi és fenntartható eredmények elérése érdekében plusz 2 fő szociális segítő alkalmazására is sor kerül, hogy a megnövekedett igények kielégítése hatékonyabban megvalósulhasson. A gépjárműbeszerzéssel együtt az új munkatárs a szolgáltatások hozzáférhetőségét és minőségét is javítani tudja. A projektmenedzsment feladatok ellátását egyéb igénybevett szakértői szolgáltatás keretében- a 272/2014 (XI.5.) Kormányrendeletben foglaltaknak megfelelően) 100%-os önkormányzati vagy állami tulajdonú cég fogja ellátni. A projektmenedzsment a projekt teljes időtartama alatt biztosított. A szakmai tartalom bemutatásából látható, hogy a projektben elszámolni tervezett tevékenységek megfelelnek a Felhívásban foglalt támogatható tevékenységeknek, és nem tartalmaz a Felhívás 3.1.5. pontban felsorolt nem támogatható tevékenységeket. A projekt megvalósulása esetén 1 db fejlesztés révén létrejövő, megújuló szociális alapszolgáltatás valósul meg, azaz a projekt adatlapon indikátorvállalás történt. A fejlesztési elképzelés kidolgozásánál fokozott figyelmet fordítottunk a projektelemek megvalósíthatóságára és a keletkezett eredmények hosszú távú fenntartására és működtetésére. A projekt sikeres megvalósításának zálogaként tekintettünk a mérföldkövekre, így azok ütemezése jól átgondolt és reális összefüggések következményeként került meghatározásra. Összességében elmondható, hogy a megvalósuló projekt eredménye a jelenlegi család és gyermekjóléti szolgálat infrastrukturális fejlesztése, eredménye pedig olyan minőségi fejlesztés (humánerőforrás fejlesztéssel), amely elősegíti a területi különbségek kiegyenlítődését, és megvalósítja az egyenlő esélyű hozzáférés elvét. The present project proposal will be submitted by the Municipality of Szarvas, as owner of the property or by the governing body of the institution (thus the declaration to be included in Chapter 6 point 7(c) of the call is not relevant in this case). The institution unit to be developed is the Szarvas Family and Child Welfare Centre (5540 Szarvas, Kossuth u.19.), which performs its activities on the basis of the provisions of personal care referred to in Act III of 1993 on social administration and personal care referred to in Act XXXI of 1997 on the protection of children and guardianship administration. Under the project, the current Family and Child Welfare Service will be renovated and a vehicle will be purchased. Technical inspectors and rehabilitation experts will be involved in connection with the construction. The building, which is affected by the renovation, is owned by the municipality and is protected locally. During the renovation, the accessibility and energy efficiency requirements set out in the Call for Accessibility and Energy Efficiency are in mind. In order to facilitate the implementation of the former, a rehabilitation expert is involved during the planning and technical implementation. The expert’s participation shall ensure that the principles of universal design and equal access to the investment are implemented. Compliance with the latter requirements also contributes to thermal water utilisation, the replacement of doors and windows and thermal insulation. The use of renewable energy sources and other energy efficiency measures also ensures that the results of the project are maintained in a cost-effective manner. As we are talking about a locally protected building, accessibility can be partially solved. Entrance ramps, accessible parking spaces, accessible toilets and rooms are marked, and floor and wall claddings are applied with this in mind. The detailed technical content is set out in the technical specifications forming part of the tender file. In connection with the cost-effective and realistic planning of the costs of the investment, an estimate of the costs of the project was requested by the planner, which is attached to the aid application. In addition to the construction project, the Association plans to purchase 1 car for 9 people, which will be used by the Service. This will also make access to basic social services accessible to people living in the outskirts of the country. Most of these areas live in groups at risk of social disruption, who are in great need of basic social services to improve quality of life. In order to achieve high-quality and sustainable results, plus 2 social assistance will be deployed to meet the increased needs more effectively. Together with the purchase of vehicles, the new staff can also improve the accessibility and quality of the services. Project management tasks will be performed by a 100 % municipal or state-owned company within the framework of other expert services used — as stipulated in Government Decree 272/2014 (XI.5). Project management is ensured for the entire duration of the project. The presentation of the professional content shows that the activities planned to be accounted for in the project correspond to the eligible activities included in the Call and do not include the ineligible activities listed in point 3.1.5 of the Call. In the case of the implementation of the project, 1 renewable basic social service will be implemented through development, i.e. an indicator commitment was made on the project data sheet. When developing the development concept, we paid special attention to the feasibility of the project elements and the long-term maintenance and operation of the resulting results. The milestones were considered to be the key to the successful implementation of the project, so their scheduling was defined as a consequence of a well-thought-out and realistic context. Overall, the result of the project is the infrastructural development of the current family and child welfare service, and the result is a quality development (with human resources development) that helps to balance territorial disparities and implement the principle of equal access. La présente proposition de projet sera soumise par la municipalité de Szarvas, en tant que propriétaire du bien immobilier ou par l’organe directeur de l’institution (la déclaration à inclure dans le chapitre 6, point 7 c), de l’appel n’est donc pas pertinente dans ce cas). Le centre de protection de la famille et de l ‘enfance de Szarvas (5540 Szarvas, Kossuth u.19.) exerce ses activités sur la base des dispositions de la loi III de 1993 sur l’ administration sociale et la protection de la personne visées dans la loi XXXI de 1997 sur la protection de l ‘enfance et l’ administration de la tutelle. Dans le cadre du projet, l’actuel Service de protection de la famille et de l’enfance sera rénové et un véhicule sera acheté. Des inspecteurs techniques et des experts en réhabilitation seront associés à la construction. Le bâtiment, qui est touché par la rénovation, appartient à la municipalité et est protégé localement. Pendant la rénovation, les exigences en matière d’accessibilité et d’efficacité énergétique énoncées dans l’appel à l’accessibilité et à l’efficacité énergétique sont à l’esprit. Afin de faciliter la mise en œuvre de la première, un expert en réadaptation est associé à la planification et à la mise en œuvre technique. La participation de l’expert veille à la mise en œuvre des principes de conception universelle et d’égalité d’accès à l’investissement. Le respect de ces dernières exigences contribue également à l’utilisation de l’eau thermique, au remplacement des portes et des fenêtres et à l’isolation thermique. L’utilisation de sources d’énergie renouvelables et d’autres mesures d’efficacité énergétique garantit également que les résultats du projet sont maintenus de manière rentable. Comme nous parlons d’un bâtiment protégé localement, l’accessibilité peut être partiellement résolue. Des rampes d’entrée, des places de parking accessibles, des toilettes et des chambres accessibles sont marquées, et des revêtements de sol et muraux sont appliqués dans cet esprit. Le contenu technique détaillé figure dans les spécifications techniques faisant partie du dossier d’appel d’offres. Dans le cadre d’une planification rentable et réaliste des coûts de l’investissement, une estimation des coûts du projet a été demandée par le planificateur, joint à la demande d’aide. En plus du projet de construction, l’Association prévoit d’acheter 1 voiture pour 9 personnes, qui sera utilisée par le Service. Cela rendra également l’accès aux services sociaux de base accessibles aux personnes vivant en périphérie du pays. La plupart de ces zones vivent dans des groupes exposés au risque de perturbations sociales, qui ont un grand besoin de services sociaux de base pour améliorer la qualité de vie. Afin d’obtenir des résultats de qualité et durables, plus deux aides sociales seront déployées pour répondre plus efficacement aux besoins accrus. Parallèlement à l’achat de véhicules, le nouveau personnel peut également améliorer l’accessibilité et la qualité des services. Les tâches de gestion de projet seront exécutées par une entreprise 100 % municipale ou publique dans le cadre d’autres services d’experts utilisés — comme le prévoit le décret gouvernemental 272/2014 (XI.5). La gestion du projet est assurée pendant toute la durée du projet. La présentation du contenu professionnel montre que les activités prévues dans le projet correspondent aux activités éligibles incluses dans l’appel et n’incluent pas les activités inéligibles énumérées au point 3.1.5 de l’appel. Dans le cas de la mise en œuvre du projet, un service social de base renouvelable sera mis en œuvre par le biais du développement, c’est-à-dire qu’un engagement en matière d’indicateurs a été pris sur la fiche de données du projet. Lors de l’élaboration du concept de développement, nous avons accordé une attention particulière à la faisabilité des éléments du projet ainsi qu’à la maintenance et à l’exploitation à long terme des résultats obtenus. Les jalons ont été considérés comme la clé du succès de la mise en œuvre du projet, de sorte que leur calendrier a été défini comme une conséquence d’un contexte réfléchi et réaliste. Dans l’ensemble, le projet a pour résultat le développement des infrastructures de l’actuel service de protection de la famille et de l’enfance, et il en résulte un développement de qualité (avec le développement des ressources humaines) qui contribue à équilibrer les disparités territoriales et à mettre en œuvre le principe de l’égalité d’accès.
