POINT 3.1. Activities to be carried out under the project — 3.1.1. C) Improving travel conditions, connecting transport chains in suburban transport, improving road safety a) Degraded road sections forming the route of public road transport, refurbishing the travel conditions, and e) Upgrading and upgrading high traffic junctions in favour of public transport or other sustainable modes of transport on the basis of the point of transport safety investments. In this context, we plan to implement (a) accessibility and (d) publicity among the activities that are not eligible independently. In the case of our project, the points b) dispersed asbestos and c) energy efficiency measures are not relevant. Among the non-eligible self-eligible activities, we intend to implement the relocation, renovation and building of a pavement — through the implementation of accessibility, the completion of green area construction and conversion works, the renovation of the pavement, the construction of a car park and the drainage of rainwater. In this case, the number of settlements implemented with road safety development is 1. In order to meet the indicator, we intend to implement the following activities: Budai út — Elimination of the capacity shortage of a single lane roundabout junction by direct branch(s), turboising the roundabout. Based on the traffic count data from the planning site, the current design is characterised by a lack of capacity, continuous, non-degradable traffic jams, which will swell back east and north to the next junction, as seen during on-site visits and traffic counts. The traffic jams are mainly caused by the large number of vehicles circulating here and by a large number of pedestrian traffic in the eastern and northern branches of the roundabout. The existing single lane roundabout will be transformed into a turbo roundabout, resulting in changes in the geometry of each node branch, the pavement connections, parking lots and road connections. The eastern and northern node branches are greatly modified, as 2 exits and 2 entry lanes are being built between the entry and exit lanes. On the Central Island we wanted to break pedestrian movement for greater traffic safety and capacity. Existing sidewalk connections will be rebuilt, the necessary tactile signs will be built in order to facilitate the mobility of people with disabilities or people with difficulty due to any problem by accessibility of public transport surfaces. The accessible rings, inclined car parks and the Middle Islands are made of stone pavement, the road surfaces are covered with asphalt, and the bus stops are built from basalt concrete pavement. The pavement surfaces located in the east of the Diósdi Road — Peace Square axis are covered with square stone, the pavement surfaces located in the western direction are covered with asphalt pavement. On Diósdi Road there is a closed drainage system with sinkholes and mines. In order to drain the rainwaters of the roundabout and the connecting branches, a new closed rain canal is needed, with the construction of sinkholes, sinkholes, cross canals and longitudinal canals. Due to the construction of the new roundabout, major public utilities need to be reconstructed. A complete track structure is required in the roundabout to be rebuilt and on the new road surfaces, while on other roads remaining but still in the design area, a change of wear layer is required. In order to ensure road safety, a turbo-circular junction will be built, a pavement will be built taking into account the needs of pedestrians, a road section refurbished with solid pavement to the benefit of people travelling by car, and a safe bus stop for public transport users. Preparation of the project: The planning documentation at the licensee level, the final construction permit and the itemised design budget with identifiers according to the construction norms collection are available. The designer is charged to 1003/2016 (I.13.). If the tender is successful, we plan to carry out a road safety audit. According to the general technical and technical condition of point 3.4 of the Call, it is expected that transport safety in sustainable transport modes will be improved. The investment carried out has a plan approved by the Transport Authority, the content of which is checked in accordance with the laws in force in Hungary, thus ensuring that the turbo-circular node becomes safer for all modes of transport. A 3.1. A projekt keretében megvalósítandó tevékenységek - 3.1.1. Önállóan támogatható tevékenységek C) Az utazási körülmények javítása, közlekedési láncok összekapcsolása az elővárosi közlekedésben, közlekedésbiztonság javítása a) Közúti közösségi közlekedés útvonalát képező, leromlott állapotú útszakaszok fejlesztését, felújítását az utazási körülmények javítását és e) Közlekedésbiztonsági beruházások pontja alapján a nagyforgalmú közúti csomópontok közlekedésbiztonsági fejlesztése, korszerűsítése közösségi közlekedést vagy egyéb fenntartható közlekedési módot előnyben részesítő átépítését, fejlesztését kívánjuk megvalósítani. Ehhez kapcsolódóan a 3.1.2 Önállóan nem támogatható tevékenységek 3.1.2.1 Kötelezően megvalósítandó önállóan nem támogatható tevékenységek közül a) akadálymentesítés megvalósítását, valamint a d) nyilvánosság biztosítását tervezzük. Projektünk esetében a b) szórt azbeszt mentesítése és c) energiahatékonysági intézkedések pontok nem relevánsak. A 3.1.2 Választható önállóan nem támogatható tevékenységek közül autóbuszmegálló áthelyezést, felújítást, járda kiépítését - akadálymentesítés megvalósításával, zöldterület-építési és átalakítási munkák elvégzését, burkolat felújítást, parkoló építést, csapadékvízelvezetést kívánunk megvalósítani. A közlekedésbiztonsági fejlesztést megvalósított települések száma esetünkben 1. Az indikátor teljesülése érdekében a következő tevékenységeket kívánjuk megvalósítani: Budai út – Diósdi úti egysávos körforgalmú csomópont kapacitáshiányának megszüntetése direkt ággal (ágakkal), a körforgalom turbósításával. A tervezési helyszínen történt forgalomszámlálási adatok alapján a jelenlegi kialakítás igen kapacitáshiányos, folyamatos, nem lebomló forgalmi dugók alakulnak ki, melyek a helyszíni bejárás és forgalomszámlálás során tapasztaltak szerint is visszaduzzaszt keleti és északi irányban a következő csomópontig. A forgalmi dugókat alapvetően az itt közlekedő nagyszámú jármű valamint a körforgalom keleti és északi ágában, keresztirányban közlekedő nagyszámú gyalogos forgalom okozza. A meglévő egysávos körforgalom turbó körforgalommá épül át, emiatt az egyes csomóponti ágak geometriája, a járdakapcsolatok, parkolók és útcsatlakozások módosításra kerülnek. A keleti és az északi csomóponti ág módosul nagymértékben, mivel 2 kilépő és 2 belépő sáv épül ki a belépő és kilépő sávok között gömbsüvegsort terveztünk beépíteni. A középszigeten a gyalogos mozgást meg kívántuk törni a nagyobb forgalombiztonság és kapacitás végett. A meglévő járdakapcsolatok átépítésre kerülnek, a szükséges taktilis jelzések kiépülnek, annak érdekében, hogy a közterületi közlekedési felületek akadálymentesítése a fogyatékossággal élők vagy bármilyen probléma miatt nehezen közlekedők mobilitását segítse. A járható gyűrű, ferde parkolók és a középszigetek is térkő burkolatból épülnek ki, az útfelületek aszfalt burkolatot kapnak, a buszmegállók bazaltbeton burkolatból épülnek. A Diósdi út – Béke tér tengelytől keleti irányban található járdafelületek térkő burkolatot kapnak, a nyugati irányban található járdafelületek aszfalt burkolatot kapnak. A Diósdi úton zárt csapadékcsatorna rendszer található víznyelőkkel, aknákkal. A körforgalom és a csatlakozó ágak csapadékvizeinek elvezetésére új zárt csapadékcsatorna építése szükséges, víznyelők, víznyelős aknák, keresztcsatornák és hosszcsatorna építésével. Az új körforgalom kialakításából adódóan jelentős közmű átépítés szükséges. Az átépítendő körforgalomban és az új útburkolati felületeken, teljes pályaszerkezet, míg a megmaradó, de még tervezési területen lévő egyéb utakon kopóréteg-csere szükséges. A közlekedésbiztonság biztosítása érdekében kerül turbó körforgalmú csomópont kiépítésre, ezenkívül a gyalogosok igényeit figyelembe véve járda épül, a személygépkocsival közlekedők érdekében szilárd burkolattal felújított útszakasz, a tömegközlekedést használók érdekében pedig biztonságos buszmegálló létesül. Projekt előkészítettsége: Az engedélyes szintű tervdokumentáció, a jogerős építési engedély és az építőipari normagyűjtemény szerinti azonosítókkal ellátott tételes tervezői költségvetés rendelkezésre áll. A tervező az 1003/2016 (I.13.) terhére kerül elszámolásra. A pályázat nyertessége esetén közúti biztonsági audit elvégzését is tervezzük. A Felhívás 3.4 pont általános műszaki és szakmai feltétele szerint a fenntartható közlekedési módok közlekedésbiztonságának javulása várható. A megvalósuló beruházás a közlekedési hatóság által engedélyezett tervvel rendelkezik, melynek tartalmát minden esetben a Magyarországon hatályos törvényeknek megfelelően ellenőrzik, így ez biztosítja, hogy minden közlekedési módot használó számára a turbó körforgalmú csomópont biztonságosabbá válik.
