1) STRATEGIAL COUNTRIES In recent decades, it has been proven that by prioritising the use of individual vehicles, transport needs cannot be met without the deterioration of the quality of life of the city dwellers. Putting sustainable modes of transport at the forefront has been and is the solution all over the world. The share of sustainable modes of transport in Budapest is 65 % and cycling is 2-3 %. The Municipality of Budapest, District XIII. and BKK Zrt. conclude a consortium cooperation agreement for the submission of an aid application for the establishment of a connected cycling route along the Rákos stream. 2) A conceptual INSTRUCTION OF DRAFT DEVELOPMENT The urban structural cycling infrastructure implemented as part of sustainable transport development, along with the construction of backbone lines for professional traffic, is made up of recreational lines run in a green environment. The 22.5 km long, continuous cycling route along Rákos-patak’s capital section can serve both types of cycling at the same time, since it provides a radial transport connection from the point of view of professional traffic and natural areas of value for tourism to connect the Gödöllő hills and the Danube. Professional cycling is based on the daily need to move around 1.8 million people in the capital. By bringing to the fore an environmentally conscious lifestyle, including environmentally conscious transport modes, the metropolitan environment has so far been characterised by the use of motor vehicles to provide a significant growth potential for cycling. There is currently only a few directions to reach the neighbouring settlements from the centre of the capital through an established cycling route, although there is also a strong demand for access to tourist destinations in the region and for safe cycling in the natural environment. 1) STRATÉGIAI CÉLOK Az elmúlt évtizedekben bebizonyosodott, hogy egyéni gépjárműhasználat előtérbe helyezésével a közlekedési igények nem elégíthetők ki a városlakók életminőségének romlása nélkül. A fenntartható közlekedési módok előtérbe helyezése jelentette és jelenti a világ minden táján a megoldást. A fenntartható közlekedési módok aránya Budapesten belüli közlekedésben 65%, a kerékpározásé 2-3%. A Főváros célkitűzése a Budapesti Mobilitási Terv szerint a fenntartható módok arányának 80%-ra növelése, a kerékpáros közlekedés 10%-os részarányának elérése 2030-ig. Ennek egyik eszköze a kerékpáros közlekedés fejlesztése. A kerékpározás elterjedése a városok élhetővé tételének eszköze és eredménye. A kerékpár, mint nagyvárosi napi közlekedési eszköz használata irányában az egyik fontos lépcsőfok a rekreációs és turisztikai célú kerékpárhasználat. Ezért az attraktív, rekreációs célú kerékpáros útvonalak önmaguk értékén túlmutatóan a napi kerékpáros közlekedés elterjesztéséhez is hozzájárulnak. A Rákos-patak menti összefüggő kerékpáros útvonal létrehozására irányuló támogatási kérelem benyújtásához Budapest Főváros Önkormányzata, a XIII.. kerületi Önkormányzata valamint a BKK Zrt. konzorciumi együttműködési megállapodást köt. 2) A TERVEZETT FEJLESZTÉS RÖVID, KONCEPCIONÁLIS ISMERTETÉSE A fenntartható közlekedésfejlesztés részeként megvalósuló településszerkezeti jelentőségű kerékpáros infrastruktúrát a hivatásforgalmat szolgáló gerincvonalak kiépítése mellett a zöld környezetben vezetett, rekreációs célú vonalak alkotják. A Rákos-patak fővárosi szakasza mentén kialakuló 22,5 km hosszúságú, folytonos kerékpáros útvonal egyszerre szolgálhatja a kerékpározás mindkét típusát, mivel a hivatásforgalom szempontjából egy sugárirányú közlekedési kapcsolatot, a turizmus szempontjából értékes természeti területeket is feltárva a Gödöllői dombság és Duna összekötését biztosítja. A hivatásforgalmi célú kerékpározás alapját a főváros közel 1.8 milliós lakosságának napi helyváltoztatási igénye adja. A környezettudatos életmód – és ennek részeként a környezettudatos közlekedési módválasztás – előtérbe kerülésével a nagyvárosi környezet eddig jellemzően gépjármű használaton alapuló közlekedése komoly növekedési potenciált biztosít a kerékpározás számára. A szomszéd települések felé a főváros centrumából jelenleg csak néhány irányban lehet biztonságosan, kiépített kerékpáros útvonalon eljutni, pedig a térségi turisztikai célpontok elérése és a természeti környezetben való biztonságos kerékpározás iránt is komoly igény mutatkozik. A Rákos-patak menti kerékpáros útvonal által érintett X., XIII., XIV. és XVII. kerületek lakossága meghaladja a 410.000 főt. A nyomvonal egyes szakaszai a XIII., a XIV. és a XVII. kerületekben már megépültek, de szolgáltatási színvonaluk igen eltérő, és jelenleg nem alkotnak a várható igényeknek megfelelő, egységes útvonalat. A kerékpáros útvonal megvalósítása összhangban van a szükséges városfejlesztési dokumentumokkal: * Budapest 2030 Hosszú távú városfejlesztési koncepció, * Budapest 2020 Integrált Településfejlesztési Stratégia, * Budapest Főváros Településszerkezeti terve 2015. A kerékpáros útvonal megvalósítását már több tervi előzmény is megalapozta: * Rákoskeresztúri szakasz megépítése a XVII. Kerületben KMOP forrásból (2010-2011) * Rákos-patak menti ökoturisztikai jelentőségű zöldfolyosó kerékpáros túraútvonalként való kiépítésének koncepciója (2011, BKK) * Rákos-patak és környezetének revitalizációja döntéselőkészítő tanulmány (2015, Városépítési Főosztály) 3) KERÉKPÁROS INFRASTRUKTÚRA FEJLESZTÉSÉNEK RÉSZLETES ISMERTETÉSE A Rákos-patak menti összefüggő útvonal létrehozása a patak térsége revitalizációjának és városi park jellegű intenzívebb hasznosításának is szerves részét képezi. A kerékpáros útvonal kialakítása illeszkedik egy komplexebb, rekreációs és ökológiai folyosó létrehozásának koncepciójába. A szélesebb körű vizsgálatoknak köszönhetően a közlekedési megfontolások mellett természetvédelmi és turisztikai szempontok is figyelembe vételre kerülnek a továbbtervezés során. A XIII. kerületi szakaszon a zömében több mint 20 éve épült kerékpáros infrastruktúra korszerűsítésre kerül a műszaki előírások és a gyalogos igények figyelembevételével. Más projekt keretében a 2017 évi Vizes világbajnokság kapcsán gyalogos és kerékpáros híd épült a patakon a Népfürdő utca vonalában. A Göncöl utca és a Béke út között a patak menti rekreációs terület kialakítása során már korszerűsítésre került a régi kerékpárút. Tárgyi projekt mintegy 2,7 km hosszan építi ki a patak menti kerékpárutat. 4) SZEMLÉLETFORMÁLÓ TEVÉKENYSÉGEK A projekt részeként az alábbi tevékenységekkel tervezzük még vonzóbbá és biztonságosabbá tenni a kerékpáros közlekedést és népszerűsíteni a konkrét útvonalat: * Fejlesztés előzetes kommunikációja (társadalmasítás, kulcsszereplők bevonása) * Kerékpáros kultúra javítására népszerűsítő, oktató, ösztönző kampány, rendezvények; * Információs kiadványok készítése, kia (Hungarian)
