The project’s short- and long-term goal is to rationalise energy use through energy modernisation of the building, reduce operating costs and increase the efficiency of heating and lighting systems. The project is currently in the preparatory phase. The school’s current annual energy consumption, based on the energy calculations carried out: 3.056,1 GJ For the replacement of doors and windows, the annual energy consumption of the building is calculated with the installation of doors and windows with an average heat transmission factor (UW<=1,15 W/m²) required for tenders: 2.177,2 GJ, saving 878,9 GJ The annual energy consumption for existing wall structures, 15 cm outside thermal insulation and 20 cm thickness for flat roof: 2.158,4 GJ, saving 897,7 GJ Annual energy consumption value by installing a condensing boiler and installing heaters with thermostatic radiator valves: 2.760.6 GJ, saving 295,5 GJ As in the case of the Landogyhegy School, the complex renovation results in maintaining the internal air condition with lower heating water temperatures. As a result, the application of the heat pump system within certain limits (forward temperature should not be higher than 35 °C) is economically feasible with the simultaneous modernisation of the installed heat centre. Thus, in parallel to gas-fuelled appliances, at an annual average of 3.5 COPs, the savings from an air heat pump are 159.7 GJ. Due to the relatively low use of domestic hot water and the summer school break, the economical use of the solar collector cannot be justified. The energy classification of the building is determined in the knowledge of the certificate completed during the project development. The project includes the activity indicated in point 3.1.1/a of the call, therefore the category ‘DD — approaching the state of the art’ of the building is not relevant. The project will meet the expectations of the technical-professional content and implementation of the project, which will be undertaken by the Municipality at the same time as the application for funding is submitted. Highlighting the most important conditions for the project: — Supported type of institution: Primary and secondary education institution and their related buildings — The building concerned by the project is municipal property, thus complying with the ownership conditions set out in point 3.4.2 of the call. The school maintained by Klik, the consent declaration is signed during the project development, knowing the detailed technical content. — No project plan is attached at the time of submission of the grant application. This can be done during the project development period once the energy documents are available. It defines the exact energy metrics, indicators, investment elements, financial internal rate of return (IRR). — The total cost of the project exceeds EUR 1 million, but is not considered as a revenue-generating project, taking this into account it is not necessary to carry out a cost-benefit analysis (CBA). The above assessment criteria will be reviewed after the project development. On the basis of the criteria relevant to the project during the re-evaluation, the evaluation should not include a classification as ‘non-compliant’. In this case, the Support Agreement will be terminated. In determining the technical and professional results, the four main investment elements were identified as results. Upgrading of heating, upgrading of external delimiting devices, installation of heat pumps and solar panels. The exact technical content and areas of intervention are defined during project development, in the building energy audit, in the project plan and in the construction plan. The results can then be quantified. Non-quantifiable results are the aesthetic and urban appearance of the building, the improvement in the quality of the building’s comfort and as a renewable energy institution. (English)

    A projekt rövid és hosszú távú célja az épület energetikai korszerűsítése által az energiafelhasználás racionalizálása, az üzemeltetési költségek csökkentése, a fűtési és világítási rendszerek hatékonyságának növelése. A projekt jelenleg az előkészítési szakaszban tart. Első lépésként elkészült egy előzetes helyzetfeltáró dokumentum, mely a TOP-6.5.1-15 felhíváshoz illeszkedő, önkormányzati intézmények épületeit vizsgálta. Energetikai fejlesztési javaslatokat fogalmaz meg, vizsgálja a megújuló energiaforrások alkalmazásának lehetőségeit. A felhívásnak megfelelően, a Támogatási Szerződés megkötését, illetve azt megelőzően már elindult a projektfejlesztési szakasz. Ennek keretében készülnek el a projekt részletes szakmai-műszaki tatalmát meghatározó dokumentumok: energetikai audit, energetikai tanúsítvány, projektterv és kiviteli terv. Ezen dokumentumok hiányában a támogatási kérelmet projekt ötletként kívánjuk benyújtani, mely az előzetes felmérés során megfogalmazott fejlesztési javaslatokat tartalmazza. Ezen javaslatok a projektfejlesztés során elkészült szakmai anyagok ismeretében kerülnek pontosításra, illetve amennyiben szükséges módosításra. Az iskola jelenlegi éves energiafelhasználása, az elvégzett energetikai számítások alapján: 3.056,1 GJ A nyílászárók cseréje esetén a pályázatoknál megkövetelt UW<=1,15 W/m2, K° átlagos hőátbocsátási tényezővel rendelkező nyílászárók beépítésével számolva az épület éves energia felhasználása: 2.177,2 GJ, a megtakarítás 878,9 GJ A meglévő falszerkezetek, esetében 15 cm külső oldali hőszigetelés, a lapos tető esetében pedig 20 cm vastagságú hőszigetelése esetén az éves energia felhasználás: 2.158,4 GJ, a megtakarítás 897,7 GJ Az energiafelhasználás éves értéke, kondenzációs kazán beépítésével, illetve a fűtőtestek termosztatikus radiátor szeleppel történő felszerelésével: 2.760,6 GJ, a megtakarítás 295,5 GJ A többi iskolához hasonlóan, a Landogyhegyi Iskola esetében is a komplex felújítás eredményeképpen az alacsonyabb fűtővíz hőmérséklettel lehet a belső légállapotot fenntartani, ennek következtében a hőszivattyús rendszer alkalmazása is bizonyos határok között (előremenő hőmérséklet ne legyen magasabb 35 C°-nál) a telepített a hőközpont egyidejű korszerűsítésével gazdaságosan megvalósítható. Így a gázüzemű berendezésekkel párhuzamos üzemben, éves átlagos 3,5 COP mellet a levegős hőszivattyúval elérhető megtakarítás 159,7 GJ. A viszonylag csekély használati melegvíz felhasználás, és a nyári iskolaszünet miatt a napkollektor gazdaságos üzemű használata nem igazolható. Az épület energetikai besorolása a projektfejlesztés során elkészült tanúsítvány ismeretében kerül meghatározásra. A projekt tartalmaz a felhívás 3.1.1/a pontban megjelölt tevékenységet, ezért nem releváns az épület „DD – korszerűt megközelítő” kategóriája. A projekt műszaki-szakmai tartalmával és megvalósításával kapcsolatos elvárásoknak a projekt meg fog felelni, ezt a támogatási kérelem benyújtásával egyidejűleg vállalja az Önkormányzat. Kiemelve a projekt szempontjából fontosabb feltételek: - Támogatott intézménytípus: Alap- és középfokú oktatási intézmény és kapcsolódó épületeik - A projekt által érintett épület önkormányzati tulajdon, megfelelve ezzel a felhívás 3.4.2. pontjában előírt tulajdonviszonyoknak. A Klik fenntartásában lévő iskola, a hozzájáruló nyilatkozat a projektfejlesztés során, a részletes műszaki tartalom ismeretében kerül aláírásra. - A támogatási kérelem benyújtásakor projektterv nem kerül csatolásra. Ez a projektfejlesztés időszakában az energetikai dokumentumok rendelkezésre állását követően készíthető el. Ebben kerülnek meghatározásra a pontos energetikai mérőszámok, indikátorok, beruházási elemek, pénzügyi belső megtérülési ráta (BMR). - A projekt összköltsége meghaladja az 1. millió EUR-t, de nem minősül jövedelemtermelő projektnek, ezt figyelembe véve nem szükséges költség-haszon elemzés (CBA) elkészítése. A felhívás tartalmi értékelési szempontok pontjában előírt feltételek teljesülése, a projektfejlesztési szakaszra vonatkozó kiemelt szempontok részletezésével A fenti értékelési szempontok a projektfejlesztést követően kerülnek felülvizsgálatra. Az újraértékelés során a projektre nézve releváns szempontok alapján az értékelés nem tartalmazhat „nem felelt meg” minősítést. Ebben az esetben a Támogatási Szerződés felbontásra kerül. A műszaki-szakmai eredmények meghatározásakor a négy fő beruházási elem került eredményként megnevezésre. Fűtéskorszerűsítés, külső határoló szerkezetek korszerűsítése, hőszivattyú és napelem telepítése. A pontos műszaki tartalom és a beavatkozási területek a projektfejlesztés során, az épületenergetikai auditban, projekttervben és kiviteli tervben kerül meghatározásra. Az eredmények ezt követően számszerűsíthetőek. Nem számszerűsíthető eredményként az épület esztétikai és városképi megjelenése, az épület komfortfokozatásnak minőségi javulása, valamint mint megújuló energia – megújuló intézmény nevezhető meg.
