The infrastructural situation of the building, the deteriorating condition, the limited space and the overcrowding of children can be seen with the lay eye. This makes it essential to renovate the building, as it does not meet the basic social and public education criteria for quality-professional work, in the perception of the educational and parental community, that children’s everyday education is carried out in an environment where socialisation, education for health, morality and learning are ensured, as well as the living space of sufficient size and quality for play, the establishment of community relations and the freedom of the individual. The Kindergarten of Kertvárosi Kindergarten and Kiskuckó Bölcsőde do not meet the criteria indicated above, which in the medium term would result in a loss of prestige of the institution, a deterioration of professional work and a lasting negative social perception. The overall objective of the project is to ensure the basic conditions of child-raising in a suitable environment and quality by the local government in the Kertváros part of the city of Pécs. The direct objective of the project is to develop the nursery of the Kertváros with the largest capacity (150 persons) and the 66-seat crèche in the same building, in line with the city’s development policy objectives, in order to ensure that the needs of care in the catchment area of the institution are of adequate quality during the upbringing of children. In line with the above development objectives, the standard and non-existent rooms of the pre-school and crèche building parts, which are currently non-existent, will be provided after the investment, i.e. the internal and external renovation of the existing building will be carried out in order to fully meet the infrastructural conditions during the upbringing. As part of the renovation, isolation and medical rooms will be set up, the floor space of the employing group rooms will be increased according to the current standard, the building will be accessible, the existing spaces will be rationalised and the kitchens will be refurbished. Specific objectives of the project: — Create opportunities and educational environments, good quality and leisure programmes for the inhabitants of the neighbourhood and their children, which make the institution attractive, but also unique. — The pedagogical programme of the institution contains the common pedagogical objectives, tasks, and the common characteristics and procedures that are characteristic of the educational activities of the institution. Without the realisation of the development, the educational programme of the kindergarten and the crèche (including the objectives of the institution, general and specific educational methods and programmes) cannot be achieved to the extent and quality required. — In line with the strategic objectives of local government, micro-regional and regional public education development, as well as with the legislation defining public education, it is necessary to set up or maintain processes that promote the efficiency, quality-oriented development and management of public education services, bearing in mind the best interests of the child, with the following objectives: Create quality services for all, ensure equal opportunities and access to services. Development of a sustainable, continuous and safe operation, development, multi-level and multifunctional child care system. Development of educational infrastructure — a multifunctional public education infrastructure based on economies of scale, based on state-of-the-art technology. Continuous improvement of the conditions of co-education and the inclusive education system. Strengthen network operation. Support for public educational task-providing cooperation, and strive for optimal performance of tasks. The development should be in line with the public education development strategy of Pécs MJV. Another specific objective is the development of integrated functional institutional internal spaces in line with renewable methodological programmes, in accordance with Article 11/1994. The creation of an asset background within the meaning of the Decree of the Minister for Economy and Transport, and the provision of employment spaces and equipment for the provision of specialised services on the spot. The aim of the tender is also to ensure the economical operation of the kindergarten with the energy renovation of the building (replacement of opening barriers, roof and facade insulation). The building was built between 1981-1982, with ground floor and floor level, flat roof, IMS structure. On the ground floor received instead of the crèche, the kindergarten is located on the floor. Az épület infrastrukturális helyzete, a leromlott állapot, a szűkös férőhely, a gyermekek zsúfoltsága a laikus szemével is jól látható. Mindez elengedhetetlenné teszi az épület felújítását, hiszen az a minőségi-szakmai munka feltételrendszerében a nevelői és szülői közösség megítélésében sem felel meg annak az alapvető társadalmi-közoktatási feltételnek, hogy a gyermekek mindennapi nevelése egy olyan környezetben valósuljon meg, ahol biztosított a szocializáció, az egészségre, erkölcsre és a tanulásra való nevelés, valamint a játékhoz, a közösségi kapcsolatok kialakításához, az egyén szabadságához szükséges, megfelelő nagyságú és minőségű élettér. Fent jelzett feltételrendszernek a Kertvárosi Óvoda Székhely Óvodája, illetve a Kiskuckó Bölcsőde sem felel meg, ami középtávon az intézmény presztízsveszteségével, a szakmai munka romlásával és tartósan negatív társadalmi megítéléssel járna. A projekt átfogó célja, hogy Pécs városának Kertváros településrészén a helyi önkormányzat (eleget téve kapcsolódó alapfeladatának) megfelelő környezetben és minőségben biztosítsa a gyermeknevelés alapvető feltételeit. A projekt közvetlen célja a város fejlesztéspolitikai céljaival összhangban, a Kertváros legnagyobb férőhely kapacitással (150 fő) rendelkező óvodájának és a vele egy épületben működő 66 férőhelyes bölcsődének a fejlesztése annak érdekében, hogy az intézmény vonzáskörzetében tapasztalható ellátási igények megfelelő minőségben biztosítottnak legyenek a gyermekek nevelése során. A fenti fejlesztési célokkal összhangban az óvodai és bölcsődei épület részek szabványos és rendeletben előírt, jelenleg nem létező helyiségei biztosítottak lesznek a beruházást követően, tehát a meglévő épület belső és külső felújítása annak érdekében történik, hogy a nevelés során az infrastrukturális feltételek maradéktalanul teljesüljenek. A felújítás keretében kialakításra kerül elkülönítő és orvosi szoba, a hatályos szabványnak megfelelően megnő a foglalkoztató csoportszobák alapterülete, az épület akadálymentesítése megtörténik, a meglévő terek racionalizálásra kerülnek és a konyhák felújítása is megvalósul. A projekt specifikus céljai: - Olyan lehetőségeket és nevelési környezetet, jó színvonalat valamint szabadidős programokat teremtsen a környék lakói és gyermekeik számára, amelyek az intézményt nemcsak vonzóvá, de egyedivé is teszik. - Az intézmény pedagógiai programja a közös pedagógiai célokat, feladatokat, s azokat a közös jellemzőket, eljárásokat tartalmazza, melyek az intézmény nevelési tevékenységére jellemzőek. A fejlesztés megvalósulása nélkül az óvoda és a bölcsőde nevelési programja (beleértve az intézmény céljait, az általános és egyedi nevelési módszereket és programokat) nem teljesíthető az elvárt mértékben és minőségben. - Egybehangzóan az önkormányzati, kistérségi és regionális közoktatás-fejlesztés stratégiai célkitűzéseivel, továbbá a közoktatást meghatározó jogszabályokkal, olyan folyamatok elindítása, illetve megtartása szükséges, amelyek elősegítik a nevelési-közoktatási közszolgáltatások hatékonyságának növelését, minőségközpontú fejlesztését és irányítását, szem előtt tartva a gyermek mindenek feletti érdekeit az alábbi célok mentén: ? Mindenki számára elérhető minőségi szolgáltatások megteremtése, esélyegyenlőség biztosítása, a szolgáltatásokhoz való hozzáférésben. ? Fenntartható, folyamatosan és biztonságosan működtethető, fejleszthető, többszintű és többfunkciójú gyermek ellátási rendszer kialakítása. ? Az oktatási infrastruktúra fejlesztése – méretgazdaságos, korszerű technológiára alapozott multifunkcionális közoktatási infrastruktúra kialakítása. ? Az együttnevelés, a befogadó oktatási rendszer feltételeinek folyamatos fejlesztése. ? A hálózati működés megerősítése. ? A közoktatási feladatellátó együttműködések támogatása, a feladatellátás optimumára törekvés. ? A fejlesztés illeszkedjen a Pécs MJV közoktatás-fejlesztési stratégiájához. További specifikus cél a megújuló módszertani programokhoz illeszkedő integrált, funkcionális intézményi belső terek kialakítása, a 11/1994. MKM rendelet szerinti eszközháttér megteremtése, a szakszolgáltatások helyben történő biztosításához a foglalkoztató terek és felszerelések rendelkezésre bocsátása. A pályázat célja továbbá az óvoda gazdaságos működtethetősége az épület energetikai felújításával (nyílászáró csere, tető- és homlokzatszigetelés). Az épület 1981-1982 között épült, földszint és emelet szintszámú, lapostetős, IMS szerkezetű. A földszinten kapott helyett a bölcsőde , az óvoda az emeleten található. Az épület alapvető szerkesztése kéttraktusos. A főhelyiségek – mint a bölcsődei gyermekszobák és az óvodai foglalkoztatók – a déli szárnyba, a kiszolgáló funkciók az északiba kerültek. A szárnyak közé épült be a két lépcsőház, melyek a függőleges közlekedés mellett a földszinten az épületrészek alaprajzi kapcsolatát is biztosítják.
