Pécs is not only its own city area, but also the economic and cultural centre of the South Transdanubian Region. The city (and, at the same time, of course, the region) lost its position significantly as the mining and light industries, as well as manufacturing and related supply industries declined locally in the 1990s. Some of the most important data to support this are: a) Based on the 2013 data analysis carried out by the HCSO, the value of industrial production in the South Transdanubia Region was HUF 1047.5 billion for organisations employing at least 50 persons, with which our region is the last one (in the Southern Great Plain Region before this, this figure is HUF 1847.8 billion). 2016. In the first quarter, the industrial production of companies with at least 50 employees was HUF 66.1 billion (before the counties of Tolna and Somogy in the region). It is also important to note that there was a significant increase in the case of Baranya (so basically Pécs) compared to the same period of the previous year. In order to strengthen the central function of the city and its role in the region, it is therefore essential to achieve by increasing industrial and economic performance: — Supporting existing investors, attracting new investors here. — Increasing local employment levels, thereby improving domestic demand positions (increasing income status). Necessary steps: 1. The first step to effectively support production services is to provide adequate infrastructure, to this end to support companies with preferential service and sites. 2. Incubation services for smaller enterprises located in Pécs (e.g. joint sales and marketing), joint research and development activities with larger enterprises, involving the University of Pécs and local research organisations. 3. Continuous, joint shaping of innovation policy at urban-regional level in order to bring individual interests closer -> long-term cooperation and stability. For its part, the city of Pécs prioritises support for the production and services sectors: as a result of the reorganisations that took place in the years 2014-2015, the former asset management-city operator Pécs Holding Zrt. ‘profile cleaning’: The primary task of the company under the name Pécsi Vagyonutító Zrt. is the management and proper utilisation of urban assets, including: 1) supporting companies already operating locally, providing additional services to them, and 2) attracting investors to Pécs. One of the most important stages of this support service is the provision of the necessary (preferably available) infrastructure in the Pécs Industrial Park and the South Industrial Park in Pécs. The aim of the project “Csarnok building in the Southern Industrial Park of Pécs” is to build a ten-hectare area of about 3,000-3.500 m² of rentable hall and its service facilities on a 10 hectare area with the number 01455/86 and to implement transport development to ensure access to the area. Pécs nemcsak saját várostérsége, de a Dél-Dunántúli Régió gazdasági-kulturális központja is. A város (és ezzel együtt persze a régió) a bányászat és a könnyűipar, valamint a feldolgozóipar és a kapcsolódó beszállítói ágazatok 1990-es években történt helyi szintű visszaesésével jelentősen veszített pozícióiból. Néhány fontosabb adat ennek alátámasztására: a) A KSH által végzett 2013-as adatelemzés alapján az iparitermelés értéke a legalább 50 főt foglalkoztató szervezeteknél a Dél-Dunántúli Régióban 1047,5 Mrd Ft volt, amellyel régiónk a legutolsó (az előtte lévő Dél-Alföldi Régióban ez az adat 1847,8 Mrd Ft). b) Ugyancsak a KSH adatkimutatása szerinti tény, hogy a megyei székhelyű ipari termelés Baranya megyében a negyedik legalacsonyabb hazánkban: 2016. I. negyedévében a legalább 50 főt foglalkoztató vállalatok ipari termelése itt 66,1 Mrd Ft volt (ezzel a régión belül megelőzi Tolna és Somogy megye is). Fontos megjegyezni egyben, hogy az előző év azonos időszakához képest Baranya (így alapvetően Pécs) esetében szignifikáns növekmény mutatkozott. A város központi funkciójának és a régióban betöltött szerepének erősítése érdekében feltétlenül szükséges tehát az ipari-gazdasági teljesítmény növelésével az alábbiak elérése: - Meglévő befektetők támogatása, újbefektetők ide vonzása. - A helyi foglalkoztatottsági szint növelése, ezzel a belső keresleti pozíciók javítása (jövedelemstátusz erősítése). Szükségeslépések: 1. A termelés-szolgáltatás hatékony támogatásának első lépése a megfelelő infrastruktúra biztosítása, ennek érdekében a vállalkozások támogatása kedvezményesen igénybe vehető kiszolgáló- és telephelyekkel. 2. A Pécsre települt kisebb vállalkozásoknak inkubációs szolgáltatások (pl. közös értékesítés és marketing), a nagyobb vállalkozásokkal közös kutatási-fejlesztési tevékenység, bevonva a Pécsi Tudományegyetemet, lokális kutatóhelyeket is. 3. A városi-térségi szintű innovációs politika folyamatos, közös alakítása az egyéni érdekek közelítése érdekében -> hosszú távú együttműködés, stabilitás. A maga részéről Pécs városa kiemelten kezeli a termelési-szolgáltatási ágazatok támogatását: a 2014-2015-ös években történt átszervezések révén megvalósult a korábbi vagyonkezelő-városüzemeltető Pécs Holding Zrt. "profiltisztítása": Pécsi Vagyonhasznosító Zrt. néven a társaság elsődleges feladata a városi vagyon kezelése és megfelelő hasznosítása, ennek részeként: 1) a már helyben működő vállalkozások támogatása, részükre kiegészítő szolgáltatások biztosítása, valamint 2) befektetők Pécsre vonzása. Ennek a támogató szolgáltatásnak az egyik legfontosabb állomása a szükséges (kedvezményesen igénybe vehető) infrastruktúra biztosítása a Pécsi Ipari Parkban és a pécsi Déli Ipari parkban. A „Csarnok építés a pécsi Déli Ipari Parkban” projekt célja a 01455/86 helyrajziszámú 10 hektár nagyságú területen kb. 3.000-3.500 m2 nagyságú bérbeadható csarnok és kiszolgáló létesítményeinek megépítésére, továbbá a terület megközelítését biztosító közlekedésfejlesztés megvalósítására irányul.
