The application for support from the Municipality of Mocsa concerns an indicative allocation for municipalities in rural and urban areas. a) Mocsa village is situated in the northwestern part of Komárom-Esztergom County, belongs to the Komárom-Bábolna microregion and the Central Transdanubia region. It is located 11 km from Komárom, 30 km from the county seat, Tatabánya and 80 km from Budapest. The village is connected by bus transport to Komárom, Tata, Almásfüzitő and Kocs. According to Act III of 1993 on Social Administration and Social Benefits, the following basic social services operate in the municipality: — domestic assistance — number of persons receiving 18 persons (+ 10 % derogation allowed) — social catering — unlimited number — family and child welfare services The three services in the centre of the village are located in a property (Mocsa, Heroes’ Square 1. 1012) but is located in two separate buildings. The social catering and home assistance provided by the Municipality of Mocsa is located in the wing building of the Mayor’s Office. The building has an office space for administrative tasks, a staff toilet and a serving kitchen. The dishes are prepared every working day of the week at the kitchen maintained by the Municipality, from where they are transported here, to the serving kitchen, where they are added to the food casks and then delivered by car to the users. Since 1 January 1999, the Family and Child Welfare Service of Komárom and Környéke (Family Support and Child Welfare Service of Komárom and Környéke) is performed in the area of competence of the municipality of Mocsa (from 1 June 2008 with the maintenance of the micro-association established by Csép, Kisigmánd, Mocsa and Komárom City, under the new name Komárom and Környéke’s Family Assistance and Child Welfare Service). 40 hours a week since September 2013. As of 1 April 2006, the Service shall provide family assistance as defined in Act III of 1993 on Social Administration and Social Benefits in the municipality for 4 hours per week. The building at the disposal of the Family and Child Welfare Service in Mocsa is located in the courtyard of the Mayor’s Office, but it has a separate entrance from the neighboring street. The building has two accessible rooms (office, employer + warehouse) at the service’s disposal. The aim of our project is the functional renovation, energy upgrading and accessibility of the two buildings. Social catering and home assistance building: The building is old-built, traditionally built, ground-floor, with a saddle roof. The floor level is about 15 cm below the floor of the porch, so the floor level of the premises affected by the investment will be raised, for which the height is sufficient. The toilet and handwashing room in the building will be dismantled, and the staff changing room will be fully renovated and equipped with the necessary wet fixtures. The kitchen, the office and the staff changing room will be refurbished, the doors, windows and radiators will be replaced in all three rooms, the latter being equipped with a thermostatic valve. The kitchenette is fully refurbished with furnishings. A new plumbing and sewerage network will be installed in the building. The façade thermal insulation is made on the porch, and the attic floor above the rooms affected by the renovation is also thermally insulated. Family and Child Welfare Service building: The building was built with an old-fashioned, traditional structure, ground-floor, buckled saddle roof. We renovate the large room without function, we create a playroom from it, for which we create an internal connection from the office, but we also keep its own approach. Instead of outdated gas convectors, we create a boiler room in the storage room, where gas-fired condensation boilers and wood shredded boilers are installed. In both rooms, the doors and windows are replaced. During the development, facade and pedestal thermal insulation is made, as well as the additional thermal insulation of the attic ceiling associated with the installation of doors and windows. The following activities will be carried out in order to make the building accessible in proportion to the project: — creating an accessible parking lot — making a slope and ramp — creating an barrier-free entrance — creating an accessible toilet. Mocsa Község Önkormányzatának támogatási kérelme a vidéki és városias térségek községei számára elkülönített indikatív keretösszegre irányul. a) Mocsa község Komárom-Esztergom megye északnyugati területén helyezkedik el, a Komárom-Bábolna kistérséghez, és a Közép- Dunántúli régióhoz tartozik. Komáromtól 11, a megyeszékhelytől, Tatabányától 30, Budapesttől 80 km-re található. A települést autóbusz közlekedés köti össze Komárommal, Tatával, Almásfüzitővel és Kocs községgel, vasútállomással nem rendelkezik. Közigazgatásilag Tömörd- és Boldogasszony puszta tartozik hozzá. A Központi Statisztikai Hivatal adatai alapján 2014. évben Mocsa község állandó népességének száma 2210 fő volt. Az Önkormányzat célja, hogy a település minden lakója számára elérhetővé tegye a közszolgáltatásokat, biztosítsa az idősek, a fogyatékkal élők és a hátrányos helyzetű polgárok esélyegyenlőségét az élet különböző területein. A szociális igazgatásról és szociális ellátásokról szóló 1993. évi III. törvény szerint az alábbi szociális alapszolgáltatások működnek a községben: - házi segítségnyújtás - ellátottak létszáma 18 fő (+10% eltérés engedélyezett) - szociális étkeztetés - létszáma korlátlan - családsegítő és gyermekjóléti szolgáltatás A három szolgáltatás a község központjában egy ingatlanon (Mocsa, Hősök tere 1. hrsz. 1012), de két külön épületben található. A Mocsa Község Önkormányzata által fenntartott szociális étkeztetés, valamint házi segítségnyújtás a Polgármesteri Hivatal szárnyépületében működik. Az épületben az adminisztratív feladatok ellátására szolgáló irodahelyiség, dolgozói vizesblokk, valamint tálalókonyha található. Az ételek elkészítése a hét minden munkanapján az Önkormányzat által fenntartott főzőkonyhán történik, innen szállítják ide, a tálalókonyhába, ahol az éthordókba adagolják, majd személygépkocsival kiszállítják az igénybevevők számára. A gyermekjóléti szolgáltatás feladatait 1999. január 1-től Mocsa község illetékességi területén társulási megállapodás alapján Komárom és Környéke Családsegítő és Gyermekjóléti Szolgálata (2008. június 1-től a Csép, Kisigmánd, Mocsa Községek és Komárom Város által létrehozott mikrotársulás fenntartásával új néven Komárom és Környéke Családsegítő és Gyermekjóléti Szolgálata) családgondozója látja el. 2013. szeptember óta heti 40 óra időtartamban. 2006. április 1-től a Szolgálat biztosítja a szociális igazgatásról és szociális ellátásokról szóló 1993. évi III. törvény által meghatározott családsegítést heti 4 órában a településen. Mocsán a Család- és Gyermekjóléti Szolgálat rendelkezésére álló épület a Polgármesteri Hivatal udvarában helyezkedik el, de a szomszédos utcáról nyíló külön bejárattal rendelkezik. Az épületben két, akadálymentesen megközelíthető helyiség (iroda, foglalkoztató + raktár) áll a Szolgálat rendelkezésére. A projektünk célja a két épület funkcionális felújítása, energetikai korszerűsítése, valamint akadálymentesítése. Szociális étkeztetés, valamint házi segítségnyújtás épülete: Az épület régi építésű, hagyományos szerkezetű, földszintes, nyeregtetővel készült. A padlószintje mintegy 15 cm-re a tornác padlószintje alatt található, ezért a beruházás során érintett helyiségek padlószintje emelésre kerül, amelyhez a belmagasság elegendő méretű. Az épületben meglévő WC és kézmosó helyiség elbontásra kerül, a személyzeti öltözőt pedig teljeskörűen felújítjuk és ellátjuk a szükséges vizes berendezési tárgyakkal. A konyha, az iroda és a személyzeti öltöző felújításra kerül, mindhárom helyiségben az ajtókat, az ablakokat, valamint a radiátorokat lecseréljük, ez utóbbiakat termosztatikus szeleppel látjuk el. A tálalókonyhát teljeskörűen felújítjuk berendezési tárgyakkal együtt. Az épületben új vízvezeték és csatornahálózat kerül kiépítésre. A tornácon homlokzati hőszigetelés készül, a felújítással érintett helyiségek feletti padlásfödém utólagos hőszigetelése is megtörténik. Család- és Gyermekjóléti Szolgálat épülete: Az épület régi építésű, hagyományos szerkezetű, földszintes, kontyolt nyeregtetővel készült. A jelenleg funkció nélküli nagytermet felújítjuk, játszószobát hozunk belőle létre, amelyhez belső kapcsolatot teremtünk az irodából, de megtartjuk az önálló megközelítését is. Az elavult gázkonvektorok helyett a raktárhelyiségben kazánházat alakítunk ki, amelyben gázüzemű kondenzációs kazánt, valamint fa apríték tüzelésű kazánt helyezünk el. Mindkettő helyiségben az ajtókat, valamint az ablakokat lecseréljük. A fejlesztés során homlokzati és lábazati hőszigetelés készül, valamint a nyílászárók beépítésével összefüggő kávák, illetve a padlásfödém pótlólagos hőszigetelése is megtörténik. Az épület projektarányos akadálymentesítése során a következő tevékenységek valósulnak meg: - akadálymentes parkoló létesítése - lejtő és rámpa készítése - akadálymentes bejárat kialakítása - akadálymentes WC kialakítása A fejlesztésnek köszönhetően egy új munkahelyet is teremtünk az Önkormányzatnál.
