The Bóly Integrated Social Centre (hereinafter referred to as: BISZK) primarily cares for elderly people in municipalities associated with social care. It is maintained by the Bólyi Social and Child Welfare Association. The association was established by 16 settlements (Bóly, Babarc, Belvárdgyula, Borjád, Hásságy, Kisbudmér, Liptód, Máriakéménd, Monyoród, Nagybudmér, Italian, Pócsa, Szajk, Szederkény, Töttös, Versend). Some of them are only involved in some forms of care, while eight municipalities, forming a micro-regional association (Bóly, Borjád, Kisbudmér, Nagybudmér, Pócsa, Szajk, Töttös, Versend) provide all social services within the framework of the BISZK. Within the institutional system of the BISZK there are six forms of care, the following are being developed in the framework of this project — home assistance (110 recipients): purchase of bicycles — day care (45 places, currently 21 demens in the institution): the comfort of the existing kitchenette and laundry, the creation of suitable air-conditioning rooms, the purchase of seating facilities (sofa and garden furniture) for the age group — support service (35 socially needed and non-needed): furthermore, bicycle storage is missing in the institution, since in Bóly the active generation and the group of younger pensioners often use bicycles for transport. On reaching the institution, they cannot accommodate their bicycles in a cultured manner. Bicycles built against walls and trees pose an accident risk for the beneficiaries of the institution. Parking lot and disabled parking are missing in the institution, because BISZK operates a large car traffic every day of the week. The closed courtyard of the institution only allows for transit traffic, the possibility for colleagues coming from micro-region settlements, or suppliers, in front of the building would be a large, culturally designed car park. The building concerned by the development is located on Bóly 964, the car parks are built on the Bóly 741 hrsz. Both properties are owned by Bóly City Municipality 1/1, and both are classified as monumental environments (see: attached title deeds). According to Chapter 3.2.2 of the Call for Proposals, buildings located in a monumental environment may be exempted from the energy efficiency measures listed therein on the basis of a planning declaration. During the design of the project, possible technical solutions to further increase energy efficiency were examined. Beyond the exterior of the building, its technical characteristics do not justify the implementation of the measures listed in the call: — the building’s masonry reaches up to 1 metre in some places, external thermal insulation is unjustified — the heating system of the building (floor heating) is still connected to the geothermal network, and hot water is also provided by a geothermal system. The following activities will be carried out under the project: Self-eligible activities: — Construction of a bicycle store with 15 seats — purchase of equipment: the internal limit of 20 % has been split into the eligible and ineligible part, the part exceeding 20 % is recorded as ineligible costs — renovation of the existing building: replacement of doors and windows, painting, modernisation of the electrical network — air conditioning equipment for installation — rainwater drainage solution in stand-alone ineligible activities: in order to facilitate access to public services for older age groups, the Municipality has managed a significant part of accessibility in the institutions it maintains, through the conscious transformation of the built environment in recent years. The physical accessibility of the building affected by this development has already been implemented. Compliance with the conditions set out in point 3.2 of the Call for Proposals is ensured. The activities planned in the project are based on local needs and the results of the needs assessment are attached as an annex to the underlying document. A PROJEKT CÉLJA A Bólyi Integrált Szociális Központ (továbbiakban: BISZK) elsődlegesen az idős személyek ápolását – gondozását végzi a szociális ellátásra társult településeken. Fenntartója a Bólyi Szociális és Gyermekjóléti Társulás. A társulást 16 település hozta létre (Bóly, Babarc, Belvárdgyula, Borjád, Hásságy, Kisbudmér, Liptód, Máriakéménd, Monyoród, Nagybudmér, Olasz, Pócsa, Szajk, Szederkény, Töttös, Versend). Egy részük csak némely ellátási formában érintett, míg nyolc település, mikrotérségi társulást alkotva (Bóly, Borjád, Kisbudmér, Nagybudmér, Pócsa, Szajk, Töttös, Versend) valamennyi szociális szolgáltatást a BISZK keretein belül nyújtja. A BISZK intézményrendszerén belül hat ellátási forma működik, jelen projekt keretében az alábbiak kerülnek fejlesztésre - házi segítségnyújtás (110 ellátott): kerékpárok beszerzése - nappali ellátás (45 férőhely, jelenleg 21 demens ellátott van az intézményben): a meglévő teakonyha és a mosoda komfortosítása, illetve a megfelelő klímájú helyiségek kialakítása, a korosztály igényeit kielégítő ülő alkalmatosságok (kanapé és kerti bútorok) beszerzése - támogató szolgálat (35 szociálisan rászorult és nem rászorult): mikrobusz beszerzése Továbbá, kerékpár tároló hiányzik az intézményben, hisz Bólyban az aktív generáció és a fiatalabb nyugdíjasok csoportja gyakran használ kerékpárt a közlekedéshez. Az intézménybe érve nem tudják kerékpárjaikat kulturált módon elhelyezni. A szanaszét, falnak – fának támasztott kerékpárok pedig balesetveszélyt jelentek az intézmény ellátottai számára. Parkoló, egyben a mozgáskorlátozott parkoló hiányzik az intézményben, hisz a BISZK nagy gépjármű forgalmat bonyolít le a hét minden napján. Az intézmény zárt udvara csak az átmenő forgalomra ad lehetőséget, az ügyeiket hosszabban intéző mikrotérségi településekről érkező kollegák, vagy beszállítók számára az épület előtt kialakított nagyméretű, kulturáltan kialakított parkoló adna lehetőséget. A PROJEKT SZAKMAI-MŰSZAKI TARTALMA A fejlesztéssel érintett épület a Bóly 964 hrsz-on található, a parkolók a Bóly 741 hrsz-on kerülnek kialakításra. Mindkét ingatlan Bóly Város Önkormányzat 1/1 tulajdonában van, illetve mindkét ingatlan műemléki környezetnek minősül (lásd: csatolt tulajdoni lapok). A Pályázati Felhívás 3.2.2 fejezete szerint az ott felsorolt energiahatékonysági intézkedések alól tervezői nyilatkozat alapján mentesülhetnek a műemléki környezetben elhelyezkedő épületek. A projekt tervezése során megvizsgálásra kerültek a lehetséges, az energiahatékonyságot tovább növelő műszaki megoldások. Az épület külső megjelenésén túl, műszaki adottságai sem indokolják a felhívásban felsorolt intézkedések végrehajtását: - az épület falazata helyenként az 1 métert is eléri, külső hőszigetelés indokolatlan - az épület fűtési rendszere (padlófűtés) jelenleg is a geotermikus hálózatra van kötve, illetve a melegvizet is geotermikus rendszer biztosítja. A projekt keretében az alábbi tevékenységek valósulnak meg: Önállóan támogatható tevékenységek: - 15 db férőhelyes kerékpártároló építése - eszközbeszerzés: a 20% belső korlát a költségek megosztásra kerültek elszámolható és nem elszámolható részre, a 20%-ot meghaladó rész nem elszámolható költségként rögzítésre - a meglévő épület felújítása: nyílászáró csere, festés, elektromos hálózat korszerűsítése - klíma berendezések felszerelésre - csapadékvíz elvezetés megoldása Önállóan nem támogatható tevékenységek: - új parkoló kialakítása - napelemes rendszer telepítése Az idősebb korosztály számára a közszolgáltatásokhoz való hozzáférés megkönnyítése érdekében, az Önkormányzat az általa fenntartott intézményekben, az elmúlt években az épített környezet tudatos átalakításával az akadálymentesítés jelentős részét megoldotta. A jelen fejlesztéssel érintett épület fizikai akadálymentesítése is megvalósult már. A Pályázati Felhívás 3.2 pontjában előírt feltételek teljesülése biztosított. A projektben tervezett tevékenységek helyi szükségleteken alapszanak, az igényfelmérés eredménye a megalapozó dokumentum mellékleteként csatolásra kerül. TARTALMI ÉRTÉKELÉSI SZEMPONTOK PONTBAN ELŐÍRT FELTÉTELEK - kockázatok, integrált megközelítés, fenntarthatóság stb. részletesen lásd a megalapozó dokumentumban 1.1 Az intézkedés célja a szociális alapszolgáltatások infrastruktúrájának fejlesztése, a társadalmi leszakadással veszélyeztetett csoportok helyzetének javítására irányuló programok végrehajtásához a megfelelő intézményi háttér biztosítása, másrészről a családi terhek csökkentése, amely közvetetten a foglalkoztatottsági szint növeléséhez járul hozzá. A projekt keretében három szociális alapszolgáltatás kerül fejlesztésre. A fejlesztés nem kizárólag Bóly városát érinti, hiszen a házi segítségnyújtás, támogató szolgálat feltételeinek javításán keresztül a számos, környező, hátrányos helyzetű kistelepülés lakói is előnyét élvezhetik. 2.1 A tervezés során a hivatkozott jogszabályi előírások betartásra kerültek.
