We would like to submit an application for support from the indicative allocation allocated to the district of Mekovácsháza. The village of Nagybánhegyes is a village with 1 227 people in the southern part of Békés county, along the Orosháza-Mezőkovácsháza connecting road, in the district of Mezőkovácsháza. The municipality of the municipality is a health service provider with a territorial obligation to provide primary care, and performs its task on the basis of Section 13 of Act CLXXXIX of 2011. The number of visits of the clinics is decisive, their utilisation is high, based on an oral needs assessment, there is a high demand among the target group, i.e. the local population, for the renovation of the currently degraded practice. Due to the mixed practice of children and adults, there is also a great need for family-friendly developments in the practice (e.g. diapers, children’s corners). The needs of the target group have been reinforced by specialists providing general medical practice and protective women’s services, who have long called for improvements to the infrastructure conditions of primary health care, but this has not been possible for decades due to the limited financial capacity of the maintenance municipality. Overall objectives: —Improving access to high-quality public services; —Enhancing the effectiveness and efficiency of the basic health care system and its preventive functions; —Upgrading the services and infrastructure conditions of the clinic available in the municipality; —By strengthening the community of practice, the complex, definitive care of the population over the lifetime, the improvement of high mortality data specific to the region -Improvement of the morbidity indicators specific to the area as a result of the integration of interdependent and complementary services enabling complex data collection and processing and preventive medicine; —Promoting a preventive health promotion approach and promoting health-conscious behaviour. Specific objectives: —Renovating and modernising medical clinics and facilitating access to quality basic services; —Enhancing physical and ICT accessibility of the building, improving access to services for disabled people and people with disabilities; —Providing housing assistance to the general practitioner. —Energy efficiency intervention for outdated, municipally maintained buildings and the inclusion of renewable energy sources.     Támogatási kérelmet a mezőkovácsházi járás számára elkülönített indikatív keretösszeg terhére kívánjuk benyújtani. Nagybánhegyes községe 1 227 fős település Békés megye déli szegletében, a Orosháza-Mezőkovácsháza összekötő út mentén, a Mezőkovácsházai járásban. A település önkormányzata az alapellátás vonatkozásában területi ellátási kötelezettséggel működő egészségügyi szolgáltató, feladatát a 2011. évi CLXXXIX. törvény 13. § alapján végzi. A településen az alapellátási szolgáltatások betöltetlen praxisokkal biztosított, az önkormányzat helyettesítésekkel biztosítja a háziorvosi, védőnői, fogorvosi (jelen projektben nem fejlesztett), valamint az iskolaegészség-ügyi szolgálatot. A feladatok ellátására két épületben kerül sor: jelen projekt keretében a háziorvosi, védőnői és az iskola-egészségügyi szolgálatnak helyet adó, Erzsébet királyné utca 27/a szám alatti rendelő érintett. A háziorvosi rendelőben a 2 db rendelőhelyiség mellett 1 db szolgálati lakás is található, ebből az épületből végzi a vegyes praxissal rendelkező háziorvos és a védőnő a munkáját (ellátottak száma 1 227). A háziorvosa látja el az iskolaegészség-ügyi szolgálatot is. A rendelők látogatottsága meghatározó, kihasználtságuk magas fokú, szóbeli igényfelmérés alapján nagy igény mutatkozik a célcsoport, azaz a helyi lakosság körében a jelenleg leromlott műszaki állapotú rendelő felújítására. A gyerek- és felnőttorvosi, vegyes praxis miatt nagy igény mutatkozik a családbarát fejlesztések iránt is a rendelőben (pl. pelenkázó, gyereksarok kialakítása). A célcsoport igényeit megerősítették a háziorvosi praxist, védőnői szolgálatot ellátó szakemberek, akik régóta sürgetik az egészségügyi alapellátás infrastrukturális feltételeinek javítását, ám erre a fenntartó önkormányzat korlátozott anyagi lehetőségei miatt évtizedek óta nem kerülhetett sor. Átfogó célok: -A jó minőségű közszolgáltatásokhoz való hozzáférés javítása; -Az egészségügyi alapellátó-rendszer eredményességének és hatékonyságának, valamint prevenciós funkcióinak fokozása; -A településen elérhető rendelő szolgáltatásainak és infrastrukturális feltételeinek korszerűsítése; -A praxisközösség erősítésével a lakosság élettartamon átívelő komplex, definitív ellátása, a térségre jellemző magas mortalitási adatok javítása -A térségre jellemző morbiditási mutatók javítása a komplex adatgyűjtést és feldolgozást valamint a preventív gyógyászatot lehetővé tévő egymásra épülő és egymást kiegészítő szolgáltatások integrációjának eredményeképpen; -A preventív egészségfejlesztési szemlélet támogatása, valamint az egészségtudatos magatartás elősegítése. Specifikus célok: -Háziorvosi rendelők felújítása, korszerűsítése, a minőségi alapszolgáltatásokhoz való hozzáférés elősegítése; -Az épület fizikai és infokommunikációs akadálymentesítése, a fogyatékkal élők és megváltozott munkaképességűek szolgáltatásokhoz való hozzáférésének javítása; -Lakhatási segítség nyújtása a háziorvos számára. -Energiahatékonysági beavatkozás a korszerűtlen, önkormányzati fenntartású épületek esetében és megújuló energiaforrások bevonása. A projekt indikátorai, elvárt műszaki eredmények: -Jobb egészségügyi szolgáltatásokban részesülő lakosság:1 227 fő; -Fejlesztéssel érintett egészségügyi alapellátást nyújtó szolgálatok száma: 3 db; -Újonnan épített vagy felújított rendelők, tanácsadók száma: 3 db; -Fejlesztéssel érintett háziorvosi szolgáltatások (praxisok) száma: 1 db; -Fejlesztéssel érintett iskola-egészségügyi ellátás száma: 1 db; -Fejlesztéssel érintett védőnői szolgálatok száma: 1 db; A projekt közvetlen célcsoportját az ellátotti terület lakossági létszáma adja, amely jelenleg 1 227 fő, továbbá 5 fő, jelenleg is az épületben dolgozó szakszemélyzet. A projekt tervezett tevékenységei közül önállóan támogatható tevékenység: -A) Egészségügyi alapellátás infrastruktúra fejlesztése, ezen belül: -a) Közfinanszírozott és területi ellátási kötelezettséggel rendelkező háziorvosi és védőnői rendelőnek helyt adó épület felújítása (beleértve az épületgépészetet), átépítése. Önállóan nem támogatható, választható és kötelező szakmai tevékenységek: -Projektarányos akadálymentesítés, akadálymentes parkolóhelyek kiépítése; -Udvarfelújítás; -Az önkormányzati tulajdonban lévő lakás felújítása, korszerűsítése, a háziorvos lakhatásának biztosítására. -Megújuló energiaforrás használata az épületek gazdaságosabb, korszerűbb üzemeltetése érdekében; A 2016. december és 2017. december között megvalósuló fejlesztés elszámolható költségeit az adatlap költségvetése foglalja össze. A fejlesztésnek önerő szükséglete nem jelentkezik (100% támogatású). A projekt megvalósításához szükséges likvid forrást, valamint az üzemeltetést és a fenntartást az önkormányzat a jelenlegi működési keretei között, éves költségvetésének terhére biztosítja.
