The investment contributes to the improvement of transport conditions for sustainable modes of transport and to the objectives of the prosperity of the BAZ county ITP. The criterion set out in the ITP of Baz County serves to balance economic and social differences. The indirect objective of the project is to significantly increase employment which would help improve economic competitiveness, create jobs and stimulate innovation activities. One of the stations on the bike path is the Industrial Park, helping the economy to develop business-friendly infrastructure. The expansion of the services of the Industrial Park, high-quality, safe and environmentally friendly transport facilitates easier access to jobs, which indirectly helps the settlement to retain population and promote employment. The objectives of the project include addressing in a complex way socio-physical-economic problems and promoting social cooperation and integration of people living in the area. On the one hand, the project aims to ensure the conditions for better access to targeted public services for disadvantaged populations, on the other hand, through its development, the aim is to improve the living conditions of the population, to meet and create community functions and basic infrastructure needs to help them catch up and integrate. Planned elements of the development: 1. Project element: Bicycle road next to Ondi road: The bicycle path next to Ondi road connects the designation of the Magyar utca — Malom street route with the existing cycle path towards Ond. On the right side of Ondi Road, it is proposed to establish a one-sided two-way cycle path The next section of the cycling network linking the city centre with the Serencs-Ond settlement part is required on the inland section of Ondi Road (road No 3712) from Magyar Street connection to Veres Péter Street connection, separated from the main track. Due to the scarcity of the space needed for installation, it is necessary to cover the existing open ditches and to create a paved ditch. The planned pavement width is 2.25 m, the total length of the cycle path is 1 068 m. The section of the road, which can be regarded as a functional unit, can be safely, directly and comfortably cycling-friendly. The designation of Magyar utca — Malom Street by cyclist is crucial for the development of the cycling network of Szerencs. It connects a route to be constructed next to main road 37 to the Ond (Northern) cycling route. The pavement of Magyar utca and Malom Street is broken, the drainage of the street is incomplete. The level of the road is above the level of the surrounding houses. Design: With REMIX technology mixed on site, using the existing asphalt covering, it is recommended to create a new pavement, aligning the level of the pavement to the basic level of the buildings. It is recommended to build the drainage with a prefabricated concrete TB trench profile, which, with a load-bearing cover, provides a suitable parking cover and does not reduce the road area suitable for traffic. After the construction of the pavement, bi-directional cycling can be ensured by creating a bicycle trail. It is necessary to sink and replace the public utilities concerned. A projekt megvalósítását, eredményét nem veszélyezteti extrém időjárási esemény. Megvalósítása ellenálló az éghajlatváltozással, természeti katasztrófákkal szemben. A projektnek nincs előre látható klímakockázata. Cél, hogy a projekt keretében kiépítésre kerülő kerékpárutak a meglévő útvonalakhoz csatlakozva összefüggő kerékpáros hálózatot alkossanak;továbbá a fenntartható közlekedés feltételeit megteremtő és erősítő közlekedésfejlesztési intézkedések valósuljanak meg település és települések között,melyek hozzájárulnak az éghajlatváltozás mérsékléséhez,a szén-dioxid kibocsátás csökkentéséhez,az élhető városi és települési környezet kialakulásához,valamint a Nemzeti Közlekedési Infrastruktúra-fejlesztési Stratégia fenntartható fejlődésre és közlekedésre vonatkozó céljainak a teljesüléséhez. A beruházás hozzájárul a fenntartható közlekedési módok közlekedési feltételeinek a javulásához. A kerékpárosbarát fejlesztés megvalósításával a tervezett szakaszok a kerékpárforgalom szempontjából preferált helyszíneket kötnek össze. A támogatási kérelemben nem releváns forgalomcsillapítás tevékenysége. A Felhívás 3.4.1.1 a30) pontjának megfelelően,- támogatást igénylő vállalja a kerékpárosbarát fejlesztés megvalósításával párhuzamosan, közúti biztonsági audit elvégzését. A beruházás hozzájárul a fenntartható közlekedési módok közlekedési feltételeinek a javulásához,a BAZ-megye ITP-ben megfogalmazott proioritások céljaihoz. BAZ megye ITP-ben megfogalmazott kritérium a gazdasági és szociális különbségek kiegyenlítődését szolgálja a fejlesztés. A projekt közvetett célja,hogy jelentősen bővüljön a foglalkoztatás mely segítené a gazdasági versenyképesség javítását,munkahelyteremtés és innovációs tevékenységek ösztönzését. A kerékpárút egyik állomása az Ipari park,ezzel segítve az gazdaság vállakozásbarát infrastrukturális fejlesztését. Az Ipari park szolgáltatásainak bővülése,a minőségi,biztonságos és környezetbarát közlekedés elősegíti a munkahelyek könnyebb megközelíthetőségét,mely közvetve segíti a település népességmegtartó törekvését,foglakoztatást ösztönzését. A projekt céljai között szerepel a leszakadó vagy leszakadással fenyegetett városrészeken koncentráltan megnyilvánuló társadalmi-fizikai-gazdasági problémák komplex módon való kezelése és a területen élők társadalmi együttműködés és integrációjának elősegítése. A projekt egyrészt a hátrányos helyzetű lakosság számára célzott közszolgáltatások jobb elérhetőségének feltételeit kívánják biztosítani,másrészt a fejlesztése által a cél a lakosság életkörülmények javítása,a felzárkóztatás és beilleszkedést segítő közösségi funkciók és alapvető infrastrukturális igények kielégítése és megteremtése. A fejlesztés tervezett elemei: 1. Projekt elem: Ondi út melletti kerékpárút: A Magyar utca - Malom utca útvonal kerékpáros kijelölését köti össze az Ondi út melletti kerékpárút a meglévő, Ond felé haladó kerékpárúttal. Az Ondi út jobb oldalán, egyoldali, kétirányú kerékpárút létesítése javasolt A városközpontot Szerencs-Ond településrésszel összekötő kerékpáros hálózati elem következő szakasza az Ondi út (3712.sz. közút) belterületi szakaszán a Magyar utcai csatlakozástól a Veres Péter utca csatlakozásáig a főpályától elválasztottan új kerékpárút építése szükséges. A beépítéshez szükséges terület szűkössége miatt a meglévő nyílt árok lefedése, burkolt árok kialakítása szükséges. A Tervezett burkolatszélesség 2,25m, a kerékpárút teljes hossza 1068 m. "Új építés a Pályázati felhívás 3.1.1. A) c.) pontja (Országos közút teljes átkelési szakasza vagy annak egy funkcionális egysége mentén (pl. településközpont és a település szélén egy lakóterület közötti szakasza) létesül kerékpáros útvonal.) alapján valósul meg." A közút egy funkcionális egységnek tekinthető szakasza válik biztonságosan, közvetlenül, kényelmesen kerékpározhatóvá, ezzel a funkcionális településrész kerékpárosbaráttá válik. A Magyar utca - Malom utca kerékpáros kijelölése kulcsfontosságú Szerencs kerékpáros hálózatának fejlesztése szempontjából. Az 37. sz. főút mellet kiépítésre kerülő nyomvonalat köti hálózatba az Ond irányú (északi) kerékpáros közlekedés számára. A Magyar utca és Malom utca burkolata leromlott, az utca vízelvezetése hiányos. Az út szintje a környező házak szintjétől kiemelten helyezkedik el. Kialakítás: Telepen kevert REMIX technológiával, a meglévő aszfalt burkolat felhasználásával új burkolat létesítése javasolt, a burkolat szintjét az épületek alapszintjéhez igazítva. A vízelvezetést előre gyártott beton TB elemes árokprofillal javasolt építeni, mely teherbíró fedlappal ellátva parkolásra alkalmas burkolatot képez és nem csökkenti a közlekedésre alkalmas útterületet. A burkolatépítést követően kerékpáros nyom létesítésével kétirányú kerékpáros közlekedés biztosítható. Az érintett közművek süllyesztése, kiváltása szükséges.
