The village of Érsekvadkert is located in Nógrád county, in the district of Balassagyarmati. Southwest of Balassagyarmat, in the Nógrád Basin, at the foot of the Börzsöny Mountains, between Rétság and Balassagyarmat, along the main road No 22, with an area of 213 km². In terms of population, it is the sixth most populous settlement in the county, with 3637 inhabitants in Érsekvadkert in 2015. The main road no. 22 runs along the entire length of the settlement, which, separated from road 2, carries a very significant traffic to Balassagyarmat, Slovakia and Nógrád County to the north and east. The settlement structure of Nógrád county is characterised by the fact that the settlements are close to each other, and most of the population traditionally rides by bicycle on roads with lower traffic. Road safety is reduced due to the high vehicle traffic on the main roads, which are also stretching up towns and cities, which means that cyclists are less likely to use them because of the risk of accidents. There is a strong demand for professional cycling, commuting between workplaces and residences. Part of the county cycle path development serves professional purposes, so several industrial areas can be safely accessed. When commuting between municipalities, the development of a cycle path can encourage an environmentally friendly mode of transport. As a member of the National Bicycle Road Frequent Network in the county, elements of local importance are connected to the network element located next to Route No 22, which improves the internal transport system of the districts and creates an opportunity to replace the urban and accident-threatening sections of the settlements. Hungarian Public Road Nonprofit Ltd. Based on the 2014 traffic counting data, the length of main road 22 is 68.14 km, the average traffic on the road is 4 602 E/day. On the part of the entire road where the archipelago is located, traffic is above the average, with 6 919 E/day cross-sectional traffic. This figure exceeds the traffic data recorded on all sections of road 22, even traffic in Balassagyarmat. This is due to the large transit vehicle traffic, which is due, on the one hand, to the commuting of workers and, on the other hand, to the high level of road transport. There is also the highest number of lorries (858 j/day), probably due to the presence of the Rétság Industrial Park and the traffic from transport to and from here. At the same time, one of the smallest cyclist traffic is observed here, which is clearly due to the risk of accidents caused by large vehicle traffic, given the lack of a cycle path within the municipality. The inhabitants of Érsekvadkert are keen to ride by bicycle, as the topography and size of the settlement provide an excellent opportunity for this, however, the traffic next to the 22nd road is particularly dangerous due to the lack of a cycle path and the very strong road traffic. Recognising this problem, the Municipality is planning to develop the town’s cycling-friendly development by implementing the project. Self-eligible activities: A) Cycling-friendly development: — making the settlement more friendly by designating and constructing bicycle traffic facilities, — establishing a connection with the national road, — creating a cycling route between workplaces located outside urban areas and the inner part of the municipality. B) traffic reduction, road safety and accessibility — Investment in transport safety, — traffic reduction in order to achieve sustainable urban transport and a more liveable urban and urban environment: design of green surface, design of bicycle parking spaces. Optional activities that are not eligible on their own: Related activity group — Development of additional elements of cycling-friendly infrastructure: construction, purchase and placement of bicycle supports, bicycle parks, other accessories, — Construction of a Járda within a residential area, — development of missing street lighting related to the illumination of cycling routes, — Building of green areas in the immediate environment of infrastructural interventions. Activities that are not eligible independently and are to be carried out on a mandatory basis: — Publicity, — implementation of an awareness-raising campaign. The main activity of the project is the construction of a 1.473 km long cycle path near main road 22, the related interfaces, the construction of the connecting sections, the crossings, and the completion of plant planting. During the preparation of the project, the planning of this phase is currently underway, in a near-finished state. However, the entire technical content will be developed during the preparation of the Bicycle Traffic Network Plan in the 1st milestone, where we will assess, clarify the needs, traffic situations and the necessary routes, and then determine the exact content of the development. Érsekvadkert település Nógrád megyében, a Balassagyarmati járás területén található. Balassagyarmattól délnyugatra, a Nógrádi-medencében, a Börzsöny hegység lábánál, Rétság és Balassagyarmat között, a 22. sz. főközlekedési út mentén helyezkedik el, területe 213 km2. Lakosságszámát tekintve a megye hatodik legnépesebb települése, 2015-ben Érsekvadkerten 3637 fő lakott. A település teljes hosszában húzódik végig a 22. sz. főút, mely a 2.sz. útból kiválva igen jelentős forgalmat bonyolít le Balassagyarmat, Szlovákia és Nógrád Megye északi és keleti irányába. Nógrád megye településszerkezetére jellemző, hogy a települések közel találhatóak egymáshoz, a lakosság nagy része hagyományosan kerékpárral közlekedik az alacsonyabb forgalmú utakon. A városokat is felfűző főútvonalak magas gépjárműforgalma miatt a közlekedésbiztonság csökken, ezért a kerékpárosok kevésbé használják a balesetveszély miatt. Kiemelkedő igény mutatkozik a hivatásforgalmi célú kerékpáros közlekedésre, a munkahelyek és a lakóhelyek közötti ingázás vonatkozásában. A megyei kerékpárút fejlesztések egy része hivatásforgalmi célokat szolgál, így ilyen módon biztonságosan megközelíthetővé válik több iparterület is. A települések közötti ingázás során a kerékpárút kialakításával ösztönözni lehet a környezetbarát közlekedési módot. A megyében az Országos Kerékpárút Törzshálózat tagjaként a 22. számú út mellett megvalósuló hálózati elemre csatlakoznak helyi jelentőségű elemek, mely a járások belső közlekedési rendszerén javítanak, illetve a települések belterületi, balesetveszélyes szakaszainak kiváltására is lehetőséget teremtenek. A Magyar Közút Nonprofit Kft. 2014. évi forgalomszámlálási adatai alapján a 22. sz. főút hossza 68,14 km, az úton az átlagos forgalom 4 602 E/nap. A teljes útnak azon a szakaszán, ahol Érsekvadkert található, a forgalom meghaladja az átlagot, itt 6 919 E/nap a keresztmetszeti forgalom. Ez az adat meghaladja a 22. sz. út összes szakaszán mért forgalmi adatokat, még a balassagyarmati forgalmat is. Ennek oka a nagy átmenő gépjármű forgalom, mely egyrészt a munkavállalók ingázásából adódik, másrészt a közúti fuvarozás nagy mértékéből. Itt a legmagasabb a tehergépkocsik száma is (858 j/nap), melynek oka vélhetően a Rétsági Ipari Park jelenléte, az innen és ide történő szállítmányozásból következő forgalom. Ezzel párhuzamosan megfigyelhető az is, hogy itt az egyik legkisebb a kerékpáros forgalom, melynek oka egyértelműen a nagy járműforgalom miatti balesetveszély, tekintettel arra, hogy a településen belüli hiányzik a kerékpárút. Érsekvadkert lakosai előszeretettel közlekednek kerékpárral, hiszen a település domborzata, mérete erre kiváló lehetőséget nyújt, azonban a 22. út melletti közlekedés fokozottan balesetveszélyes a kerékpárút hiánya, illetve a nagyon erős közúti forgalom miatt. Ezt a problémát felismerve tervezi az Önkormányzat a település kerékpárosbarát fejlesztését a projekt megvalósításával. Önállóan támogatható tevékenységek: A) Kerékpárosbarát fejlesztés: - a település kerékpárosbaráttá alakítása kerékpárforgalmi létesítmények kijelölésével, építésével, - országos közúttal való kapcsolat kiépítése, - lakott területen kívül elhelyezkedő munkahelyek és a település belterülete közötti kerékpárforgalmi útvonal kialakítása. B) Forgalomcsillapítás, közlekedésbiztonság, akadálymentesítés - Közlekedésbiztonsági beruházás, - Forgalomcsillapítás a fenntartható települési közlekedés, valamint az élhetőbb városi, települési környezet megteremtése érdekében: zöldfelület kialakítása, kerékpáros parkolóhelyek kialakítása. Önállóan nem támogatható, választható tevékenységek: D) Kapcsolódó tevékenységcsoport - Kerékpárosbarát kiegészítő infrastrukturális elemek fejlesztése: kerékpártámaszok, kerékpárparkolók, egyéb kiegészítők építése, beszerzése, elhelyezése, - Járda kiépítése lakott területen belül, - Kerékpáros útvonalak megvilágításához kapcsolódó hiányzó közvilágítás kialakítása, - Zöldterület-építés az infrastrukturális beavatkozások közvetlen környezetében. Önállóan nem támogatható, kötelezően megvalósítandó tevékenységek: - Nyilvánosság biztosítása, - szemléletformáló kampány megvalósítása. A projekt fő tevékenysége a 22. sz. főút melletti, 1,473 km hosszú kerékpárút megépítése, az ehhez kapcsolódó kapcsolódási pontok, rávezető szakaszok, kereszteződések kialakítása, növénytelepítés elvégzése.
