Development objective resource: Indicative allocation for bicycle road developments Project aims to: The implementation of the cycle path between Füzesabony and Szihalom serves a twofold purpose: it provides, on the one hand, the use of bicycles from Szihalom to Füzesabony as a professional and road safety cycle route and, on the other hand, the tourist connection of the municipality of the district of Füzesabonyi with the Zsóry Bath. The trail concerns Füzesabony, Waterház Street, the national side road No. 33110 and the national primary road no. 3. Track(s) of bicycle track(s): The planned bike lane(s) will be constructed in Füzesabony, in Waterház Street, directly next to the edge of the existing pavement. The bicycle lane(s) is built on the left side between sections 0+ 000 and 0+ 075 km, while on the right it is between 0+ 000-0+ 100 km. Planned route: In Füzesabony, Waterház street (0+ 000-0+ 100 km sections) only traffic engineering intervention and small construction work were planned, as the Waterház Street is a low-traffic service street, but road safety and cycling infrastructure is justified from the point of view of network considerations to the underpass of the railway station. The planned cycle path starts in Füzesabony, from the junction between Waterház Street and Szihalmi Street (the section of the cycle path is 1+ 520 km of access road 33110). Except for minor deviations, the planned route runs parallel to the state road to its 0+ 905 km section, where it moves from the left side of the road to its right side. The planned cycle path crosses the Eger-Füzesabony railway line where the existing pedestrian crossing will be rebuilt (with the installation of new railings or crossing elements). The section of the planned cycle path next to road 33110 runs to the 0+ 015 km section on the right side of the road, where a planned passage is made. From here (to the section of the road 126+ 711 km) the route runs parallel to the Budapest-Miskolc-Tornyosnémeti main road no. 3 to the end of the planned cycle path, to the 4+ 813 km section (the road is 129 km + 952 m). The track of the cycle path runs on the lawn bench and the russet. The trail touches the existing surface drainage trench, so the ditch will be partly constructed on a new route in addition to the planned cycle path. The cycle path distances between the 3+ 850-4+ 750 km sections from the main road no. 3, running parallel to the existing road 0116/2 hrs with asphalt paved road, crossing the Rima stream, where a new cycling bridge will be built. The end section of the cycle path is connected to the two-sided bicycle lane existing in the interior of Szihalom. In order to maintain road safety, the project will also include a bicycle pass through the section 129+ 927 km of main road 3. Meeting the technical-professional content of the project and its implementation: — The implementation of the planned cycling infrastructure does not reduce the surfaces for pedestrian traffic (walks) and the road surfaces for motor vehicles are not reduced. In the interior, cycling infrastructure would be implemented in the area of broad, partially unorganised pavements, to a small extent by sorting the drainage ditches. In the outskirts, the trail would be placed on green surfaces along the roads. — The planned project includes cycling-friendly development activities. As a result of the development, the entire crossing section of main road 3 and side road 33110 between Füzesabony and Szihalom can be safely cycled. In this way, the city centre of Füzesabony, which is also the administrative centre of the district, can be safely reached from Szihalom. Another objective from the point of view of professional traffic is to secure access to the economic areas on the outskirts of Füzesabony along road 33110 from both settlements. Demonstration of the fulfilment of the evaluation criteria: Alignment with the objectives of the TOP — on the entire crossing of main road 3 and side road 33110 between Füzesabony and Szihalom, the share of cyclists choosing means of transport for daily journeys is increased by the construction of cycling infrastructure, both for those travelling on a daily basis and for those going to the district administration centre. Fejlesztési cél szerinti forrás: Kerékpárút fejlesztések számára elkülönített indikatív keretösszeg Projekt célja: Füzesabony és Szihalom közötti kerékpárút megvalósítása kettős célt szolgál: egyrészt a Szihalom településről Füzesabonyba kerékpárral munkába járók hivatásforgalmi és közlekedésbiztonsági kerékpárútként történő használatát, másrészt a Füzesabonyi járás székhely településének a Zsóry fürdővel történő turisztikai célú összeköttetését biztosítja. Hosszútávon a NIF Zrt által megvalósítandó, Füzesabony-Maklár közötti kerékpárút megépítése és a 3. sz. főút mentén Szihalom és Mezőkövesd között meglévő kerékpárút a megye kerékpárút-hálózatának összefüggő, egységes kezelését teszi lehetővé, illetve Füzesabonyt a megye turisztikai körforgásába bekapcsolja. Területi szereplő által elkülönített forrás: Kerékpárút fejlesztések számára elkülönített indikatív keretösszeg. A projekt szakmai-műszaki tartalma: A tervezett létesítmény Füzesabony város belterületén a vasútállomás Vízház utcai vasúti aluljárójától Szihalom község belterületi határáig tart. A nyomvonal a Füzesabony, Vízház utcát, a 33110 sz. országos mellékutat és a 3 sz. országos elsőrendű főutat érinti. Kerékpársáv(ok) nyomvonala: A tervezett kerékpársáv(ok) Füzesabonyban, a Vízház utcában kerülnek kialakításra, közvetlenül a meglévő útburkolat széle mellé építve. A kerékpársáv(ok) szelvényezés szerinti bal oldalon 0+000 és 0+075 km. szelvények között, míg a jobb oldalon 0+000 – 0+100 km. szelvények között épül. Tervezett nyomvonal: Füzesabony, Vízház utcában (0+000 – 0+100 km szelvények között) csak forgalomtechnika beavatkozás és kisebb építési munka tervezett, mivel a Vízház utca kis forgalmú kiszolgáló utca, de közlekedésbiztonsági és kerékpáros infrastruktúra hálózati szempontok alapján indokolt a vasútállomás aluljárójáig a kerékpáros barát kialakítás. A tervezett kerékpárút a Füzesabonyban, a Vízház utca és a Szihalmi utca csomópontjától indul (a kerékpárút 0+000 km szelvénye a 33110. sz. bekötő út 1+520 km szelvénye). A tervezett nyomvonal - a kisebb eltéréseket leszámítva – az állami közúttal párhuzamosan halad annak 0+905 km szelvényéig, ahol a közút szelvényezés szerinti baloldalról áttér a jobb oldalára. A tervezett kerékpárút keresztezi az Eger-Füzesabony vasútvonalat, ahol a meglévő gyalogos átvezetés átépítésre kerül (új korlátok, illetve átjáróelemek beépítésével). A tervezett kerékpárút a 33110 sz. út melletti szakasza az út 0+015 km szelvényéig halad az út szelvényezés szerinti jobb oldalán, ahol tervezett átvezetés készül. A nyomvonal innentől (a közút 126+711 km szelvényéig) a 3. sz. Budapest-Miskolc-Tornyosnémeti elsőrendű főút mellett párhuzamosan halad a tervezett kerékpárút végszelvényéig, a 4+813 km szelvényig (a közút 129km + 952m szelvényéig). A kerékpárút nyomvonala a gyepes padkán ill. a rézsűn halad. A nyomvonal érinti a meglévő felszíni vízelvezető árkot, ezért a tervezett kerékpárút mellett az árok részben új nyomvonalon kerül kialakításra. A kerékpárút a 3+850 – 4+750 km szelvények között eltávolodik a 3. sz. főúttól, a meglévő 0116/2 hrsz-ú meglévő, aszfalt burkolatú úttal halad párhuzamosan, ezen a szakaszon belül keresztezi a Rima-patakot, ahol új kerékpáros híd kerül kialakításra. A kerékpárút végszelvénye csatlakozik a Szihalom belterületén meglévő kétoldali kerékpársávhoz. A közlekedésbiztonság folyamatos fenntartása érdekében a projekt részeként kerékpáros átvezetés is létesül a 3. sz. főút 129+927 km szelvényében. A projekt műszaki-szakmai tartalmával és a megvalósítással kapcsolatos elvárások teljesülése: - A tervezett kerékpáros infrastruktúra megvalósítása nem csökkenti a gyalogos közlekedés számára kialakított felületeket (járdákat), illetve a gépjármű közlekedésre szolgáló útfelületek sem csökkenek. Belterületen a kerékpáros infrastruktúra megvalósítása a széles, részben rendezetlen útpadkák területén történne, kismértékben a vízelvezető árkok rendezésével. Külterületen a nyomvonal a közutak menti zöldfelületeken kerülne elhelyezésre. - A tervezett projekt kerékpárosbarát fejlesztési tevékenységeket foglal magába. A fejlesztés eredményeként a 3. sz. főút és a 33110. sz. mellékút Füzesabony és Szihalom közötti teljes átkelési szakasza válik biztonságosan kerékpározhatóvá. Ezáltal Szihalom településről is teljes szakaszon biztonságos megközelíthető Füzesabony városközpontja, ami a járási székhely igazgatási központja is egyben. Hivatásforgalom szempontjából további cél Füzesabony külterületén a 33110. sz. út mentén elhelyezkedő gazdasági területek biztonságos megközelítése, mindkét település irányából. Értékelési szempontok teljesülésének bemutatása: Illeszkedés a TOP céljaihoz - a 3. sz. főút és a 33110. sz. mellékút Füzesabony és Szihalom közötti teljes átkelési szakaszán kerékpáros infrastruktúra kiépítésével növekszik a napi utazások esetén a kerékpáros közlekedési eszközt választók részaránya, mind a napi munkába járók, mind a járási igazgatási központba tartók körében.
