Héhalom is located in the middle of the Cserhátalja small area, in the southern part of the Nógrád county. The small area is a medium to low hill, which is considered to be the foot of the shrub. The highest point of the settlement is the Church Hill (180.5 m), which is an artificial structure, a bronze age tell. The average altitude of the village is 140 metres above sea level. The most severe part of the village is the steeper coastline northwest of the Ebhát- and Csapás vineyards, the left bank of the Bujáki stream. The surface is moderately served in watercourses with north-west-south-east valleys. The Bujáki and Bér Creeks and the Tarcsai Creek pass through the area. The basic tasks of the Municipality of Héhalom Municipality of the project owner are laid down in Act CLXXXIX of 2011 on the basis of which the local government is responsible, among other things, for the development of settlements, the management of settlements and the protection of the local environment and nature, water management and damage control. The shortcomings of the missing drainage system are a growing problem for the municipality every year. Local water damage caused by inadequate drainage of rainwater causes significant financial damage to both municipal and private property. In the last 10 years, due to the incomplete or poorly built rainwater sewer network, the municipality has notified several force majeure claims to the competent Nógrád County Disaster Management Directorate. In addition, the amount of private property damage is much higher than that of the developer. The pace of inland water planning affecting Szabadság street is aimed at developing the drainage system in the settlement. The overall objective is to develop the drainage system of the settlement’s inland rainwater, to increase its environmental safety, to improve its environmental status, to reduce the risk of local water damage and to prevent further environmental damage. The direct, specific project objectives are: • Orderly and unharmed drainage of rainwaters and eruptive waters falling into the inland area through the refurbished system. • Protecting the inner area of the settlement from the adverse effects of the waters in the outskirts. • Reduce and eliminate water damage affecting the settlement year by building the necessary capacities. • Public awareness-raising to prevent water damage. • Ensuring an orderly settlement picture, planting plants. Independently eligible activities planned under the project (under Chapter 3.1.1 of the call): A) Development and reconstruction of the drainage network for the protection of the inland area, taking into account the objectives of rainwater management: • b) Establishing, refurbishing and developing a separated rainwater drainage network, including: construction of an open rainwater drainage system or inland water drainage network with bed construction, restoration, reconstruction and restoration of structures, as well as construction of closed rainwater drainage system only in justified cases (e.g. due to lack of space by showing it), refurbishing and, in justified cases, construction of a water drainage road. Optional actions that are not eligible individually (according to Chapter 3.1.2 of the Call): B) the restoration of the gateway damaged during the investment with the same type of pavement as before the investment, and the reconstruction and extension of passages, which are directly affected by the construction of a rain canal network; planting and restoring plants in the area of the installations. Actions that are not eligible independently and are to be carried out on a mandatory basis (according to Chapter 3.1.3 of the Call): mandatory information and publicity; B) An awareness-raising and information action complementary to infrastructure interventions. Related, eligible preparatory activities: • Authorisation holder and construction plan (already completed); • Preparation of a project preparatory study (to be completed by the date of submission of the application); • Official fees for licensing (as part of subsequent preparation); • Conduct a public procurement procedure (as part of subsequent preparation). Héhalom a Cserhátalja kistáj közepén, Nógrád-megye déli részén található. A kistáj közepes, illetve alacsony dombság, amely a cserhát hegylábfelszínének tekinthető. A település legmagasabb pontja a falu fölött elhelyezkedő Templom-domb (180,5 m), mely tulajdonképpen mesterséges építmény, egy bronzkori tell. A község átlagos tengerszint feletti magassága 140 méter. A község domborzati értelemben legszabdaltabb része az Ebhát- és a Csapás-dűlőktől északnyugatra eső meredekebb partoldal, a Bujáki-patak balpartja. Az északnyugat-délkelet irányú völgyekkel tagolt felszín vízfolyásokban közepesen ellátott. A területen folyik keresztül a Bujáki- és a Bér-patak, valamint a Tarcsai-patak. A projektgazda Héhalom Község Önkormányzata alapfeladatait a 2011. évi CLXXXIX. törvény határozza meg, amelynek 13. § alapján a települési önkormányzat feladata többek között a településfejlesztés, településüzemeltetés, valamint a helyi környezet- és természetvédelem, vízgazdálkodás, vízkárelhárítás is. A hiányzó vízelvezető-rendszer hiányosságai évről évre egyre növekvő problémát jelentenek az önkormányzat számára. A csapadékvíz nem megfelelő elvezetéséből adódó helyi vízkárok jelentős anyagi károkat okoznak mind az önkormányzati, mind a magántulajdonokban. A hiányosan kiépített, illetve rossz állapotú csapadékvíz csatorna hálózat miatt az utóbbi 10 évben több vis maior kárigényt jelentett be az önkormányzat az illetékes Nógrád Megyei Katasztrófavédelmi Igazgatóságon. Ezen felül a magántulajdonban keletkezett károk volumene jóval meghaladja a projektgazda kárigényét. A belterületi vízrendezés Szabadság utcát érintő üteme a településen található, csapadékvíz elvezető rendszer fejlesztésére irányul. Átfogó cél a település belterületi csapadékvíz elvezetési rendszerének fejlesztése, környezetbiztonságának növelése, környezeti állapotának javítása, a helyi vízkár veszélyeztetettség csökkentése, a további környezeti káresemények megelőzése. A közvetlen, specifikus projekt célok: • A belterületre hullott csapadékvizek és felszín alól előtörő fakadó vizek rendezett és kártétel nélküli elvezetése a felújított rendszeren keresztül. • A település belterületének védelme a külterületeken keletkezett vizek káros hatásaitól. • A települést évről-évre sújtó vízkárok mérséklése, megszüntetése a szükséges kapacitások kiépítésével. • A lakosság szemléletformálása a vízkárok megelőzése érdekében. • Rendezett településkép biztosítása, növényzettelepítés. A projekt keretében tervezett, önállóan támogatható tevékenységek (a felhívás 3.1.1. fejezete alapján): A) Belterület védelmét szolgáló vízelvezető-hálózat fejlesztése, rekonstrukciója a csapadékvíz-gazdálkodás céljainak figyelembe vételével: • b) Elválasztott rendszerű csapadékvíz-elvezető hálózat kiépítése, felújítása, fejlesztése, ezen belül: nyílt csapadékvíz elvezető rendszer, illetve belvíz elvezető hálózat építése mederkialakítással, helyreállítással, a műtárgyak átépítésével és helyreállításával együtt, valamint kizárólag indokolt esetben zárt csapadékvíz elvezető rendszer építése (pl. helyhiány miatt annak bemutatásával), felújítása, indokolt esetben vápás vízelvezető út építése. Önállóan nem támogatható, választható tevékenységek (a Felhívás 3.1.2. fejezete szerint): b) Csapadékcsatorna-hálózat építéssel közvetlenül érintett, a beruházás során sérült kapubejáró a beruházás előttivel azonos típusú burkolattal történő helyreállítása, átereszek átépítése, bővítése; e) Növényzet telepítése, helyreállítása a létesítményekhez tartozó területen. Önállóan nem támogatható, kötelezően megvalósítandó tevékenységek (a Felhívás 3.1.3. fejezete szerint): a) Kötelező tájékoztatás és nyilvánosság; b) Az infrastrukturális beavatkozásokat kiegészítő szemléletformáló, tájékoztató akció. Kapcsolódó, elszámolható előkészítési tevékenységek: • Engedélyes és kiviteli terv készítése (már megvalósult); • Projekt-előkészítő tanulmány készítése (a pályázat benyújtásáig megvalósul); • Engedélyeztetés hatósági díjai (későbbi előkészítés részeként); • Közbeszerzési eljárás lefolytatása (későbbi előkészítés részeként). Kapcsolódó megvalósítási tevékenységek: • Projektmenedzsment: Ld. a projekt adatlap vonatkozó pontjában részletesen kifejtve. • Műszaki ellenőrzés: a kivitelezéshez kapcsolódóan, a projekt műszaki felügyeletének részeként tervezett a megvalósítási kockázatok minimalizálása érdekében. A továbbiakban a tervezett építési tevékenységek bemutatása következik. A beruházás előkészítése során Héhalom Község Önkormányzata elkészíttette a Szabadság utca vízrendezésének vízjogi létesítési engedélyezési tervdokumentációját, amely vízjogi létesítési engedélyezésre benyújtásra is került. A járható folyóka pályaszerkezetének tervezésekor a megbízóval egyeztetve hidraulikus kötőanyagú stabilizációs alapréteggel, hengerelt aszfalt burkolatú típus pályaszerkezet került meghatározásra.
