Matching objectives: The development contributes to the objectives set out in the Integrated Territorial Programme of BAZ County, the detailed presentation of which is included in the study of the Professional Foundation.The planned project will be carried out in the municipality of the Beneficiary District to be developed on the basis of Annex 290/2014.(XI.26.)Korm.end.3. (A) Main activity A) Main activity — creation of a green city (a) increasing the area of plants, habitats and biodiversity, reconstructing the plant stock of the green surface, removing weed control/sick trees as a one-off intervention, and care (c) urban climate, heat island shielding deciduous, climate-tolerant tree lines, shrubbands, multi-level green surfaces d) urban active recreational green areas (urban educational path, course track, runway, dog runner, playground, outdoor gymnastics, etc.); the development of new green spaces (urban farm, community garden, school garden, etc.) to support active urban community farming; B) Main activity — the renewal of the areas and buildings belonging to the action area in a climate-conscious and energy-efficient way in order to ensure the sustainable operation of buildings and facilities that are owned by the majority government or which are owned by majority governments or majority ownership at the latest by the fulfilment of the relevant milestone, and which are owned by the consortium partner, in order to ensure their sustainable operation. I. As an economic recovery activity: a) renewal and conversion of commercial and/or service spaces owned by a municipality or a consortium partner (b) renewal of a market area for local products (urban, local market, market hall), revitalisation of related areas and acquisition of tangible assets necessary for the core operation; C) renovation and utilisation of a building with a view to economic recovery, which is under-used or is not used by a majority municipality: 1. Establishment of commercial and/or service spaces and acquisition of physical equipment necessary for the basic operation of the building Call 3.1.2. Optional activities that are not eligible on its own (A) relating to the main activity: (i)the purchase of equipment necessary for the proper use of the area (installation of environmental, quality street furniture, etc.) In relation to all the main activities: 2. In connection with the renewal of land and buildings owned by local government-owned or majority-owned enterprises, irrespective of the nature of the use, the surface, open and underground parking spaces required by law may be renewed or developed, provided that the intervention is not carried out by using or remodeling a green area. 3. a.) refurbishment of pavements, pedestrian bridges, large structures suitable for walking and cycling only, construction 3. d) refurbishment of the road surface ensuring the accessibility and interoperability of the green surface 4. Installation of a basic charging infrastructure for the use of electric vehicles in case of construction or renovation, taking into account the rules in point 29 of Chapter 3.2 of the Call. 5. Célok illeszkedése: A fejlesztés hozzájárul a BAZ megye Integrált Területi Programjában megfogalmazott célokhoz, melynek részletes bemutatása a Szakmai megalapozó tanulmányban van.A tervezett projekt a 290/2014.(XI.26.)Korm.Rend.3.sz.melléklete alapján Fejlesztendő és Kedvezményezett járás településén valósul meg.A fejlesztés tartalmaz szemléletformáló, disszeminációs tevékenységeket, amelyek hozzájárulnak a BAZ megyén belüli szociális és társadalmi különbségek kiegyenlítődéséhez, mely a projekt előkészítő tanulmányokban került bemutatásra. A fejlesztés helyszíne: Városközponti akcióterület. Lehatárolása az ITS,ATT-ben és a Megvalósíthatósági Tanulmányban található. A fejlesztés részletes szakmai tartalma: Felhívás 3.1.1. Önállóan támogatható tevékenységek A.)Főtevékenység - zöld város kialakítása a) növényfelület, élőhelyek és biodiverzitás növelése, a zöldfelület növényállományának rekonstrukciója, egyszeri beavatkozásként gyomirtás/beteg fák eltávolítása, valamint ápolási munkák c) városklíma, hősziget-hatás ellen árnyékoló lombhullató, klímatűrő fasorok, cserjesávok, több szintes zöldfelületek létesítése d) városi aktív rekreációs zöldterületek (városi tanösvény, tanpálya, futópálya, kutyafuttató,játszótér, szabadtéri tornapálya stb.) kialakítása; e) városi aktív közösségi gazdálkodást segítő új zöldfelületek (városi farm, közösségi kert, iskolakert stb.) kialakítása; B) Főtevékenység - az akcióterületre eső, többségi önkormányzati tulajdonban, vagy önkormányzati többségi tulajdonú gazdasági társaság tulajdonában lévő, illetve legkésőbb a vonatkozó mérföldkő teljesítéséig legalább többségi önkormányzati tulajdonba kerülő, továbbá a konzorciumi partner tulajdonában lévő területek és épületek klímatudatos, energiahatékony üzemeltetést biztosító módon történő megújítása, azok fenntartható üzemeltetése érdekében, nem épület jellegű építmények, létesítmények fenntartható, energiahatékony üzemeltetését biztosító megújítása. I. Gazdaságélénkítő tevékenységként megvalósulhat: a) önkormányzat vagy a konzorciumi partner tulajdonában lévő kereskedelmi és/vagy szolgáltató terek megújítása, átalakítása b) helyi termékek számára piaci terület (városi, helyi piac, vásárcsarnok) megújítása, a kapcsolódó területek revitalizálása és az alapműködéshez szükséges tárgyi eszközbeszerzés; c) alulhasznosított vagy használaton kívüli többségi önkormányzati tulajdonban lévő épület megújítása, hasznosítása gazdaságélénkítési céllal: 1. kereskedelmi és / vagy szolgáltató terek kialakítása és az épület alapműködéséhez szükséges tárgyi eszközbeszerzés Felhívás 3.1.2. Önállóan nem támogatható, választható tevékenységek A) főtevékenységhez kapcsolódóan: i.)a terület rendeltetésszerű használathoz szükséges eszközbeszerzés (környezetbe illő, minőségi utcabútorok elhelyezése stb.) Valamennyi főtevékenységhez kapcsolódóan: 2. Az önkormányzati tulajdonban, vagy önkormányzati többségi tulajdonú gazdasági társaság tulajdonában lévő terület és épület megújítása kapcsán – függetlenül a hasznosítás jellegétől – megújíthatóak, ill. kialakíthatóak a jogszabály alapján kötelezően előírt felszíni, nyílt, valamint felszín alatti parkolóhelyek, amennyiben a beavatkozás nem zöldterület felhasználásával, átalakításával történik. 3. a.) járdák, gyaloghidak, kizárólag gyalogos és kerékpáros közlekedésre alkalmas nagyműtárgyak felújítása, kialakítása 3. d.) a zöldfelület elérhetőségét és átjárhatóságát biztosító közlekedőfelület felújítása, kialakítása 4. Parkolóhely építés, felújítás esetén elektromos járművek használatához szükséges alapvető töltő-infrastruktúra kiépítése a Felhívás 3.2 fejezet 29. pontjában található szabályok figyelembevételével. 5. Önkormányzati tulajdonú vagy tulajdonba kerülő, korszerű, energiatakarékos közvilágítás kialakítása, korszerűsítése, elektromos hálózat és távközlési légvezetékek rendezett terepszint alá helyezése az akcióterületi zöldterület megújítása vonatkozásában 3.1.3 Önállóan nem támogatható,kötelezően megvalósítandó tevékenységek a)Energiahatékonysági intézkedések b)Szórt azbeszt mentesítése-nem releváns. c)Akadálymentesítés d)Nyilvánosság biztosítása az ÁÚFc. dokumentum 10.fejezete alapján. e)Partnerségi tervezés f)Infrastrukturális,beruházás jellegű fejlesztéseket kiegészítő „soft”elemek (Hungarian)
