Implementation outside the industrial area will only be road development to improve accessibility, which serves only the development of basic infrastructure within the boundary and is directly linked to the development. Capacity extension (industry areas are justified) because there is no such classification yet, which can be used with closed preparatory works in urban areas. The business plan presented the effects of sustainable, economical operation based on local needs and the effects of infrastructure development. In the context of the development that dynamises the local economy, new industrial areas are emerging and employment is increased. Companies set up in the area resulting from the project also have the possibility to obtain funding from certain operational programmes (e.g. VP ÉLIP). The development is financially sound and the financial resources necessary for its operation are available, no additional maintenance support is required, the reservation is presented in the business plan. The needs for capacity utilisation have been assessed and, according to the cost-benefit analysis, about one third will be leased already during the 5-year maintenance period. Development activity is in line with the county and local employment programmes of Priority 5 — it cooperates with the county pact of the project owner. The development vision will make a realistic contribution to the binding relevant indicator implementation for the relevant territorial actor. The cost-proportional indicator commitment exceeds the calculated minimum value The project is linked to the county pact project: Top-5.1-15 county-level employment agreements, employment and economic development cooperation. During the implementation of the project, he undertakes to cooperate with the county’s local employment pacts in the county.- Declaration of intent is attached.     A projekt célja: Pályázó iparterület fejlesztésével és infrastrukturális háttér megteremtésével a helyi gazdaságfejlesztés érdekében vállalkozások verseny- és munkahelyteremtő képességének javítását, foglalkoztatás bővítését űzte ki célul. Az egységes területi kezelés mellett befektetés-ösztönzési tevékenységet a megyei paktummal való együttműködést is meg kívánja valósítani, valamint marketing tevékenységet is folytatni kíván. A Projekt szakmai – műszaki tartalma a választott önállóan támogatható és önállóan nem támogatható tevékenységek körének bemutatásával együtt: Önállóan támogatható tevékenység keretében az iparterületet és a megközelítését szolgáló úthálózatot öt saját tulajdonban levő ingatlanján kívánja fejleszteni, ahol kerítés építését, terep rendezését, valamint a megközelíthetőség érdekében új aszfaltos út és kőzúzalékos út építését, fedetlen csapadékvíz árokrendszer építését tervezi. Az újonnan létesített iparterület nagysága 3,3448 ha. A fejlesztéssel érintett ingatlanok Tázlár 113/101 hrsz (iparterület)., 113/95 hrsz (kivett út). és 113/25, 185/3 hrsz, 113/74 hrsz hrsz. ingatlanok kizárólagos tulajdonosa Tázlár község önkormányzata. A fejlesztés nem barnamezős beruházás, de az elérhetőség javítását szolgáló útfejlesztések nem igényelnek művelésből való kivonást. Egyéb a Pályázati felhívásban előírt illeszkedések és előírások bemutatása: A terület jelenleg gazdasági területként került besorolásra. Pályázó írásban nyilatkozott, hogy a felhívás nyújtotta lehetőséggel élve, a terület felhasználási besorolásra vonatkozó feltételt az 1. kifizetés kérelem benyújtásáig teljesíti. Az iparterületen kívüli megvalósítás csak az elérhetőséget javító útfejlesztés lesz, amely kizárólag telekhatáron belüli alapinfrastruktúra fejlesztést szolgálja és a fejlesztéshez közvetlenül kapcsolódik. A kapacitásbővítés (ipari területek kijelölése indokolt), mert még nincs ilyen besorolású – lezárt előkészítő munkákkal használatba vehető- terület belterületen. Az üzleti tervben bemutatásra került a helyi szükségleteken alapuló, fenntartható, gazdaságos működtetés, az infrastruktúra fejlesztés hatásai. A helyi gazdaságot dinamizáló fejlesztés keretében új ipari területek új betelepülők, növekedett foglalkoztatás valósul meg. A projekt eredményeként létrejövő területre betelepülő vállalkozásoknak egyes operatív programokból is lehetőségük nyílik finanszírozáshoz jutni (pl. VP ÉLIP). A fejlesztés pénzügyileg megalapozott és működtetéséhez szükséges pénzügyi erőforrások rendelkezésre állnak, többlet fenntartási támogatást nem igényelnek, a fenntartás bemutatás az üzleti tervben található. A kapacitások kihasználására vonatkozó igények felmérésre kerültek, a költség- haszon elemzésen foglaltak szerint kb. egyharmad rész már az 5 éves fenntartási időszakban bérbeadásra kerül. A fejlesztési tevékenység összhangban van az 5. prioritás megyei és helyi foglalkoztatási célú programjaival- a projektgazda megyei paktummal működik együtt. A fejlesztési elképzelés reálisan járul hozzá az adott területi szereplőre vonatkozó kötelező releváns indikátorteljesítéshez. A költségarányos indikátorvállalás meghaladja az így számolt minimális értéket A projekt kapcsolódik a megyei paktum projekthez: TOP-5.1.1-15 megyei szintű foglalkoztatási megállapodások, foglalkoztatási- gazdaságfejlesztési együttműködések. A projekt megvalósítása során vállalja, hogy együttműködik a megyében létrejövő megyei, helyi foglalkoztatási paktumokkal.- Szándéknyilatkozat csatolásra került. A fejlesztés illeszkedik a megyei területfejlesztési program gazdaság- foglalkoztatás élénkítés prioritásához. A prioritásban megfogalmazottak szerint: A vállalkozói környezet fejlesztésének célja a telephelyek fejlesztéséből, valamint a vállalkozások fejlődését segítő, a fejlesztési szükségletekre reagáló szolgáltatásokból és pénzügyi eszközökből tevődik össze. A projekt ezen szempontokat teljesíti. A projekt elősegíti a 3.1.1 pontban megfogalmazott együttműködésre alapozott gazdaságfejlesztés céljainak elérését. Konkrétan hozzájárul a Vállalkozói környezet fejlesztése cél eléréséhez, mivel a Vállalkozások számára az ipari területek biztosítását eredményezi. A prioritás 5. intézkedésében foglaltak szerint megfelelés teljes körű. Az intézkedés keretében az iparterületek elérhetőségének javításával, az ipari területekhez vezető utak kiépítésével, illetve a meglévő utak felújításával tervezzük a munkaerő mobilitást javítani.
