I.) The aim and justification of the project — taking into account the possibilities and means at its disposal — will make every effort to help the economic operators in the city operate, possibly expand and set up new companies, resulting in an improvement in local employment. The municipality has several owned areas which have been designated to carry out economic and industrial activities on the basis of the city’s regulatory plan. Some of these areas are located outside the city (mostly areas used by former mines), but the other part is located in urban areas, locations for which accessibility and basic infrastructure can be developed at relatively low cost. One of these favorable areas is property 1545/12, located north of the Komló-Körtvelyes district of Komló-Körtvelyes. The implementation of the project in this area is justified by the following reasons: — the area is located in the immediate vicinity of the collection road leading to the part of the city, so access to the properties can be ensured by means of a road connection and the construction of a relatively short exploratory road — due to the proximity of the part of the city, all the necessary infrastructure is available nearby, so that the basic infrastructure of the properties can be built at low unit costs — the properties to be included in the development are located in the immediate vicinity of two parts of the city, so they are easily accessible by prospective employees, even on foot. The neighbourhoods adjoining the area have public transport, so this kind of accessibility is also ensured. The Municipality of Komló submitted an application for the offer of land for the establishment of a penitentiary institution for the establishment of a penitentiary institution, announced by the National Command of the Penitentiary in mid-January 2015. The tender has been granted a favourable decision, and the Municipality of Komló intends to offer the area of special classification included in this project for the construction of the facility. As a result of the investment, the installation would have an employment of around 250 people, with an indirect positive impact on the local economy. In addition, there is a demand on the part of the economic operators to purchase additional areas, so it can be expected shortly after the project has been implemented, due to the favourable location and the improvement of the site. Technical content to be carried out under the project The technical content of the project corresponds to the following independently eligible activities under the call: 3.1.1 B) development of industrial areas and existing ones, brownfield or greenfield investments a) Building the basic infrastructure of industrial areas, and d) renovation, development, reconstruction or strengthening of local roads or junctions owned by local governments to create or strengthen the availability of industrial areas. 1) To ensure accessibility, a road length of about 480 fm will be built, connecting to the collection road for access to the district of the city. The public lighting network connected to the road and the rainwater drainage system are also planned. 2) Establishment of a drinking water network of approximately 870 fm length 3) construction of sewerage sewerage network totalling approx. 720 fm (4) electricity supply pipeline network for approximately 700 fm length 5) construction of pipeline construction for the supply of natural gas ca. 800 fm The construction of the permit and construction plans for the above listed utilities, the obtaining of the related official permits and the preparation of the detailed budgets on the basis of the construction plans are included in milestone I. This project does not include the construction of infrastructure for telecommunications and telecommunications services of real estate, which may be requested by the prospective owners of the property from the service provider of their choice according to their needs.     I.) A projekt célja, indokoltsága Komló Város Önkormányzata – rendelkezésére álló lehetőségeinek, valamint eszközeinek a figyelembevételével – mindent megtesz annak érdekében, hogy segítse a városban lévő gazdasági szereplőknek a működését, esetleges bővítését, valamint új cégek betelepülését, ami a helyi foglalkoztatás javulását eredményezi. Az elmúlt évek kedvező gazdasági folyamatainak az eredményeként tapasztalható több helyi cég esetében a termelésük bővülése, ezzel együtt pedig a telephelyük bővítése, illetve új telephely létrehozása. 2009-2016. február időszak között az önkormányzat 6 db ipari, gazdasági célú ingatlant értékesített összesen több mint 17 ha nagyságban. Ennek eredményeként az önkormányzat jelenleg nem rendelkezik alapinfrastruktúrával ellátott ipari, gazdasági célra értékesíthető ingatlannal. Tekintettel arra, hogy a gazdasági szereplők részéről továbbra is igény van közművesített ingatlanok iránt, ezért jelen projekt célja a komlói 1545/12 hrsz-ú önkormányzati tulajdonú ingatlanból kialakításra kerülő 5 db „ipari”, valamint 1 db „különleges” besorolású ingatlan megközelíthetőségének, valamint alapinfrastruktúrájának a kiépítése. Az önkormányzat több olyan saját tulajdonú területtel rendelkezik, amely a város szabályozási terve alapján gazdasági, ipari tevékenység folytatására lett kijelölve. Ezen a területek egy része a városon kívül, külterületen helyezkedik el (többnyire a volt bányák által igénybevett területek), másik része azonban belterületen, olyan helyszíneken található, amelyek vonatkozásában a megközelíthetőség, valamint az alapinfrastruktúra viszonylag kis költségráfordítással kialakítható. Az egyik ilyen kedvező fekvésű terület a jelen projektünkben szereplő Komló-Körtvélyes városrésztől északra elhelyezkedő 1545/12 hrsz-ú ingatlan. A projektnek ezen a területen történő megvalósítását az alábbi indokok támasztják alá: - a terület a városrész felé vezető gyűjtőút közvetlen szomszédságában helyezkedik el, így az ingatlanok megközelíthetőségét egy útcsatlakozással és viszonylag rövid feltáró útszakasz kiépítésével biztosítani lehet - a városrész közelsége miatt minden szükséges infrastruktúra a közelben rendelkezésre áll, így az ingatlanok alapinfrastruktúrája alacsony fajlagos költséggel kiépíthető - a fejlesztésbe bevonni kívánt ingatlanok két városrész közvetlen szomszédságában helyezkednek el, így azok a leendő munkavállalók által – akár gyalogosan is – könnyen megközelíthetőek. A területtel szomszédos városrészek tömegközlekedéssel rendelkeznek, ezért ez a fajta megközelíthetőség is biztosított. Komló Város Önkormányzata pályázatot nyújtott be a Büntetés-végrehajtás Országos Parancsnoksága által 2015. január közepén meghirdetett pályázatra büntetés-végrehajtási intézet létesítése céljából történő terület-felajánlásra. A pályázat kedvező elbírálásban részesült, a létesítmény építésére Komló Város Önkormányzata a jelen projektben szereplő különleges besorolású területet kívánja felajánlani. A beruházás eredményeként a létesítmény kb. 250 fő foglalkoztatását biztosítaná, közvetett módon a helyi gazdaságra is pozitív hatással lesz. Ezen túlmenően a gazdasági szereplők részéről igény van további területek vásárlására, így a projekt megvalósulását követően rövid időn belül várható a terület betelepülése köszönhetően a kedvező elhelyezkedésnek, valamint a közművesítettségnek. II.) A projekt keretében megvalósítandó műszaki tartalom A projekt műszaki tartalma a felhívás szerinti alábbi önállóan támogatható tevékenységekhez illeszkedik: 3.1.1 B) Iparterületek kialakítása és meglévők fejlesztése, barnamezős, illetve zöldmezős beruházások a) Az iparterületek alapinfrastruktúrájának kiépítése, illetve d) Iparterületek elérhetőségét megteremtő vagy erősítő önkormányzati tulajdonú, helyi utak vagy csomópontok felújítása, fejlesztése, átépítése vagy megerősítése A projekt keretében az alábbi alapinfrastruktúra építését tervezzük: 1) Megközelíthetőség biztosítása érdekében kb. 480 fm hosszúságú közút épül, csatlakozva a körtvélyesi városrész megközelítését szolgáló gyűjtőúthoz. A közúthoz kapcsolódó közvilágítási hálózat, valamint csapadékvíz elvezető rendszer is tervezésre kerül. 2) ivóvízhálózat kiépítése kb. 870 fm hosszban 3) szennyvíz elvezető csatornahálózat építése összesen kb. 720 fm hosszban 4) elektromos energia ellátást biztosító vezetékhálózat kb. 700 fm hosszban 5) földgáz ellátás biztosítása érdekében vezetéképítés kb. 800 fm hosszban A fent felsorolt közművek engedélyezési és kiviteli terveinek az elkészítése, a hozzájuk kapcsolódó hatósági engedélyek megszerzése, valamint a kiviteli tervek alapján a tételes költségvetések elkészítése az I. mérföldkő keretében szerepelnek. Jelen projekt nem tartalmazza az ingatlanok távközlési és telekommunikációs ellátását biztosító infrastruktúra kiépítését, ezt az ingatlanok leendő tulajdonosai kérhetik az általuk kiválasztott szolgáltatótól az igényeik szerint.
