The project contributes to investment in improving the energy efficiency of buildings and increasing the use of renewable energy, in line with the domestic and EU strategies. The objective, the implementation of energy efficiency improvements and the use of decentralised, environmentally friendly renewable energy systems. The technical and thermal state of the majority of the Hungarian buildings is outdated, such as the property affected by the infrastructure investment of the project — as a result, there is a significant energy saving potential in reducing the energy use of the building. As a development of the building of an inpatient budgetary body providing public health care, the accommodation corresponds to the 173/2003. As set out in Annex 2, point VI, to Government Decree No 28/2015. The development will be carried out in accordance with the relevant legislation, in particular: — Decree No 7/2006 on the definition of the energy characteristics of buildings Decree No 24/2000 of the Minister for National Development: defining the energy performance of buildings; — Decree No 176/2008 on the certification of the energy performance of buildings Government Decree (VI.30)); — Decree No 312/2012 of 312/2012 on official procedures and inspections in the field of construction and construction supervision and on construction official services (XI. 8.) Government Decree; — Decree No 54/2014 on the National Fire Protection Regulation (XII. 5.) BM Decree. The projects- the pre-development state of 176/2008. (VI. 30) on a building energy certificate computed on the basis of Government Decree No 7/2006. It is based on calculations carried out in accordance with Decree No 24/2000 of the Minister for National Development (V.24.) of the Minister for National Development. The indicators of the project were established on the basis of these calculations and on the basis of a document issued by the manufacturer/official distributor on the basis of the capacity set for the production of renewable energy. After the completion of the works, they will be prepared in accordance with Article 176/2008. (VI. 30.) the building energy certificate determined by calculation in accordance with Government Decree No 30/2001 and the calculations supporting the fulfilment of the indicators agreed in the grant agreement. The project is carried out within the framework of the investment activated by the applicant for aid. The project promoter, both during the design and implementation of the project, shall comply with the environmental and equal opportunities legislation applicable to the project and to preserve the protected natural and cultural assets in the area covered by the project, and to eliminate the environmental damage existing or resulting from the investment and the non-compliance with the law in terms of equal opportunities at the latest during the implementation of the project. In public events, communication and behaviour related to the development, the project promoter expresses a sense of opportunity requiring support: it does not mediate segregation, reduces existing prejudices for groups. The claimant shall certify the existence of an equal opportunities plan in accordance with Section 63 of Act CXXV of 2003 on Equal Treatment and Promotion of Equal Opportunities. The target group for equal opportunities or its representatives shall be involved in the planning and implementation of the project by the applicant. The applicant undertakes to cooperate with the Managing Authority and the designated authorities of the European Union in the implementation of the project. By the hospital No. 9-11 of the 3529, Miskolc, Csabai Kapu, the energy renovation of the existing “medical studio” building on property No. 9-11, Miskolc, Csabai Kapu No. 9-11 was planned. According to the call for proposals: —Improving the thermal capabilities of buildings by developing building boundaries listed in Table 1 of Annex 5 to Decree No 7/2006 of the Minister for Transport. —The use of solar collectors to satisfy, in part or in full, the demand for domestic hot water. The exterior doors and windows of the building are replaced by modern plastic doors and windows with 7 air chambers, heat insulated, 3 layers, noble gas filled, low-e-e. We break the sidewalk, and then we build a new one, downhill outwards. The facade is thermally insulated after 15 cm, at the balcony, ceiling and floor we provide 5-8-10 cm thermal insulation, thin blind, color in the same design as the existing one. The facade grids, railings and screen walls will be removed, and then a new one will be rebuilt. We're replacing the ledge and full tin. The flat roof is also thermally insulated, it receives a new plastic waterproofing and is equipped with a defrosting layer. Vacuum-tube solar collectors are placed on the flat roof to help the hmv system. A projekt hozzájárul az épületek energiahatékonyságának javítására és megújuló energiafelhasználás fokozására irányuló beruházások megvalósításához,- összhangban a hazai és EU stratégiájával. A célkitűzés, az energiahatékonysági fejlesztések megvalósítása, valamint a decentralizált, környezetbarát megújuló energiaforrást hasznosító rendszerek alkalmazásának elősegítése. A hazai épületek jelentős részének műszaki, hőtechnikai állapota elavult,- ilyen a projekt infrastrukturális beruházással érintett ingatlana is - ennek következtében jelentős energia megtakarítási lehetőség van az épület energiafelhasználásának csökkentésében. Közfinanszírozott egészségügyi szakellátást nyújtó fekvőbeteg ellátó költségvetési szerv épület fejlesztéseként,- a szállás megfelel a 173/2003. (X. 28.) Korm. rendelet 2. mellékletének VI. pontjában foglaltaknak. A fejlesztés a vonatkozó szabályozásnak kerül elvégzésre, különös tekintettel az alábbi jogszabályokra: - az épületek energetikai jellemzőinek meghatározásáról szóló 7/2006. (V.24.) TNM rendelet: az épületek energetikai jellemzőinek meghatározásáról; - az épületek energetikai jellemzőinek tanúsításáról szóló 176/2008. (VI.30.) Korm. rendelet Korm. rendelet); - az építésügyi és építésfelügyeleti hatósági eljárásokról és ellenőrzésekről, valamint az építésügyi hatósági szolgáltatásról szóló 312/2012. (XI. 8.) Korm. rendelet; - az Országos Tűzvédelmi Szabályzatról szóló 54/2014. (XII. 5.) BM rendelet. A projek,- a fejlesztés előtti állapotot bemutató 176/2008. (VI. 30.) Korm. rendelet alapján számítással készített épületenergetikai tanúsítványon, és a fejlesztéssel elérni kívánt, a 7/2006. (V. 24.) TNM rendelet szerint végzett számításokon alapul. A projekt indikátorai ezen számítások alapján, illetve a megújuló energia előállítására beállított kapacitást a gyártó/ hivatalos forgalmazó által kiállított dokumentum alapján kerültek megállapításra. A kivitelezési munkák befejezését követően, elkészítésre kerülnek a 176/2008. (VI. 30.) Korm. rendelet szerint számítással meghatározott épületenergetikai tanúsítvány és a támogatási szerződésben vállalt indikátorok teljesülését alátámasztó számítások. A projekt, a támogatást igénylő által aktivált beruházás keretében valósul meg. A projektgazda, a projekt tervezése és megvalósítása során egyaránt, betartja a projektre vonatkozó környezetvédelmi és esélyegyenlőségi jogszabályokat, továbbá a projekt által érintett területen a védett természeti és kulturális értékeket megőrizni, a fennálló vagy a beruházás során keletkezett környezeti kárt és az esélyegyenlőség szempontjából jogszabályba ütköző nem-megfelelőséget legkésőbb a projekt megvalósítása során megszüntetni. Projektgazda a fejlesztéshez kapcsolódó nyilvános eseményeken, kommunikációjában és viselkedésében a támogatást igénylő esélytudatosságot fejez ki: nem közvetít szegregációt, csökkenti a csoportokra vonatkozó meglévő előítéleteket. Az igénylő igazolja az esélyegyenlőségi terv meglétét az egyenlő bánásmódról és az esélyegyenlőség előmozdításáról szóló 2003. évi CXXV. törvény 63. §-nak megfelelően. Az esélyegyenlőségi célcsoportot vagy annak képviselőit a támogatást igénylő bevonja a projekt tervezésébe, végrehajtásába. A támogatást igénylő vállalja, hogy együttműködik az Irányító Hatósággal, valamint az Európai Unió kijelölt hatóságaival a projekt megvalósítása során. A 3529, Miskolc, Csabai Kapu 9-11.szám alatti kórház által, a 3529, Miskolc, Csabai Kapu 9-11.szám alatti, 8076/4 hrsz-ú ingatlanon meglévő „orvosgarzon” épület energetikai felújítása tervezett. Pályázati felhívás szerint: -Az épületek hőtechnikai adottságainak javítása a 7/2006.(V.24.) TNM rendelet 5. sz. mellékletének 1. táblázatában felsorolt épülethatároló szerkezetek fejlesztésével. -Napkollektorok alkalmazása használati melegvíz igény részbeni vagy teljes kielégítése céljából. Az épület külső nyílászáróit cseréljük korszerű műanyag 7 légkamrás, hőszigetelt, 3rétegű, nemesgáz töltésű, low-e rétegű nyílászárókra. A járdát elbontjuk, majd újat építünk, kifelé történő lejtéssel. A homlokzatot utólagosan hőszigeteljük 15 cm, erkélynél, mennyezeten és padlóban 5-8-10 cm hőszigeteléssel, vékonyvakolattal látjuk el, színe a meglévővel azonos kialakításban. A homlokzati rácsokat, korlátokat és paravánfalakat leszereljük, majd újat építünk vissza. A párkányt és teljes bádogozást cseréljük. A lapostetőt szintén hőszigeteljük, új műanyag vízszigetelést kap és leterhelő réteggel látjuk el. A lapostetőre vákuumcsöves napkollektorokat helyezünk el, melyek a hmv-rendszerre segítenek rá. Az erkély burkolatát födémig visszabontjuk, hőszigeteléssel látjuk el, majd aljzatbetonozunk és új burkolattal látjuk el. Külső lámpatesteket lecseréljük és fényforrásokat korszerű led-esre cseréljük. (Hungarian)
