The aim of the project is to prepare the construction of the northern sector of the M0 ring road on the Buda side, as a continuation of the section between main road No 2-11, which was handed over in 2008, up to main road 10. The project includes the correction of the above-mentioned express road section, the connecting and intersectional roads where necessary, as well as the preparation of plans for all other facilities necessary for the successful implementation of the investment, with the necessary detail for the design phases specified in the tender notice. Based on previous planning phases, 3 road network connections should be established: Motorway M0 and the junction of main road no. 11 (Budakalász junction) M0 and 1108 j. junction of road M0 and M10 road no./10 (Solymári junction) There is also a need for tunnel design. The project also includes other preparatory tasks, such as land acquisition, archaeology and demunition. Planned tasks: 1. Preparation of tunnel schematics 2. Preparation of an authorisation plan 3. Preparation of spatial demand plans 4. The preparation of an offer plan (tender) The environmental permit partly complies with the legislation currently in force. During the preparation of the construction permit plan, the Natura 2000 impact assessment and the documentation demonstrating the compliance of the Water Framework Directive are also prepared. These plans reach the administrative authorities at the time of the construction permit procedure and their declaration is incorporated into the building permit. The environmental impact assessment will comply with the legislation currently in force when these documents have been drawn up and with the official declarations for the granting of the building permit. The environmental permit procedure also examined the impact of the investment on NATURA 2000 sites. The environmental permit (file No:14/4303-91/2008) mentions on page 44 that “... the surface track of the planned road section does not concern any protected area of national importance nor a Natura 2000 site.” The environmental permit was recorded and attached to the application in a zipped folder called the permits on 07/01/2016.The project under Article 4(3) to (7) of the project and 221/2004. Government Decree No 6 of 21 July 2004 — 10, the assessment of its impact on the status of water" will be included in the building permit plans. A projekt célja az M0 körgyűrű északi szektorának továbbépítés előkészítése a budai oldalon, a 2008-ban átadásra került 2-11. sz. főút közötti szakasz folytatásaként, a 10. sz. főútig. A projekt tartalmazza a fent említett gyorsforgalmi útszakasz, a csatlakozó és keresztező utak szükség szerinti korrekcióját, valamint a beruházás sikeres megvalósításához szükséges minden további létesítmény terveinek elkészítését is, a kiírás szerinti tervfázisokhoz szükséges részletességgel. A korábbi tervfázisok alapján 3 db közúthálózati kapcsolat alakítandó ki: M0 autóút és 11. sz. főút csomópontja (Budakalász csomópont) M0 autóút és 1108 j. összekötő út csomópontja (Ürömi csomópont) M0 autóút és M10 autóút/10. sz. főút csomópontja (Solymári csomópont) A tárgyi útszakaszon alagúttervezési igény is van. A projekt tartalmazza továbbá a kivitelezés megindításához szükséges egyéb előkészítési feladatokat, így a területszerzés, régészetet, lőszermentesítést is. Tervezett feladatok: 1. Alagutak vázlattervének elkészítése 2. Engedélyezési terv készítése 3. Területigénybevételi tervek készítése 4. Ajánlati terv (tender) készítése Környezetvédelmi engedély részben megfelel a jelenleg hatályos jogszabályoknak, Az építési engedélyezési terv készítése során készül el a Natura 2000 hatásbecslés, valamint a Víz Keretirányelv megfelelőségét igazoló dokumentációkat is. Ezen tervek az építési engedélyezési eljárás alkalmával a szakhatóságokhoz eljutnak, illetve az építési engedélybe beépül nyilatkozatuk. Ezen dokumentumok elkészültével és az építési engedély kiadásához adott hatósági nyilatkozatokkal felel majd meg a jelenleg hatályos jogszabályoknak a környezeti hatástanulmány. A környezetvédelmi engedélyezési eljárás során egyébként vizsgálták a beruházás NATURA 2000 területekre gyakorolt hatását. A környezetvédelmi engedély (ügyiratszám:14/4303-91/2008) a 44. oldalon említi, hogy „… a tervezett útszakasz felszíni nyomvonala sem országos jelentőségű védett területet, sem Natura 2000 területet nem érint.” A környezetvédelmi engedély a pályázathoz az engedélyek nevű zippelt mappában került rögzítésre és csatolásra 2016.01.07-én.A projektnek a 2000/60/EK 4. cikkének (3) – (7) szerint, illetve 221/2004. (VII.21.) Korm. rendelet 6. – 10. szerint a vizek állapotára gyakorolt hatása” vizsgálatát az építési engedélyezési tervek fogják tartalmazni. A környezetvédelmi engedély erre még nem tért ki.
