As of 1 July 1984, the joint state organisation system for health and safety and labour inspection, and subsequently the State’s organisation of occupational safety and safety, was amended as of 1 July 1984. (III. 31.) was established by a resolution of the Labour Code. The organisation of the Budapest and County Government Offices 2017. 01. Its amendment of 1st year affected the territorial system of the OSH and labour inspection body: the regional bodies have been assigned to the organisation of the district office in such a way that the first-instance occupational safety and labour authority tasks are performed with exclusive competence by the district office operating at the county seat (in the capital city, district III and the Érd in Pest county) (currently around 400 people together). The professional management of occupational safety and labour inspections (professionality, legality, efficiency checks, issuing methodological and information material, evaluation of professional work, training and further training of inspectors, etc.) is carried out by two departments within the organisation of the Ministry of National Economy: for the management of occupational safety activities, the Department of Labour Inspection (from 2017 onwards) and the Employment Inspection Department for the management of labour inspection activities (currently 74). The aim of the project is to improve the employment conditions of the employees in order to be able to create value and self-care in the long term, which, in addition to their individual interests, also serves Hungary’s competitiveness. In addition to reducing the damage caused by accidents at work and occupational diseases, prevention also represents a return on spending on improving working conditions. Risks to workers’ health and safety are better prevented, requiring targeted interventions, prevention, awareness-raising and improving the professionalism and effectiveness of occupational safety tasks. Black employment also threatens the loss of tax revenues and the self-care capacity of the individual and puts companies legally employed at a competitive disadvantage. In order to achieve this goal, it is important to improve the professionalism and effectiveness of labour inspection tasks. In relation to the eligible activities of the project, the following activities are planned: — The training courses serve to maintain and improve the professional competence of staff working in the field of occupational safety and labour in order to comply with the requirements of the current legal environment (including vocational training and refresher training and skills development training). — Technical developments provide the necessary technical background for properly trained colleagues to perform their tasks in accordance with the technical requirements of the present age (smart phone, laptop, control equipment, vehicle). — The creation of databases on the register of OSH professionals and on the register of occupational health service providers, in which public data will be made available to all. — Events, PR: In addition to performing tasks to the required standard, it is important to have a look and raise awareness. Therefore, we would like to raise awareness among society about the field of labour and safety at work through targeted public relations campaigns. As part of this, billboards, leaflets, lectures, open days, conferences, seminars will be organised, we will be targeted at festivals, and we will promote for secondary school students. As part of this release, we will create a new tomorrow, create a social media site and develop games to deepen the knowledge. — Research: to implement and publish research aimed at improving working conditions and to develop a programme to help calculate the cost impact of accidents at work and occupational diseases, which aims to show what costs are expected in the event of accidents at work and occupational diseases, broken down into forints from an economic point of view. — Decision (EU) 2016/344 of the European Parliament and of the Council establishing a European Platform to strengthen cooperation in tackling undeclared work Platform:2016.03.09-én was adopted. This has led to EU cooperation on tackling undeclared work, also aimed at improving enforcement, which contributes to reducing the incidence of undeclared work and increasing the number of jobs declared. As the establishment of the Platform opens up new perspectives in the fight against undeclared work, a number of priority tasks will need to be carried out in this respect. A munkavédelem, majd később a munkavédelmi és munkaügyi ellenőrzés közös állami szervezeti rendszere 1984. július 1-jével, a munkavédelem állami irányításáról és ellenőrzéséről szóló 1010/1984. (III. 31.) Mt. határozattal jött létre. A fővárosi és megyei kormányhivatalok szervezetének 2017. 01. 1-jei módosulása érintette a munkavédelmi és munkaügyi ellenőrzési szervezet területi rendszerét: a területi szervek a járási hivatal szervezetéhez kerültek oly módon, hogy az elsőfokú munkavédelmi és munkaügyi hatósági feladatokat kizárólagos illetékességgel a megyeszékhelyen működő (a fővárosban a III. kerületi, Pest megyében az érdi) járási hivatal látja el(jelenleg együttesen kb. 400 fő). A munkavédelmi és munkaügyi ellenőrzés szakmai irányítását (szakszerűségi, törvényességi, hatékonysági ellenőrzések lefolytatása, módszertani és tájékoztató anyagok kiadása, a szakmai munka értékelése, az ellenőrzési tevékenységet ellátók képzése és továbbképzése, stb.) a Nemzetgazdasági Minisztérium szervezetén belül két főosztály látja el: a munkavédelmi tevékenység irányítására a Munkafelügyeleti Főosztály (2017-től Munkavédelmi Főosztály), valamint a munkaügyi ellenőrzési tevékenység irányítására a Foglalkoztatás-felügyeleti Főosztály (jelenleg együttesen 74 fő). A projekt célja a munkavállalók foglalkoztatási körülményeinek fejlesztése annak érdekében, hogy képesek legyenek hosszú távon értékteremtésre és öngondoskodásra munkájuk során, mely az egyéni érdekeik mellett Magyarország versenyképességét is szolgálja. A munkabalesetek, foglalkozási megbetegedések kárainak csökkentése mellett a prevenció egyben a munkakörülmények javítására fordított kiadások megtérülését is jelenti. A munkavállalók egészségét és biztonságát veszélyeztető kockázatokat kifizetődőbb megelőzni, ehhez célzott beavatkozásokra, prevencióra, a témával kapcsolatos ismeretek terjesztésére, és a munkavédelmi feladatellátás szakszerűségének és hatékonyságának fejlesztésére van szükség. A fekete foglalkoztatás az adóbevételek kiesését és az egyén öngondoskodó képességét is veszélyezteti, ezen kívül versenyhátrányba hozza a legálisan foglalkoztató vállalkozásokat. Ezen cél elérése érdekében fontos a munkaügyi ellenőrzési feladatellátás szakszerűségének, hatékonyságának fejlesztése. A projekt támogatható tevékenységeihez kapcsolódóan a következő tevékenységeket tervezzük: - A képzések a munkavédelem és munkaügy területén dolgozó munkatársak szakmai felkészültségének szinten tartását és fejlesztését szolgálják a jelenleg hatályos jogszabályi környezet előírásainak való megfelelés érdekében (ezek között vannak szakmai képzések és ismétlő képzések és készségfejlesztő képzések is). - A technikai fejlesztések a megfelelően kiképzett kollégák feladatellátásához szükséges technikai hátteret biztosítják a jelen kor technikai elvárásainak megfelelően (okos telefon, laptop, ellenőrzést segítő műszerek, gépjármű). - Adatbázisok létrehozása a munkavédelmi szakemberek nyilvántartásáról, valamint a foglalkozás-egészségügyiszolgáltatók nyilvántartásáról szóló adatbázisok létrehozása, melyben a publikus adatok elérhetőek lesznek mindenki számára. - Rendezvények, PR: Az elvárt színvonalon ellátott feladatellátás mellett fontos a megjelenés és a tudatosítás. Ezért célzott PR kampányokkal szeretnénk felhívni a társadalom figyelmét a munkaügyi és munkavédelmi szakterületre. Ennek keretében óriásplakátok, szóróanyagok készülnek, előadások, nyílt napok, konferenciák, szemináriumok kerülnek megszervezésre, célzottan megjelenünk fesztiválok keretében, középiskolások számára végzünk népszerűsítést. A megjelenés keretében új holnapot hozunk létre, illetve közösségi médiaoldalt is létrehozunk, valamint az ismeretek elmélyítése érdekében játékokat fejlesztünk. - Kutatások: a munkakörülmények javítását célzó kutatások megvalósítása, publikálása és a munkabalesetek és foglalkozási megbetegedések költséghatásainak kalkulálást segítő program kidolgozása, melynek célja, annak bemutatása, hogy gazdasági szempontból forintra lebontva milyen költségek várhatóak munkabalesetek és foglalkozási megbetegedések bekövetkezése esetén. - Feketemunka elleni Platform:2016.03.09-én elfogadásra került a be nem jelentett munkavégzés kezelésére irányuló együttműködés erősítését célzó európai platform létrehozásáról szóló, az Európai Parlament és a Tanács (EU) 2016/344 határozata. Ezzel létrejött a be nem jelentett munkavégzés kezelésére irányuló, a jogérvényesítés javítását is célzó tagállamok közötti uniós együttműködés, amely hozzájárul a be nem jelentett munkavégzés előfordulásának csökkentéséhez, a bejelentett munkahelyek számának növekedéséhez. Mivel a Platform megalakulása új távlatokat nyit a feketemunka elleni küzdelemben, ezzel kapcsolatban számos kiemelt feladat elvégzése válik szükségessé. Ezek keretében, tanulmányutak, ismeretbővítési kiadványok, konferenciák workshop-ok kerülnek megrendezésre.
