The aim of the project is to increase the efficiency of the education system through the use of ICT. The application was launched in order to meet the needs of the Digital Education Strategy. In DOS, it was stated that the government intends to provide all institutions of public education and vocational training with the ultra-fast (broadband) internet access required for digital education. Against this background, an important objective of the Economic Development and Innovation Operational Programme (GINOP) is to promote access to ICT for citizens, especially those of working age inactive and those at risk of digital skills disruption, to develop digital skills and to overcome motivational barriers. Priority 3 of the EDIOP (Info communications developments) comprises four actions: — Development of a competitive ICT sector; — Promoting the development of the digital economy; — Strengthening digital community access; — Development of next-generation broadband networks and access. The priority objective of the action “Development of new generation broadband networks and access” is the development of infrastructure, including state and municipal institutions. During the project we plan to implement the expectations set out in the DOS. From among the institutions of public education and vocational training we plan to provide internet connections with a bandwidth of at least 100 Mbps and a bandwidth of at least 1 Gbps in educational venues above 500. During the project, the construction of a 100 Mb/s network will be implemented using several technologies, but we will typically build an optical network. To provide 1 Gb/s service, we plan to build an optical network to ensure the desired bandwidth. In particular, it is expected to ensure the subsequent expansion of the capacity of the network of institutions with between 250 and 500 employees, which will also be achieved through the construction of an optical network. From the point of view of their eligibility, the geographical distribution of the developments must be broken down into two large areas: the convergence region and the Central Hungary region. In the convergence region, most of the developments related to the expansion of bandwidth — up to HUF 10 billion — are financed from the Economic Development and Innovation Operational Programme (the present feasibility study applies to this project). Further developments — i.e. the development of 950 convergence regional institutions, the institutional developments of the Central Hungary region and the development of the WiFi management centre — and operating costs will be carried out at the expense of the Hungarian budget. Our project also aims to: • Acquisition of related assets and intangible assets necessary for implementation. • Purchase of active and passive equipment for the deployment of wired and wireless networks, ducts, installation of base stations, construction of the necessary network infrastructure. • Acquisition and replacement of wireless network elements where necessary to achieve the target internet speed. • Develop the network infrastructure between the access aggregation point and the institutions. • Independent service of local access network(s) technology. • Building a section between the nearest point of aggregation of the access network and the institutional endpoint, purchasing a network-ending unit. • Extension of the HBONE education backbone, optical dark fibre, use of column, duct, cable space, capacity service.     A projekt célja az oktatási rendszer hatékonyságának növelése infokommunikációs technológiák alkalmazásával. A Digitális Oktatási Stratégiában megfogalmazódott igények kielégítése szempontjából került kiírásra a pályázat. A DOS-ban megfogalmazásra került, hogy a kormány biztosítani kívánja a köznevelés és a szakképzés valamennyi intézménye számára a digitális oktatáshoz szükséges szupergyors (szélessávú) internetelérést. Mindezek alapján a Gazdaságfejlesztési és Innovációs Operatív Programnak (GINOP) is fontos célkitűzése az állampolgárok, és különösen a munkaképes korú inaktívak, illetve a digitális készség terén leszakadással veszélyeztetettek IKT-hoz való hozzáférésének elősegítése, digitális készségek fejlesztése, motivációs gátak leküzdése. A GINOP 3. prioritása (Infokommunikációs fejlesztések) négy intézkedést foglal magában: - Versenyképes IKT szektor fejlesztése; - Digitális gazdaság fejlődésének előmozdítása; - Digitális közösségi hozzáférés erősítése; - Újgenerációs szélessávú hálózatok és hozzáférés fejlesztése. Az „Újgenerációs szélessávú hálózatok és hozzáférés fejlesztése” intézkedés kiemelt célja az infrastruktúra fejlesztése, amelynek részét képezik az állami és önkormányzati intézmények. A projekt során a DOS-ban megfogalmazott elvárásokat tervezzük megvalósítani. A köznevelés és a szakképzés intézményei közül az 500 fő alatti tanuló létszámmal rendelkező intézmények legalább 100 Mb/s, az 500 fő feletti oktatási helyszíneken legalább 1 Gb/s sávszélességű internet kapcsolat biztosítását tervezzük. A projekt során a 100 Mb/s sebességre képes hálózat kiépítése több technológia alkalmazásával valósítjuk meg, de jellemzően optikai hálózatot fogunk építeni. Az 1 Gb/s szolgáltatás biztosításához optikai hálózat kiépítését tervezzük, hogy a kívánt sávszélesség biztosítva legyen. Külön elvárás a 250-500 fő közötti létszámmal működő intézmények hálózatának későbbi kapacitásbővítésének biztosítása, amit szintén optikai hálózat építésével fogunk megvalósítani. A fejlesztések földrajzi megoszlását azok finanszírozhatósága szempontjából alapvetően két nagy területre szükséges bontani, a konvergencia régióra és a Közép-magyarországi régióra. A konvergencia régióban a sávszélesség bővítésre vonatkozó fejlesztések többsége – 10 milliárd Ft összeg erejéig – a Gazdaságfejlesztési és Innovációs Operatív Program forrásból van finanszírozva (jelen Megvalósíthatósági Tanulmány ezen projektre vonatkozik). A további fejlesztéseket – azaz 950 konvergencia régiós intézmény fejlesztését, a Közép-magyarországi régió intézményi fejlesztéseit és a WiFi menedzsment központ fejlesztését –, illetve a működési költségeket a hazai költségvetés terhére lehet majd megvalósítani. A projektünk célja továbbá: • A megvalósításhoz szükséges kapcsolódó eszközök és immateriális javak beszerzése. • A vezetékes és vezeték nélküli hálózat kiépítéséhez szükséges aktív és passzív eszközök beszerzése, alépítmények kialakítása, bázisállomások telepítése, a szükséges hálózati infrastruktúra kiépítése. • A vezeték nélküli hálózat elemeinek beszerzése, cseréje, ahol szükséges a célként meghatározott internet sebesség eléréséhez. • A hozzáférési aggregációs pont és az intézmények közötti hálózati infrastruktúra kialakítása. • A helyi hozzáférési hálózat(ok) technológia független kiszolgálása. • Az elérési hálózat legközelebbi aggregációs pontja és az intézményi végpont közötti szakasz kiépítése, hálózati végződő egység beszerzése. • A HBONE oktatás gerinc bővítése, optikai sötétszál, oszlophasználat, alépítmény, kábelhely, kapacitás szolgáltatás igénybevétele.
