The applicant, the Reformed Church of Mezőcsát, as an independent legal entity, is also the maintainer of the public education institution involved in the development, the Dr. Andor Enyedy Reformed Primary School, Kindergarten and Bölcsőde. The school was originally founded in 1576, i.e. the institution has an educational history of 440 years, albeit interrupted. The school buildings of the period were destroyed during the fire in 1890, the reconstruction took place in 1892, which was expanded several times, but the education is still taking place today in the 125-year-old buildings, Sz. István utca 1. (un. “great yard”) and 2. (un. “basic yard”) on real estates with a number of houses. After the nationalisation of 1948, the Church returned to the school in 1992, in which it started training in an ascending system, thus reaching the full eight-grade occupancy by 2000. According to the articles of association, the maximum number of pupils in the primary school is 270 and the current number of pupils is 260 (for the 2016/2017 academic year) and the number of pupils is expected to be 260 in the 2017/2018 academic year. Based on the number of pupils, the utilisation rate of the institution affected by the development will be 96.3 % in the current 2016/2017 and 2017/2018. If we consider the primary school HH:31 persons/HHH: 17 persons/SNI: Double or triple multiplier of 1 pupil, then the capacity utilisation rate of the institution exceeds 103 %. The institution does not comply with 20/2012 under the current infrastructure framework. (VIII. 31.) a decree of the EMMI, the absence of the specialised schoolrooms (6 pcs) and their equipment, the educational board room, and the number and size of the classrooms and group rooms are inadequate. Due to the lack of specialised classrooms and tools required by the EMMI Regulation, a quality educational environment and effective education are not possible, the right to equal treatment of pupils is compromised and educational inequality is increasing. Because of the above, the main objective of the application is to develop the infrastructure of the Institution in 20/2012. (VIII. 31) the provision of minimum premises and facilities as defined in the Decree of the Minister for Human Resources. Indirect objectives Establishing the conditions for quality education, reducing school leaving without qualifications Improving the working conditions of teachers Improving the equal opportunities position of the target group Creating social cohesion within the parish Improving the population retention capacity of the settlement, reducing migration Reduction of greenhouse gas emissions Reducing climate change, reducing energy dependence The direct target of development is the students of the institution (260 people), its teachers (29 persons), and the assisting technical staff (7 persons) totalling 196 people. Indirect target groups are those receiving kindergarten education in the institution (73 persons), those receiving crèches (24 persons) and trainers and assistance/technical staff (11 persons in kindergarten and 6 crèches), total: 114 persons Persons involved in the project, parents of pupils receiving education and education in the institution: about 650 people. Thus, the number of beneficiaries of the implementation of the application exceeds 960. Investment In the framework of the investment, the primary school will receive the 20/2012. (VIII. 31) with regard to the mandatory minimum room as defined in Annex 2 to the Decree of the Minister for Human Resources, the adaptation of rooms of inadequate size and function, the dismantling of parts of buildings which cannot be economically transformed due to the installation limit, and the extension of the building involving the construction of the missing premises. Sz. István utca 2. in the case of a small yard, after the demolition of the parts of the loam building which are in poor condition, over 125 years old, without foundation, the extension will take place on the site of the original building, combined with a corridor passing through an existing building. Premises that vary in function in the existing building: Oratorium, vocal-music and drama-educational classroom, as well as a creed hall. Renovation: 1 101 m². Add-on: natural sciences, IT and IT, foreign-language, drawing and art classrooms, technical rooms and service rooms are set up. Enlargement: 1 124 m². The courtyard of the institution is also renovated on 1 215 m². Sz. István utca 1. in the case of the refurbishment (“great yard”), in addition to the existing and remaining 6 classrooms and 1 group room in the building, 2 more classrooms, religious and community spaces, as well as teaching rooms and service rooms will be created. A pályázó, az Mezőcsáti Református Egyházközség, mint önálló jogi személy, mely egyben a fejlesztéssel érintett köznevelési intézmény, a Dr. Enyedy Andor Református Általános Iskola, Óvoda és Bölcsőde fenntartója is. Az iskola eredetileg 1576-os alapítású, vagyis az intézmény - megszakításokkal ugyan, de - 440 éves oktatási múlttal tekint vissza. A korabeli iskolaépületek az 1890-es tűzvész során elpusztultak, az újjáépítésükre 1892-ben került sor, melyet többször bővítettek ugyan, de az oktatás lényegében ma is a 125 éves épületekben zajlik, a Sz. István utca 1. (un. „nagyudvar”) és 2. (un. „kisudvar”) házszámú ingatlanokon. Az 1948-as államosítást követően 1992-ben kapta vissza az Egyházközség az iskolát, melyben felmenő rendszerben indította be a képzést, így 2000-re érte el a teljes 8 osztályos kihasználtságát. Az általános iskola felvehető maximális tanulói létszáma az alapító okirat szerint 270 fő, a tanulók jelenlegi létszáma pedig 260 fő (2016/2017. tanév), a tanulói létszám a 2017/2018-as tanévben várhatón szintén 260 fő lesz. A tanulói létszám alapján a fejlesztéssel érintett intézmény férőhely kihasználtsága a jelenlegi 2016/2017. és várhatóan a 2017/2018. a tanévben is 96,3 %-os lesz. Ha figyelembe vesszük az általános iskola HH:31 fő/HHH: 17 fő/SNI: 1 fő tanulók kétszeres, illetve háromszoros szorzóját, akkor az intézmény kapacitáskihasználtsága meghaladja a 103%-t. Az intézmény a jelenlegi infrastrukturális keretei között nem felel meg a 20/2012. (VIII. 31.) EMMI rendeletnek, hiányoznak a szaktantermek (6 db) és eszközeik, nevelőtestületi szoba, és a tanterek és csoportszobák száma és méretei sem megfelelőek. Az EMMI rendelet által előírt szaktanterem és eszközök hiánya miatt a minőségi oktatási környezet és hatékony nevelés nem lehetséges, sérül a tanulók egyenlő bánásmódhoz való joga, és nő oktatási egyenlőtlenség. A pályázat fő célja a fentiek miatt az Intézmény infrastrukturális fejlesztése a 20/2012. (VIII. 31.) EMMI rendeletben meghatározott minimális helyiségek és eszközök biztosításával. Közvetett célok Korszerű és hatékony oktatási környezet kialakítása A minőségi oktatás feltételeinek megteremtése, a végzettség nélküli iskolaelhagyás csökkentése Tanárok munkakörülményeinek javítása A célcsoport esélyegyenlőségi helyzetének javítása Az egyházközségen belüli társadalmi kohézió megteremtése A település népességmegtartó képességének javítása, a migráció csökkentése Az üvegházhatású gázok kibocsátásának csökkenése Az éghajlatváltozás mérséklése, az energiafüggőség csökkentése A fejlesztés közvetlen célcsoportja az intézmény tanulói (260 fő), tanárai (29 fő), és a segítő technikai személyzet (7 fő) összesen 196 fő. Közvetett célcsoport az intézményben óvodai nevelésben részesülők (73 fő), a bölcsődei ellátásban részesülők (24 fő) és a nevelői és a segítő/technikai személyzet (11 fő óvodai és 6 fő bölcsődei), összesen: 114 fő A projektben érintettek köre, az intézményben nevelésben és oktatásban részesülő tanulók szülei: kb. 650 fő. A pályázat megvalósításának haszonélvezőinek száma tehát meghaladja a 960 főt. Beruházás A beruházás keretében megvalósul az általános iskolának a 20/2012. (VIII. 31.) EMMI rendelet 2. sz. mellékletében meghatározott kötelező minimális helyiség tekintetében a nem megfelelő méretű, funkciójú helyiségek átalakítása, a gazdaságosan át nem alakítható épületrészek beépíthetőségi korlát miatti elbontása, és a hiányzó helyiségek építésével járó épület bővítése. A Sz. István utca 2. („kisudvar”) esetében a több mint 125 éves, alapozás nélküli, rossz állapotban lévő vályog épületrészek elbontását követően valósul meg az eredeti épület helyén a bővítés, meglévő épülettel átjáró folyosóval összekapcsolva. Meglévő épületben funkciójában változó helyiségek: Oratórium, ének-zene és drámapedagógiai szaktanterem, valamint hittanterem. Felújítás: 1101 m2. Bővítményben: természettudományi-, informatikai és számítástechnikai-, idegen-nyelvi-, rajz és művészeti szaktanterem, technika szakterem és kiszolgáló helyiségek kerülnek kialakításra. Bővítés: 1124 m2. Felújításra kerül az intézmény udvara is 1215 m2-en. A Sz. István utca 1. („nagyudvar”) esetében a átalakítással az épületben meglévő és megmaradó 6 tanterem és 1 csoportszoba mellett további 2 tanterem, hitéleti és közösségi tér, valamint tanári szoba és kiszolgáló helyiségek kerülnek kialakításra. Felújítás: 545 m2, bővítés 290 m2. A beruházás révén az intézmény megfelel a 20/2012. (VIII. 31.) EMMI rendeletnek, és a minőségi oktatás követelményeinek. Valamennyi fejlesztéssel érintett épület akadálymentesítése megvalósul, az épületek energetikai paraméterei megfelelnek a TNM rendelet előírásainak, és a költségek csökkentése érdekében napelemek kerülnek elhelyezésre az új épületen.
