As part of the project, the Szabolcs-Szatmár-Bereg County Hospitals and University Teaching Hospitals (SZSZBMK) are developing projects to increase patient safety in connection with infection control activities aimed at developing hand hygiene in accordance with point 3.1 of the call, in order to reduce the pressure on healthcare workers, improve the quality of patient care and increase the satisfaction of patients and their relatives. The detailed needs analysis of the developments and their presentation for problem- and demand-finding purposes, as well as the range of expected impacts to be achieved by them, can be found in the Feasibility Study. With regard to the departments involved in the development (3 019 beds departments and departments), access to healthcare services and regional levelling will improve through the purchase of 3 121 new devices, and as impact indicators of the developments carried out under the project, it is assumed that the number of hospital infections will decrease by 10 % and patient satisfaction will increase. 6 implementation sites (including in the area of districts to be developed with a complex programme) are procured. The interventions and types of activities planned to achieve the project’s target system are as follows: preparing the development of general and specialised hygiene systems, purchasing the necessary equipment and equipment, adapting them to local needs. Complementary professional and functional activities related to the medical professional and health service development and overall infection control activities: — Feasibility study — Preparation and implementation of public procurement — Preparation and implementation of a public procurement procedure for the procurement of medical machine instruments — Supply of medical technology activity — Project management — Horizontal requirements — Auditing — Information and publicity The effective implementation of the project in accordance with the procedural environment regulated in the administrative and legislative environment is ensured by human resources carrying out activities within its own organisational framework requiring support, as part of a civil servant relationship. The provision of publicity throughout the implementation cycle is continuous, in accordance with the provisions of the Széchenyi 2020 Identity Guide and Beneficiaries’ Information Obligations. Amount of aid claimed: HUF 200 000 000 gross (100 % intensity). Date of implementation of the project: 2017.10.01.-2018.09.30. (12 months). In public events related to development, in the communication and behaviour of the developer, it expresses a sense of opportunity, and the corporate communication policies and protocols are available with appropriate data content. A projekt keretében támogatást igénylő, a Szabolcs-Szatmár-Bereg Megyei Kórházak és Egyetemi Oktatókórház (SZSZBMK) betegbiztonságot növelését célzó fejlesztései valósulnak meg, a Felhívás 3.1. pontjában foglaltakkal összhangban kézhigiéné fejlesztésére irányuló infekciókontroll tevékenységekhez kapcsolódóan, az egészségügyi dolgozókra nehezedő nyomás csökkentése, a betegellátás minőségének javítása, valamint a betegek és hozzátartozóik elégedettségének növelése érdekében. A fejlesztések részletes szükségletelemzését, valamint annak probléma- és igényfeltáró célú bemutatását, illetve az általuk elérendő, elvárt hatások körét a Megvalósíthatósági Tanulmány tartalmazza. A fejlesztéssel érintett szervezeti egységek (3 019 db bevont ágy osztályai és részlegei) vonatkozásában, az egészségügyi szolgáltatáshoz való hozzáférés és a térségi kiegyenlítődés javul 3 121 db új eszköz beszerzése révén, illetve a projekt keretében megvalósuló fejlesztések hatásindikátoraiként feltételezésünk szerint 10%-kal csökkenni fog a kórházi fertőzések esetszáma és nő a betegelégedettség. 6 db megvalósítási helyszínen (köztük komplex programmal fejlesztendő járás területén is) történnek meg a beszerzések. A projekt célrendszerének eléréséhez tervezett beavatkozások és tevékenységtípusok a következők: általános és speciális higiénés rendszerek fejlesztésének előkészítése, szükséges eszközök és berendezések beszerzése, a helyi igényekhez illesztése. Az orvos szakmai és egészségügyi szolgáltatásfejlesztési, összefoglalóan infekciókontroll tevékenységekhez kapcsolódó kiegészítő szakmai és funkcionális tevékenységek: - Megvalósíthatósági tanulmány készítése - Közbeszerzések előkészítése és lebonyolítása - Orvosi gép műszer beszerzésre vonatkozó közbeszerzési eljárás előkészítése és lebonyolítása – Orvostechnológiai tevékenység ellátása - Projektmenedzsment - Horizontális követelmények – Könyvvizsgálat - Tájékoztatás, nyilvánosság biztosítása A projekt adminisztratív és jogszabályi környezetben szabályozott eljárásrendi környezetnek megfelelő hatékony megvalósítása támogatást igénylő saját szervezeti keretein belül, közalkalmazotti jogviszony keretében tevékenységet ellátó humánerőforrás által biztosított. A megvalósítás teljes ciklusa alatt a nyilvánosság biztosítása, a Széchenyi 2020 Arculati Útmutató és Kedvezményezettek Tájékoztatási Kötelezettségei című dokumentumban foglalt rendelkezések szerint folyamatos. Az igényelt támogatás mértéke: bruttó 200 000 000 Ft (100%-os intenzitással). A projekt megvalósításának ideje: 2017.10.01.-2018.09.30. (12 hónap). A fejlesztéshez kapcsolódó nyilvános eseményeken, projektgazda kommunikációjában és viselkedésében esélytudatosságot fejez ki, erre vonatkozóan a szervezeti kommunikációs szabályzatok és protokollok megfelelő adattartalommal rendelkezésre állnak.
