Under the EFOP-1.10.4-19-002 tender, the University of Szeged has set up a support system to reduce the shortage of specialists in health-deficiencies according to the following rules. The objective of the scheme is to (1) increase the attractiveness of specialists with 1 or 2 specialist examinations in the areas of specialisation considered to be shortages; (2) encourage specialists to pass the 2nd or 3 rd examination, which will result in improved quality of healthcare and patient safety by ensuring the supply of professionally prepared human resources; (3) Increase the retention power of the SZTE specialist. On the basis of the data of the SZTE ÁOK Vocational Training and Training Centre, we assessed the number of specialist doctors performing special training in the given year and in the year of the grant announcement, on the basis of which it can be concluded that at present 20 people actively participate in vocational training in this field. The objective of the support programme to be announced by the University of Szeged is: — to increase the attractiveness of specialist areas in shortages for holders of general medical diplomas and at least one specialist qualification, and — as a result of the programme, the quality of healthcare and patient safety should be improved by ensuring a well-prepared supply of human resources. The following professional activities will be carried out under the scheme: I. Establishment of a project management organisation: 1 person was appointed within the Project Management Directorate established by the SZTE, who performs the tasks of project manager and financial management (manages the project implementation, performs financial tasks, submits accounts and reports, coordinates the implementation of mandatory communication activities). The Directorate for Project Management ensures other administrative, financial and operational capacity to carry out the project. In designing and implementing the project, compliance with the horizontal objectives has been taken into account in line with the following requirements: • compliance with environmental and equal opportunities legislation; • in public events, communications and behaviour related to the project, we express a sense of opportunity: we do not mediate segregation, reduce existing prejudices for groups; • We have an equal opportunities plan. In carrying out the project, we fulfil the information and publicity obligations as follows: • display the project information on the website of the SZTE; • Preparation and placement of a type C information sheet; • preparation of photo documentation suitable for communication; • the indication of mandatory EU elements on public documents related to the project, as required by the Arculat Manual; • Upload TREATMENT. II. Professional implementation of the support programme: the basics of the support programme have been developed with the submission of the application, the professional supervision of which is carried out by the SZTE ÁOK Vocational Training and Training Centre. (attached Annex: professional program) As part of the management tasks, before and after the grant of the grant, we examine compliance with the eligibility conditions on the basis of the monthly report of the SZTE ÁOK Vocational Training and Training Centre. We also conclude grant contracts with the target group within the framework of management issues, but with the professional management of the legal and HR work of the SZTE ÁOK Specialists, and we collect the supporting documents with the help of his/her help on his/her position in the shortage profession that corresponds to the qualifications of the persons receiving support. Attached to this document is the Call 3.4.1.1. The documentation of the Support Programme developed on the basis of the expectations of technical and professional expectations. III. The professional maintenance of the support programme will be ensured as follows: • If the necessary budgetary resources are available, we can ensure the maintenance of the developed support programme with the involvement of the Project Management Directorate of the SZTE and the permanent staff of the ÁOK Specialists; • All documents relating to the project are presented separately; • Data collection and services are collected and verified with the help of the legal and HR work of the SZTE ÁOK Specialists in the case of specialists leaving the support programme.     A Szegedi Tudományegyetem az egészségügyi hiányszakmákban fennálló szakember hiány csökkentésére az EFOP-1.10.4-19-002 pályázat keretében támogatási rendszert alakított ki az alábbi szabályrendszer szerint. A támogatási program célkitűzése, hogy (1) vonzóbbá váljanak az 1 vagy 2 szakvizsgával rendelkező szakorvosok számára a hiányszakmának minősülő szakorvosi területek; (2) a szakorvosok ösztönzése a 2. vagy 3. szakvizsga megszerzésére, amely eredményeként javul az egészségügyi ellátás színvonala és a betegbiztonság a szakmailag megfelelően felkészült humánerőforrás utánpótlás biztosítása által; (3) emelkedjen az SZTE szakorvos megtartó ereje. Ez a támogatási program a betegellátáshoz közvetlenül kapcsolódó, közalkalmazotti jogviszony mellett megszerezhető szakképesítések megszerzését és az azt követő hazai munkavállalást segíti elő. Az támogatás rendszer alapvető célja, hogy javuljon az egészségügyi ellátás színvonala, csökkenjen a nagymértékű szakember hiány és jól képzett szakorvosok révén javuljon a magyar lakosság egészségi állapota. Az SZTE ÁOK Szak- és Továbbképzési Központ adatai alapján felmértük az adott évben és a támogatás kiírásának évében hiányszakmának minősülő szakirányban képzést folytató szakorvosok létszámát, mely alapján megállapítható, hogy jelenleg aktívan 20 fő vesz részt ilyen irányú szakképzésben. A Szegedi Tudományegyetem által meghirdetésre kerülő támogatási program célkitűzése: - váljanak vonzóbbá az általános orvosi oklevéllel és már legalább egy szakorvosi szakképesítéssel rendelkezők számára a hiányszakmának minősülő szakorvosi területek, és - a program eredményeként javuljon az egészségügy által nyújtott ellátás színvonala és a betegbiztonság a szakmailag megfelelően felkészült humánerőforrás utánpótlás biztosítása által. A támogatási program keretében a következő szakmai tevékenységek valósulnak meg: I. Projektmenedzsment szervezet felállítása: az SZTE által kialakított Projektmenedzsment Igazgatóságon belül került kijelölésre 1 fő, aki a projektmenedzseri és pénzügyi vezetői feladatokat látja el (menedzseli a projekt lebonyolítását, elvégzi a pénzügyi feladatokat, elszámolásokat és a beszámolókat benyújtja, kötelező kommunikációs tevékenységek megvalósítást koordinálja). A Projektmenedzsment Igazgatóság biztosítja a projekt lebonyolításához szükséges egyéb adminisztratív, pénzügyi és működési kapacitást. A projekt tervezése és megvalósítása során figyelembe vettük a horizontális céloknak való megfelelést a következő elvárásoknak való megfelelés mentén: • környezetvédelmi és esélyegyenlőségi jogszabályok betartása; • a projekthez kapcsolódó nyilvános eseményeken, kommunikációinkban és viselkedésünkben esélytudatosságot fejezünk ki: nem közvetítünk szegregációt, csökkentjük a csoportokra vonatkozó meglévő előítéleteket; • esélyegyenlőségi tervvel rendelkezünk. A projekt lebonyolítása során a tájékoztatásra és nyilvánosságra vonatkozó kötelezettségeket az alábbiak szerint teljesítjük: • az SZTE honlapján a projekthez kapcsolódó tájékoztató megjelenítése; • „C” típusú tájékoztató tábla elkészítése és elhelyezése; • kommunikációs célra alkalmas fotódokumentáció készítése; • a projekthez kapcsolódó nyilvános dokumentumokon a kötelező EU-s elemek feltüntetése az Arculati Kézikönyv előírásai szerint; • TÉRKÉPTÉR feltöltése. II. Támogatási program szakmai megvalósítása: a támogatási program alapjainak kidolgozása a pályázat benyújtásával elkészült, mely munka szakmai felügyeletét az SZTE ÁOK Szak- és Továbbképzési Központ látja el. (csatolt melléklet: szakmai program) A menedzsmenti feladatok keretében a támogatás folyósítása előtt és azt követően folyamatosan vizsgáljuk a jogosultsági feltételeknek való megfelelést- az SZTE ÁOK Szak- és Továbbképzési Központ havi jelentése alapján. Ugyancsak a menedzsmenti feldatok keretében, de az SZTE ÁOK SZAKK jogi és HR munkatásainak szakmai irányításával kötjük meg a célcsoporttal a támogatási-szerződéseket, és a támogatásban részesített személyek végzettségéhez igazodó hiányszakmában történő elhelyezkedéséről az alátámasztó dokumentumokat is az ő segítségével gyűjtjük be. Ezen dokumentumhoz mellékletként csatoljuk a Felhívás 3.4.1.1. Műszaki és szakmai elvárások pontjában szereplő elvárások alapján kidolgozott Támogatási Program dokumentációját. III. Támogatási program szakmai fenntartásáról a következők szerint gondoskodunk: • A kidolgozott támogatási program fenntartását a szükséges költségvetési források rendelkezésre állása esetén biztosítani tudjuk az SZTE Projektmenedzsment Igazgatóság és az ÁOK SZAKK állandó munkatársai bevonásával; • A projekttel kapcsolatos minden dokumentumot elkülönítetten tatjuk nyilván; • Adatgyűjtést és -szolgáltatást a meghatározott minimális munkavállalási kötelezettségek teljesüléséről - a támogatási programból kilépő szakorvosok esetében - az SZTE ÁOK SZAKK jogi és HR munkatásainak szakmai segítségével gyűjtjük be és igazoljuk le.
