St. Lázár County Hospital is the largest health institution in Nógrád County, whose territorial care obligation covers the whole county from the point of view of progressive care. Another problem is that doctors and specialists working in the institution are becoming older. Nógrád has the highest average age among doctors, as young people are increasingly less attractive to the economically and socially disadvantaged county. In other words, the institution must be provided with an increasingly depleted and ageing human resources, which places a huge burden on health workers, in order to cure the population of the disadvantaged county, which is far worse than the national average. Overworking staff slows down patient care in the longer term and reduces the quality of care. The main problem is that Nógrád County’s ability to attract and retain professionals is weak, and despite the continuous vacancy notices of the Hospital, it can only partially fill the missing specialists. Some of the hospital’s in-patient care departments have a number of vacant medical and specialist posts. It would like to solve some of the shortages by retraining existing specialists in order to ensure continuous professional and safe patient care. The present project aims to improve the problems described above, which aims to retrain 33 specialists currently employed in the Hospital for shortages (13 areas) that currently have a minimum long-term chance of filling them. The reason for the planned retraining is to reduce the workload of current medical staff by alleviating the human resources problems of St. Lázár County Hospital, thus giving staff more time to deal with individual patients. The overall long-term objectives of the project, in line with the health strategy and the objectives set out in the EFOP, are: •Ensure an adequate level of human resources for health services to ensure the quality and safety of health services. •Ensure uniform access to public services by maintaining human resources in healthcare and filling missing personnel capacities. •Provide efficient health care in the hospital of St. Lázár County, coupled with high-quality services, with equal access for all residents of the care area. The specific objectives of the project are: •Reducing the hospital’s lack of human resources for health and increasing its motivation. •33 by retraining existing staff to reduce shortages in 13 professions. •Improve the quality of health care for hospital users by improving the skills of the workforce completing the training. •Providing well-trained professionals to improve patients’ health status and chances of recovery, thereby reducing the time spent in healthcare institutions. The project will be implemented in 24 months, and it takes this time to train the staff involved in the tender. The amount of aid required for the implementation of the project is HUF 250 178 577. As a result of the project, the shortage of specialists in the hospital will be reduced, and the workload of the existing staff will be reduced. The implementation of the project contributes to promoting the maintenance of human resources in the health care sector and to its orientation towards shortages and shortages.     A Szent Lázár Megyei Kórház Nógrád megye legnagyobb egészségügyi intézménye, melynek területi ellátási kötelezettsége a progresszív ellátás szempontjából az egész megyét felöleli. A szolgáltatói kapacitása 660 ágy (550 aktív és 110 krónikus), ami az Észak-magyarországi régióban a 4. legnagyobb. A fekvőbeteg-ellátás 21 kórházi osztályon valósul meg. A kórházban összesen 11 műtő található, az éves műtétek száma fekvőbeteg: 7.758, járóbeteg: 7.275 volt 2016-ban. Emellett 12 intenzív ágyat tart fenn az intézmény. A Kórház alapvető tevékenységét a fekvőbeteg ellátás, a járóbeteg ellátás, a szűrés és a gondozás jelenti. A járóbeteg szakrendeléseken évente 500-550.000 esetet látnak el, fekvőbetegként 23-25.000 esetük van, a krónikus ágyakon átlagosan 950-1.000 beteget kezelnek. A Kórház 954 főt foglakoztat, amiből 852-en közalkalmazottként, 102-en pedig szerződéses jogviszonyban dolgoznak. A Szent Lázár Megyei Kórház infrastruktúrájának korszerűsítése ugyan megtörtént az előző 2007-2013-as ciklusban EU-s pályázati támogatásból, de az intézmény folyamatosan humánerőforrás problémákkal küzd, egyre több a hiányszakma, amelyek betöltésére nagyon nehéz új munkatársakat találni. További problémát jelent, hogy egyre idősebbek az intézményben dolgozó orvosok és szakdolgozók. Az országban Nógrádban a legmagasabb az átlagos életkor az orvosok körében, mivel a fiatalok számára a hátrányos gazdasági és társadalmi helyzetben lévő megye egyre kevésbé vonzó munkahely. Tehát az intézménynek az országos átlagnál sokkal rosszabb egészségügyi helyzetben lévő hátrányos helyzetű megye lakosságának gyógyítását, egyre fogyó és idősödő humánerőforrással kell ellátni, amely hatalmas terhet ró az egészségügyi dolgozókra. A munkatársak túlterheltsége hosszabb távon lassítja a betegellátást és csökkenti az ellátás színvonalát. A legfőbb probléma, hogy Nógrád megye szakembervonzó és megtartó képessége gyenge, a Kórház folyamatos álláshirdetései ellenére csak részben tudja pótolni a hiányzó szakembereket. A Kórház egyes fekvőbeteg ellátó osztályain számos betöltetlen orvosi és szakdolgozói álláshely van. A hiányszakmák egy részének betöltését a meglévő szakdolgozók átképzésével szeretné megoldani az intézmény, a folyamatos szakszerű és biztonságos betegellátás érdekében. A fentiekben leírt problémákon kíván javítani jelen projekt, amely 33 fő, jelenleg a Kórházban foglalkoztatott szakdolgozót kíván átképezni olyan hiányszakmákra (13 területen), amelyek hosszú távú betöltésére jelenleg minimális esély mutatkozik. A tervezett átképzések indoka, hogy a Szent Lázár Megyei Kórház humánerőforrás problémáinak enyhítésével csökkentse a jelenlegi egészségügyi munkatársak leterheltségét, ezáltal a dolgozóknak több idejük legyen az egyes betegekkel foglalkozni. A projekt általános, hosszú távú céljai – az egészségügyi stratégiával és az EFOP-ban meghatározott célkitűzésekkel összhangban – a következők: •Az egészségügy humánerőforrásának megfelelő szintű biztosítása az egészségügyi szolgáltatások minőségének és biztonságának megteremtése érdekében. •Az egészségügyi ellátásban dolgozó humánerőforrás megtartásán és a hiányzó személyi kapacitások pótlásán keresztül a közszolgáltatások egységes elérhetőségének biztosítása. •Hatékonyan működő egészségügyi ellátás biztosítása a Szent Lázár Megyei Kórház fekvőbeteg szakellátásain, amely magas színvonalú szolgáltatásokkal párosul, és amelynek szolgáltatásaihoz egyenlő eséllyel fér hozzá az ellátási terület valamennyi lakója. A projekt konkrét céljai a következők: •A Kórház egészségügyi humánerőforrás hiányának enyhítése és motivációjának fokozása. •33 meglévő munkatárs átképzésével 13 szakmában a hiányszakmák számának csökkentése. •A Kórház ellátását igénybe vevők számára az egészségügyi ellátás minőségének javítása a képzéseket elvégző munkaerő szakképzettségének javításával. •A jól képzett szakemberek biztosításával a betegek egészségügyi állapotának és gyógyulási esélyeinek javítása, ezáltal az egészségügyi intézményekben gyógykezeléssel töltött idő csökkentése. A projekt megvalósítása 24 hónap, ennyi idő alatt valósul meg pályázatba bevont munkatársak képzése. A projekt megvalósításához szükséges támogatás összege 250.178.577 Ft. A projekt eredményeként csökken a szakdolgozói hiány a Kórházban, kisebb lesz a meglévő dolgozók leterheltsége. A projekt megvalósítása hozzájárul az egészségügyi humánerőforrás ágazatban tartásának elősegítéséhez, valamint a hiányszakmák, hiányterületek felé történő orientációjához A hiányzó személyi kapacitások pótlásán keresztül javul a Kórház dolgozóinak helyzete, a munkaerő megbecsülése. Az egészségügyi személyzetnek több ideje lesz a betegek ellátására, aminek következtében összességében magasabb lesz az egészségügyi ellátás színvonala a megyében. A projekt eredményeként javul a Szent Lázár Megyei Kórházban dolgozó munkaerő szakképzettsége, csökken a hiányszakmák száma, nő az egy betegre fordítható idő, mellyel a betegbiztonság is növelhető.
