The tasks related to the preparation and implementation of the scholarship programme are planned for the period from 1 January 2017 to 31 July 2021. The survey related to the survey of potential pupils eligible for the scholarship programme took place during the period 24-27 October 2016. We plan to set a date of 3 July 2017 as the deadline for the submission of grant applications, for potential students for the 2017/2018 academic year. According to our plans, students can apply and submit applications via an electronic interface, where they will be able to upload the necessary documentation and certificates at the same time. As an application condition, we plan, among other things, to stipulate that students pursuing vocational secondary/vocational secondary school studies will be eligible for scholarships from the academic year in which, in respect of the professional qualifications listed in the call for applications, they participate in state-sponsored, full-time, school-based vocational training and the average of study in the previous year reaches 3.01. The amount given includes the social contribution tax provided for by the legislation in force. We intend to pay the scholarship to the student by transferring it to a bank account in his/her own name. In determining the amount of the grant, we took into account the provisions of the tender notice, according to which the monthly amount of the nursing grant may not exceed 252/2016 on the scholarship for vocational education and training. Candidate pupils who continue their vocational education at the same time receive a grant under Government Decree No 297/2015 (X.13) and receive a supplementary scholarship only. For the KMR region, 891 people and 2081 persons in the convergence regions can be supported at the same time by our planned concept. The first payment was scheduled for October 2017. Az ösztöndíj program előkészítéshez és a megvalósításhoz kapcsolódó feladatokat 2017. január 1. és 2021. július 31. közötti időszakra tervezzük lebonyolítani. Az ösztöndíjprogramba vonható potenciális tanulói kör felméréshez kapcsolódó adatfelvétel a 2016. október 24- 27. közötti időszakban lezajlott. Az adatok feldolgozását és az eredmények értékelését a jelenlegi helyzet vizsgálata révén 2016. november 18-i határidővel elvégeztük. A megvalósíthatósági tanulmány, illetve a szükséges kiegészítő tanulmányok, szakvélemények elkészítésére 2016. dec. 31-ét tűztük ki határidőként. Erre az időszakra tervezzük kialakítani az ösztöndíjprogram módszertani kereteit az ösztöndíjas pályáztatás (pályázati kiírás, valamint bírálat), a mentorprogram, továbbá az ösztöndíjasok és a mentorok díjazására vonatkozó koncepciók és objektív szempontrendszerek kidolgozásával. Ezen túlmenően ebben az időszakban kívánjuk megvalósítani az ösztöndíj program népszerűsítését marketing, illetve kommunikációs szolgáltatásokkal a leendő pályázók mind szélesebb körű elérése érdekében. A mentorprogram akkreditáltatását követően tervezzük a mentorok (40 fő) kiválasztását/kijelölését, felkészítésüket és tanúsításukat. Terveink szerint 2017. május 15. a határideje az ösztöndíj pályázat tanulók felé történő pályázat kiírásának. Az intézményi keret megállapodások, valamint a szerződések sablonjainak összeállítását 2017. június 30-ig bezárólag tervezzük elvégezni.2017. július 3-i időpontot tervezzük megjelölni az ösztöndíj pályázatok benyújtási határidejeként, a 2017/2018. tanév potenciális tanulói köre számára. Terveink szerint a tanulók elektronikus felületen jelentkezhetnek és nyújthatnak be pályázatot, ahol egyidejűleg a szükséges dokumentációk, igazolások feltöltésére is lehetősége lesz. Pályázati feltételként többek között azt tervezzük kikötni, hogy a szakközépiskolai/szakgimnáziumi tanulmányokat folytató tanuló ösztöndíjra attól a tanévtől kezdődően válik jogosulttá, amelyben a pályázati felhívásban meghirdetett, Országos Képzési Jegyzékben szereplő szakképesítések vonatkozásában, államilag támogatott, nappali munkarendben iskolai rendszerű szakképzésben vesz részt és az előző évi tanulmányi átlaga eléri a 3,01-et. A pályázatok elbírálásának határidejeként első alkalommal 2017. augusztus 10-ét jelöltük meg, mely időpont kiválasztásánál figyelembe vettük a közoktatásra előírt beiratkozási időszakot (2017. 06. 22–24.) tekintettel arra, hogy iskolalátogatási igazolást fogunk bekérni a pályázatot benyújtó tanulóktól. Ezt követően évente tervezzük a pályáztatási eljárást lefolytatni mindig a tanévekhez igazodva, a felmerült szükségletekhez és a forrásfelhasználás előrehaladásához viszonyítva. Az ösztöndíj programban bíráló bizottság felállítása 2017. július 31. határidőt tűztük ki. Az ösztöndíj programban résztvevő tanulói kör azonosítását követően a szerződések megkötésének határidejét 2017. szeptember 15-re ütemeztük az ösztöndíj program sikeres pályázóival. Tekintettel arra, hogy évente tervezzük a pályáztatási eljárást lefolytatni, a sikeres új pályázókkal való szerződéskötést is évente, az adott év augusztus 31-i határidővel ütemezzük. Az ösztöndíj programban résztvevő intézményekkel az intézményi megállapodások, valamint a mentorszerződések megkötésének a 2017. szeptember 4-i határidőt tűztük ki. Az ösztöndíjakra fordítható keretösszeg ismeretében az ösztöndíj folyósítására vonatkozó időtartamot 3 teljes tanévre tervezzük (30 hónap), ami a sikeres pályázatok számától függően egyidejűleg 2972 fő tanuló támogatását teszi lehetővé, havi 117 milliós keretösszeg mellett. Ezzel a konstrukcióval a szakmai tanulmányaik idejére egységesen, 3,01 tanulmányi átlag felett, havi 40000 Ft-os ösztöndíj támogatásban részesülhetnek azok a tanulók, akik a pályázati feltételeket teljesítik. A megadott összeg tartalmazza a hatályos jogszabályok által előírt szociális hozzájárulási adót. A tanuló részére az ösztöndíjat a saját nevére kiállított bankszámlára történő átutalással kívánjuk folyósítani. Az ösztöndíj mértékének megállapításánál figyelembe vettük a pályázati kiírásban foglaltakat, mely szerint az ápolói ösztöndíj havi mértéke nem haladhatja meg a szakiskolai tanulmányi ösztöndíjról szóló 252/2016. (VIII.24.) Kormányrendeletben (tekintettel arra, hogy a pályázati felhívásban szereplő 328/2009 (XII.29) Kormányrendeletet hatályon kívül helyezte) meghatározott maximális összeg kétszeresét. Azok a pályázó tanulók pedig, akik szakgimnáziumi tanulmányaikat folytatják egyidejűleg a 297/2015.(X.13) Kormányrendelet alapján ösztöndíj támogatás-ban részesülnek, kizárólag kiegészítő ösztöndíjban részesülhetnek. A KMR régió vonatkozásában 891 fő, míg a konvergencia régiókban 2081 fő ösztöndíj támogatását teszi lehetővé egy időben az általunk tervezett koncepció. Az első kifizetést 2017. októberre ütemeztük. Ezt követően havonta, a tárgyhót követő hónap 15-ig tervezünk ösztöndíjat folyósítani. (Hungarian)
