The existing infrastructure of the public library of Akmenė district municipality does not provide sufficient accessibility and quality of the services provided, i.e. limited access to permanent library services, as the existing premises are too small to organise high-quality cultural events. Since 2007, the building located at V. Kudirkos str. 9, New Akmenė has been reconstructed, where the public library of Akmenė district municipality will be located. Within the scope of this project, the reconstructed building will be completed and equipment and furniture necessary for the operation of the library will be purchased and installed. The implementation of the project activities and the transfer of the library’s activities to more spacious premises will improve the quality of the traditional library services already provided and create the conditions for new services: there are music and arts, foreign languages, local science reading rooms and conference halls. All traditional processes of searching-issuing and returning publications will be simplified and accelerated by the implemented circulating process management and automation system. It is expected that a modernised cultural infrastructure that meets the needs of modern society will contribute to the creation of higher quality cultural services, encourage additional flows of visitors (visits), thus increasing the attractiveness of the city of New Akmene for investment and business development.     Esama Akmenės rajono savivaldybės viešosios bibliotekos infrastruktūra neužtikrina pakankamo teikiamų paslaugų prieinamumo ir kokybės, t. y. ribotos galimybės naudotis nuolatinėmis bibliotekos paslaugomis, kadangi esamos patalpos yra per mažos norint organizuoti kokybiškus kultūrinius renginius. Nuo 2007 m. vykdoma pastato, esančio V. Kudirkos g. 9, Naujoji Akmenė, rekonstrukcija, kuriame įsikurs Akmenės rajono savivaldybės viešoji biblioteka. Šio projekto apimtyje bus baigtas rekonstruoti pastatas bei įsigyta ir sumontuota bibliotekos veiklai reikalinga įranga ir baldai. Įgyvendinus projekto veiklas ir perkėlus bibliotekos veiklą į erdvesnes patalpas bus pagerinta jau teikiamų tradicinių bibliotekos paslaugų kokybė ir sudarytos sąlygos naujoms paslaugų kryptims: įrengtos muzikos ir meno, užsienio kalbų, kraštotyros skaityklos ir konferencijų salė. Visus tradicinius leidinių paieškos-išdavimo-grąžinimo procesus supaprastins ir paspartins įdiegta cirkuliacinė procesų valdymo bei automatizavimo sistema. Tikimasi, kad modernizuota, šiuolaikinės visuomenės poreikius atitinkanti kultūros infrastruktūra prisidės prie aukštesnės kokybės kultūros paslaugų sukūrimo, skatins papildomus lankytojų (apsilankymų) srautus, bei taip bus didindamas Naujosios Akmenės miesto patrauklumas investicijoms ir verslo plėtrai.
