The changing economic situation and the labour market and the rising unemployment rate in Visaginas lead to social exclusion among Lithuanian regions and encourage emigration. This raises public dissatisfaction and the economic downturn of the city. The establishment of the Visaginas Innovation Cluster aims to create freely accessible centres of attraction for informal education services, which promote society’s community, socialisation of the population and provide opportunities for productive leisure and at the same time promote their self-entrepreneurship or other employment. By establishing this cluster in Visaginas, the aim is to promote the inner development of the city by converting abandoned premises belonging to Visaginas City Municipality, Visaginas Cultural Centre, Visaginas “Verdenė” gymnasium, Visaginas “Revival” gymnasium, creating conditions for residents of all ages to engage, cooperate and share ideas. It is expected that the establishment of this cluster will reduce social exclusion and motivate the participants of the cluster to discover themselves in new activities or business. The project also aims to promote understanding and adaptation to the changing labour market, highlighting the context of industrial revolution 4.0, which inevitably changes the global approach to the specifics of the workforce. Besikeičianti ekonominė situacija ir darbo rinka bei didėjantis nedarbo lygis Visagino mieste kelia gyventojų socialinę atskirtį tarp Lietuvos regionų ir skatina emigraciją. Tai augina visuomenės nepasitenkinimą bei ekonominį miesto nuosmukį. Visagino inovacijų klasterio įkūrimas siekia sukurti laisvai pasiekiamus neformalaus švietimo paslaugų traukos centrus, kurie skatintų visuomenės bendruomeniškumą, gyventojų socializaciją ir suteiktų galimybes produktyviai leisti laisvalaikį ir tuo pačiu skatintų jų savarankišką verslumą ar kitokį užimtumą. Įkuriant šį klasterį Visagine, siekiama skatinti vidinę miesto plėtrą, konvertuojant apleistas patalpas, priklausančias Visagino miesto savivaldybei, Visagino kultūros centre, Visagino „Verdenės“ gimnazijoje, Visagino „Atgimimo“ gimnazijoje, sukuriant sąlygas įvairaus amžiaus gyventojams įsitraukti, bendradarbiauti ir dalintis idėjomis. Tikimasi, kad šio klasterio įkūrimas mažins socialinę atskirtį ir motyvuos klasterio dalyvius atrasti save naujoje veikloje arba versle. Taip pat šiuo projektu siekiama skatinti supratimą ir prisitaikymą prie besikeičiančios darbo rinkos, atkreipiant dėmesį į 4.0 industrinės revoliucijos kontekstą, kuris neišvengiamai keičia globalų požiūrį apie darbo jėgos specifiką.
