Obiectivul general al proiectului il constituie dezvoltarea unui sistem inovator si flexibil de prevenire a coruptiei, crestere a transparentei, eticii si integritatii prin implementarea unor masuri de prevenire a coruptiei, aplicarea unitara a mecanismelor, procedurilor si normelor de etica si integritate si imbunatatirea cunostintelor si competentelor in ceea ce priveste prevenirea coruptiei la nivelul administratiei publice locale din Vrancea, respectiv la nivelul celor 73 de UAT-uri din 68 comune si 5 orase plus Consiliul Judetean Vrancea, pe parcursul a 12 luni. Modelul reuneste functii complementare necesare (informare, promovare, instruire, elaborare ghid de punere in aplicare a cadrului legal privind masuri anticoruptie) pentru a genera un impact pe termen lung care sa contribuie la o mai buna functionare a administratiei publice locale, astfel incat sa se alinieze la nivelul standardelor europene in termeni de transparenta, etica si integritate. Efectele pozitive pe termen lung se regasesc prin dezvoltarea unui model functional care sa raspunda nevoii de combatere a coruptiei si de crestere a nivelului de credibilitate a cetatenilor in administratiilor locale, aplicarea unitara a normelor, mecanismelor si procedurilor in materie de etica si integritate, precum si cresterea nivelului de educatie anticoruptie pentru personalul din autoritatile si institutiile publice, toate ducand la cresterea gradulului de implementare a masurilor referitoare la prevenirea coruptiei. Proiectul isi propune sa organizeze cursuri privind etica si integritatea in randul personalului din cadrul autoritatilor publice locale din Vrancea, precum si sesiuni de constientizare anticoruptie si elaborarea de studii si analize privind perceptia publica in materie de etica si transparenta. De asemenea prin cresterea gradului de implementare a masurilor referitoare la prevenirea coruptiei si a indicatorilor de evaluare in autoritatile si institutiile publice, obiectivul general se subscrie obiectivului OS 2.2. „Cresterea transparentei, eticii si integritatii in cadrul autoritatilor si institutiilor publice” din cadrul Programului Operational Capacitate Administrativa 2014-2020 In concluzie, proiectul contribuie la solutionarea problemelor grupului tinta identificat din Judetul Vrancea. The general objective of the project is to develop an innovative and flexible system for preventing corruption, increasing transparency, ethics and integrity through the implementation of measures to prevent corruption, uniform application of mechanisms, procedures and norms of ethics and integrity and improvement of knowledge and competences in preventing corruption at the level of the local public administration in Vrancea, respectively at the level of the 73 ATUs in 68 communes and 5 cities plus Vrancea County Council, over 12 months. The model brings together the necessary complementary functions (information, promotion, training, development of guidelines for implementing the legal framework on anti-corruption measures) in order to generate a long-term impact that will contribute to a better functioning of the local public administration, so as to align itself with European standards in terms of transparency, ethics and integrity. The long-term positive effects are found by developing a functional model that meets the need to combat corruption and increase the level of credibility of citizens in local administrations, the unitary application of norms, mechanisms and procedures in terms of ethics and integrity, as well as increasing the level of anti-corruption education for staff in public authorities and institutions, all leading to an increase in the implementation of measures related to the prevention of corruption. The project aims to organise courses on ethics and integrity among the staff of the local public authorities in Vrancea, as well as anti-corruption awareness sessions and elaboration of studies and analyses on public perception of ethics and transparency. Also by increasing the level of implementation of measures related to the prevention of corruption and evaluation indicators in public authorities and institutions, the general objective is underpinned by OS 2.2 objective. “Increasing transparency, ethics and integrity within public authorities and institutions” within the Operational Programme Administrative Capacity 2014-2020 In conclusion, the project contributes to solving the problems of the identified target group in Vrancea County. Allgemeines Ziel des Projekts ist die Entwicklung eines innovativen und flexiblen Systems zur Korruptionsprävention, zur Erhöhung der Transparenz, der Ethik und der Integrität durch die Umsetzung von Maßnahmen zur Korruptionsprävention, die einheitliche Anwendung von Mechanismen, Verfahren und Normen der Ethik und Integrität sowie die Verbesserung der Kenntnisse und Kompetenzen zur Korruptionsprävention auf Ebene der lokalen öffentlichen Verwaltung in Vrancea auf der Ebene der 73 ATUs in 68 Gemeinden und 5 Städten sowie des Kreisrats Vrancea über 12 Monate. Das Modell vereint die notwendigen ergänzenden Funktionen (Information, Förderung, Ausbildung, Entwicklung von Leitlinien für die Umsetzung des Rechtsrahmens für Maßnahmen zur Korruptionsbekämpfung), um langfristige Auswirkungen zu erzielen, die zu einem besseren Funktionieren der lokalen öffentlichen Verwaltung beitragen, um sich an die europäischen Standards in Bezug auf Transparenz, Ethik und Integrität anzugleichen. Die langfristigen positiven Effekte ergeben sich aus der Entwicklung eines funktionalen Modells, das der Notwendigkeit entspricht, Korruption zu bekämpfen und die Glaubwürdigkeit der Bürger in den lokalen Verwaltungen zu erhöhen, die einheitliche Anwendung von Normen, Mechanismen und Verfahren in Bezug auf Ethik und Integrität sowie die Erhöhung des Niveaus der Ausbildung zur Korruptionsbekämpfung für das Personal in Behörden und Institutionen, was zu einer verstärkten Umsetzung von Maßnahmen im Zusammenhang mit der Korruptionsprävention führt. Ziel des Projekts ist es, Kurse zum Thema Ethik und Integrität bei den Mitarbeitern der lokalen Behörden in Vrancea zu organisieren sowie Sensibilisierungsveranstaltungen zur Korruptionsbekämpfung sowie die Ausarbeitung von Studien und Analysen zur öffentlichen Wahrnehmung von Ethik und Transparenz. Auch durch die Erhöhung der Umsetzung von Maßnahmen zur Korruptionsprävention und Bewertungsindikatoren in Behörden und Institutionen wird das allgemeine Ziel durch das OS 2.2-Ziel untermauert. „Mehr Transparenz, Ethik und Integrität in Behörden und Institutionen“ im Rahmen des operationellen Programms Verwaltungskapazität 2014-2020 Fazit trägt das Projekt zur Lösung der Probleme der identifizierten Zielgruppe in Vrancea County bei. De algemene doelstelling van het project is de ontwikkeling van een innovatief en flexibel systeem om corruptie te voorkomen, de transparantie, ethiek en integriteit te vergroten door middel van maatregelen ter voorkoming van corruptie, uniforme toepassing van mechanismen, procedures en normen inzake ethiek en integriteit en verbetering van kennis en competenties bij het voorkomen van corruptie op het niveau van de lokale overheid in Vrancea, respectievelijk op het niveau van de 73 ATU’s in 68 gemeenten en 5 steden plus de provincieraad van Vrancea, over een periode van twaalf maanden. Het model brengt de nodige aanvullende functies samen (informatie, promotie, opleiding, ontwikkeling van richtsnoeren voor de tenuitvoerlegging van het rechtskader inzake corruptiebestrijdingsmaatregelen) om een langetermijneffect te genereren dat zal bijdragen tot een betere werking van de lokale overheidsdiensten, teneinde zich aan te passen aan de Europese normen op het gebied van transparantie, ethiek en integriteit. De positieve effecten op de lange termijn worden gevonden door de ontwikkeling van een functioneel model dat tegemoetkomt aan de noodzaak om corruptie te bestrijden en de geloofwaardigheid van de burgers in lokale overheden te vergroten, de eenheid van normen, mechanismen en procedures op het gebied van ethiek en integriteit toe te passen, en het niveau van corruptiebestrijdingsonderwijs voor personeel van overheidsinstanties en -instellingen te verhogen, wat allemaal leidt tot een toename van de uitvoering van maatregelen ter voorkoming van corruptie. Het project is gericht op het organiseren van cursussen over ethiek en integriteit onder het personeel van de lokale overheden in Vrancea, evenals bewustmakingssessies voor corruptiebestrijding en het uitwerken van studies en analyses over de perceptie van ethiek en transparantie bij het publiek. Ook door de uitvoering van maatregelen ter voorkoming van corruptie en evaluatie-indicatoren bij overheidsinstanties en instellingen te verhogen, wordt de algemene doelstelling ondersteund door OS 2.2-doelstelling. „Meer transparantie, ethiek en integriteit binnen overheidsinstanties en -instellingen” binnen het operationele programma Administratieve capaciteit 2014-2020 Tot slot draagt het project bij aan het oplossen van de problemen van de geïdentificeerde doelgroep in het district Vrancea.
