В изпълнение на изискванията на проекта на „Регламент на Европейския парламент и на Съвета за определяне на общоприложими разпоредби за Европейския фонд за регионално развитие, Европейския социален фонд, Кохезионния фонд, Европейския фонд за морско дело и рибарство, както и финансови правила за тях и за фонд „Убежище и миграция“, фонд „Вътрешна сигурност“ и инструмента за управление на границите и визите“ № COM(2018) 375 от 29.5.2018 г. е необходимо да бъде изготвена предварителна екологична оценка на проекта на Оперативна програма „Транспортна свързаност“ 2021 -2027 г. Извършването на стратегическа екологична оценка (СЕО) на проекта на Оперативна програма „Транспортна свързаност“ 2021-2027 г. обхваща оценка на очакваните въздействия на програмата върху околната среда и човешкото здраве, в съответствие с нейните цели, приоритети и дейности. В обхвата на проекта са включени изготвяне на необходимата документация по процедурата за СЕО за програмата, в т. ч. изготвяне на доклад за оценка за съвместимостта с предмета и целите на опазване на защитените зони, предвид че процедурата по оценка за съвместимост се провежда чрез процедурата по СЕО. In order to meet the requirements of the draft Regulation of the European Parliament and of the Council laying down common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, and the European Maritime and Fisheries Fund and financial rules for those and for the Asylum and Migration Fund, the Internal Security Fund and the Border Management and Visa Instrument COM(2018) 375 of 29.5.2018, it is necessary to prepare an ex-ante environmental assessment of the draft Operational Programme on Transport Connectivity 2021-2027. The Strategic Environmental Assessment (SEA) of the draft Operational Programme Transport Connectivity 2021-2027 covers an assessment of the expected environmental impacts of the Programme on the environment and human health, in line with its objectives, priorities and activities. The scope of the project includes the preparation of the necessary documentation under the SEA procedure for the programme, including the preparation of an assessment report on the compatibility with the object and conservation objectives of the protected areas, given that the conformity assessment procedure is carried out through the SEA procedure.
