It is not only the environment for developing their activities that is more difficult — the widespread culture does not sufficiently promote recognition and reward for the entrepreneurial initiative and does not promote as a role model successful entrepreneurs who create jobs and incomes. For entrepreneurship to become a driving force of economic growth in Northwestern Bulgaria, a complete and lasting cultural change is needed. Efforts must be made to make entrepreneurship a challenging alternative in the poorest region of the EU. In this respect, the project proposal foresees a number of initiatives to promote self-employed business, such as: information and motivation for the development of independent business and entrepreneurship; preparation of persons wishing to develop their own business, including unemployed and workers, including young people; — providing a set of trainings and consulting services to support the target groups in the development and assessment of their entrepreneurial ideas, the acquisition of knowledge and skills necessary for the management and development of the business and the development of business ideas in viable plans for real economic activity. Предприемачеството е мощен стимул за икономически растеж и създаване на заетост – благодарение на него се създават нови предприятия и работни места, разработват се нови пазари и се развиват нови умения и способности. Предприемачеството допринася за по-конкурентоспособна и по-иновационна икономика и е решаващ фактор за постигането на заложените цели в редица политики на европейско равнище. Като цяло потенциалните предприемачи в Европа попадат в трудна среда: образованието не предлага подходяща основа за предприемаческа кариера на фона на затруднен достъп до кредитиране и пазари, трудности при прехвърлянето на собствеността върху предприятията, страх от осъдително отношение и санкции в случай на неуспех и тромави административни процедури. Не само средата за развитие на дейността им е по-трудна – широко разпространената култура не благоприятства в достатъчна степен признание и отплата за предприемаческата инициатива и не популяризира като пример за подражание успелите предприемачи, които създават работни места и доходи. За да стане предприемачеството движеща сила на икономически растеж, в Северозападна България, е необходима цялостна и трайна културна промяна. Трябва да се полагат усилия предприемачеството да стане предизвикателна алтернатива в най-бедния район на ЕС. В тази връзка в проектното предложение се предвиждат редица инициативи за насърчаване на самостоятелната стопанска дейност, като: - информиране и мотивиране за развитието на самостоятелна стопанска дейност и предприемачество; - подготовка на лица, желаещи да развиват собствен бизнес, вкл. безработни и работещи, в т.ч. и младежи; - предоставяне на комплекс от обучения и консултантски услуги, които да подпомогнат целевите групи в разработката и преценката на предприемаческите им идеи, придобиването на нужни за управлението и развитието на бизнеса знания и умения и разработването на бизнес идеите в жизнеспособни планове за реализация на реална стопанска дейност.
