Проектът предвижда да се идентифицират, анализират и оценят факторите, влияещи негативно на ефективността на пристанищата за обществен транспорт с национално значение.С настоящия проект се цели изготвяне на задълбочен анализ за идентифициране причините за относително високото време за престой на корабите в пристанищата на Република България и бавното им обслужване. Проектът следва да компенсира липсата на утвърдена методика за оценка на риска, прилагайки холистичен подход (безопасност, околна среда, сигурност, инфраструктура, суперструктура, оперативна ефективност и др.) и на тази база – периодична преоценка и предприемане на превантивни мерки и действия (инвестиции), водещи до устойчиво развитие на пристанищата, повишена ефективност, конкурентоспособност и др. След като се определи количествено риска и се приоритизират областите, ще бъдат предложени коригиращи/превантивни мерки като отстраняване на проблеми в съществуващата нормативна уредба, инвестиционни и организационни мерки за развитие на пристанищата и др.Реализирането на проекта ще допринесе за намаляването на времето за обслужване на корабите в пристанищата на Република България до европейските стандарти и от там ще се повиши ефективността и конкурентоспособността на българските пристанища с национално значение.Териториалният обхват на дейностите по проекта включва пристанищата за обществен транспорт с национално значение:-ПРИСТАНИЩЕ ВАРНА включва: Варна-изток, Варна-запад, ТЕЦ Езерово, Петрол, Леспорт, Фериботен комплекс – Варна, Балчик;-ПРИСТАНИЩЕ БУРГАС включва: Бургас-изток 1, Бургас-изток 2, Бургас-запад, Росенец, Несебър;-ПРИСТАНИЩЕ РУСЕ включва: Русе-изток, Русе-център, Русе-Запад, Силистра, Фериботен терминал – Силистра, Тутракан, Свищов, Фериботен терминал – Никопол и Сомовит;-ПРИСТАНИЩЕ ЛОМ включва: Лом и Оряхово;-ПРИСТАНИЩЕ ВИДИН включва: Видин-център, Видин-юг, Видин-север и Фериботен комплекс - Видин. The project envisages identifying, analysing and evaluating the factors negatively affecting the efficiency of public transport ports of national importance. This project aims to prepare an in-depth analysis to identify the reasons for the relatively high time of call of ships in the ports of the Republic of Bulgaria and their slow service. The project should compensate for the lack of a validated risk assessment methodology by applying a holistic approach (safety, environment, security, infrastructure, superstructure, operational efficiency, etc.) and, on that basis, periodic re-evaluation and preventive measures and actions (investments) leading to sustainable port development, increased efficiency, competitiveness, etc. After quantifying the risk and prioritising the areas, corrective/preventive measures will be proposed, such as remedying problems in the existing legal framework, investment and organizational measures for port development, etc. The implementation of the project will contribute to reducing the service time of ships in the ports of the Republic of Bulgaria to European standards and from there will increase the efficiency and competitiveness of Bulgarian ports of national importance.The territorial scope of the project activities includes the ports for public transport of national importance:-PROSTION VARNA includes: Varna-East, Varna-West, TPP Ezerovo, Petrol, Lesport, Ferry Complex — Varna, Balchik;-PRODUCTION BURGAS includes: Burgas-East 1, Burgas-East 2, Burgas-West, Rosenets, Nessebar;-PRESSMENT RUSE includes: Ruse-East, Ruse-Center, Ruse-West, Silistra, Ferry Terminal — Silistra, Tutrakan, Svishtov, Ferry Terminal — Nikopol and Somovit;-PRODUCTION LOM includes: Lom and Oryahovo;-PRISTINA VIDIN includes: Vidin-center, Vidin-South, Vidin-north and Ferry-North complex — Vidin.
