This project proposal “Prevention of Social Exclusion and Reduction of Child Poverty in the Municipality of Razgrad” complements and builds on the achievements of the Social Inclusion Project, funded by the IBRD Loan 7612BG, under which integrated early childhood development services were provided in the municipality. Early childhood development includes all necessary support for the child from 0 to 7 years in order to be able to realise their right to survival, protection and care, which will guarantee the best development. Early childhood development includes adequate health services for the pregnant woman, mother and baby, full nutrition for the pregnant and lactating woman, the baby and the child, providing opportunities and environments for early learning, family support, community development, etc. The project proposal provides a combination of innovative, integrated social, health, educational services and measures to prevent and support young children and families at risk. The services have a large mobile component, provided in the home or other natural environment for the child. They are tailored to the individual needs and resources of families and children. For the provision of the services, staff will be selected involving professionals from different fields. They will work in an interdisciplinary team and coordinate their efforts to meet the complex needs of children and families from the target groups. The aim of the project proposal is to create a network of sustainable integrated early childhood development services for families with children from 0 to 7 years, including with disabilities; children from 0 to 7 years at risk and their families; children and adults at risk. The aim of this project proposal is not only to support families in raising children, but also to stimulate greater activity in all spheres of life in order to provide a good family environment for young children. Настоящото проектно предложение "Превенция на социалното изключване и намаляване на бедността сред децата в община Разград" допълва и надгражда постигнатото по Проекта за социално включване, финансиран със Заем 7612BG от МБВР, по които в общината се предоставяха интегрирани услуги за ранно детско развитие. Ранното детско развитие включва цялата необходима подкрепа за детето от 0 до 7 години, за да може да бъде реализирано правото му на оцеляване, закрила и грижа, което ще му гарантира най-доброто развитие. Ранното детско развитие обхваща адекватни здравни услуги за бременната жена, майката и бебето, пълноценно хранене за бременната и кърмеща жена, бебето и детето, осигуряване на възможности и среда за ранно учене, подкрепа на семейството, развитие на общността и др. Проектното предложение предвижда предоставяне на комбинация от иновативни, интегрирани социални, здравни, образователни услуги и мерки за превенция и подкрепа на малки деца и семейства в риск. Услугите са с голям мобилен компонент, предоставят се в дома или друга естествена за детето среда. Съобразени са с индивидуалните потребности и ресурси на семействата и децата. За предоставянето на услугите ще бъде подбран персонал, включващ специалисти от различни сфери. Те ще работят в интердисциплинарен екип и ще координират усилията си за посрещане на комплексните нужди на децата и семействата от целевите групи. С реализирането на проектното предложение се цели Община Разград да създадени мрежа от устойчиви интегрирани услуги за ранно детско развитие за семейства с деца от 0 до 7 години, включително с увреждания; деца от 0 до 7 години в риск и техните семейства; деца и възрастни в риск. С реализирането на настоящото проектно предложение се цели не само да се подкрепят семействата в отглеждането на децата, но и да се стимулират за по-голяма активност във всички сфери на живота с цел осигуряване на добра семейна среда за малките деца. По този начин ще се ограничи и предаването на бедността между поколенията. (Bulgarian)
