Реализацията на проекта предвижда строителство на нова сграда с цел осигуряване на съвременни социални жилища за настаняване на уязвими групи от населението и други групи в неравностойно положение. Планира се сградата да бъде построена върху имот, частна общинска собственост на ул. "Владая" № 6 - ПИ с ИД 56784.525.232, който попада в кв.14 по плана на кв. „Многофункционална зона Изток“. Предвижда се РЗП от 6795 квадратни метра, която да даде възможност за обособяване на 40 едностайни, 22 двустайни, 8 тристайни и 4 четиристайни апартамента, 18 паркоместа, като и общи спомагателни помещения.
