This budget line is aimed at improving the administrative capacity of the Municipality of Petrich as a local authority responsible for the implementation of a strategy for sustainable urban development, the Intermediate Body (IB) and a specific beneficiary under Priority Axis 1 “Sustainable and Integrated Urban Development” of OPRG 2014-2020. Within the budget line, financial provision will be provided to the Intermediate Body team for its work to assess project proposals for applications under PO 1 “Sustainable and Integrated Urban Development” of Operational Programme Regions in Growth 2014-2020; the remuneration of the employed external evaluators at the Intermediate Body, as well as the financial provision of the team for management and implementation of the Investment Programme (IP) for sustainable and integrated urban development of Petrich Municipality. Funding will be provided where necessary for the participation of the IB and EaP teams in programmes and trainings for the exchange of experience and good practices. Funds are also foreseen for the financial provision of the management and implementation team of this budget line. The implementation of the budget line creates conditions for the normal and smooth functioning of the Ministry of Health at the Municipality of Petrich and for the management and implementation of the IP through the implementation of the following activities:- Update of the FSC;- Remuneration of the team for the implementation of the IP;- Remuneration of the team of the Ministry of Health;- hiring of external evaluators and assistant assessors; technical assistance for the creation of urban networks and participation in events at EU level related to integrated urban sustainable development;- Participation in programmes for the exchange of experience and good practices;- Organisation and management costs. The budget line will be implemented in accordance with all regulatory requirements and the principles of sound financial management. Настоящата бюджетна линия е насочена към подобряване на административния капацитет на Община Петрич в качеството й на местен орган, отговорен за изпълнението на стратегия за устойчиво градско развитие, Междинно звено (МЗ) и конкретен бенефициент по приоритетна ос 1 "Устойчиво и интегрирано градско развитие" на ОПРР 2014-2020 г.В рамките на бюджетната линия ще бъде осигурено финансово обезпечаване на екипа на Междинното звено по отношение на неговата работа за оценка на проектни предложения за кандидатстване по ПО 1 "Устойчиво и интегрирано градско развитие" на Оперативна програма "Региони в растеж" 2014-2020 г.; възнагражденията на наетите външни оценители към Междинното звено, както и финансовото обезпечаване на работата на екипа за управление и изпълнение на Инвестиционна програма (ИП) за устойчиво и интегрирано градско развитие на община Петрич. Ще бъде осигурено финансиране при необходимост на участието на екипите на МЗ и ИП в програми и обучения за обмен на опит и добри практики. Предвидени са средства и за финансовото обезпечаване на екипа за управление и изпълнение на настоящата бюджетна линия.С изпълнението на бюджетната линия се създават условия за нормално и безпроблемно функциониране на МЗ към Община Петрич и за управление и изпълнение на ИП посредством изпълнението на следните дейности:- Актуализиране на СФУК;- Възнаграждения на екипа за изпълнение на ИП;- Възнаграждения на екипа на МЗ;- Наемане на външни за МЗ оценители и помощник-оценители;- Техническа помощ за създаване на градски мрежи и участие в прояви на равнище ЕС, свързани с интегрирано градско устойчиво развитие;- Участие в програми за обмен на опит и добри практики;- Разходи за организация и управление.Бюджетната линия ще бъде изпълнена в съответствие с всички нормативни изисквания и принципите на доброто финансово управление. В области, в които общината не притежава достатъчна експертиза ще бъде привлечена външна експертна помощ. (Bulgarian)
