Проектното предложение предвижда формиране и учредяване на публично-частно партньорство, чрез създаването на Местна инициативна рибарска група Несебър, която от своя страна да разработи Стратегия за местно развитие. За целта ще се проведат редица публични мероприятия за популяризиране на подхода ВОМР и процеса на разработка на стратегията. Ще бъдат проведени две обучения за екипа на МИРГ и за местни лидери.
