The existing model of organisation and functioning of the structures of the general administration is characterised by high costs, heterogeneous practices and poor coordination in the activity. The project provides for a detailed analysis of the current staff in the field of human resources management, financial and accounting activities and IT activities and the development of a model in which administrations are gradually exempted from the implementation of non-property activities of a general and ancillary nature in order to be able to concentrate on their key functions. The aim is to create a model in which one unit or administrative authority provides shared services to other administrative authorities.In the framework of the project, various possible approaches should be considered, choosing the most appropriate model, taking into account the specifics of the fields and activities to which the principle of shared services will be implemented. The activities will be prioritised and a Roadmap for introduction of shared services will be prepared. In relation to the sites with representative and social functions in the state administration, analysis and preparation of proposals for improvement of the model of their management will be made in view of the possibilities for shared services.In terms of legal representation of the administration will be analysed and prepared proposals for improvement of the current system, in view of the possibilities for shared services.In order to introduce the principle of shared services, amendments and additions to the current legal framework will be necessary. It is also envisaged to develop a methodological framework to maximise the efficiency of the opportunities offered by shared services to optimise the performance of the administration, as well as to develop and implement a change management mechanism.The project will set up 2 shared service delivery units and monitor the operation of the model on an ongoing basis, with a view to its subsequent multiplication in other administrations. Съществуващият модел на организация и функциониране на структурите на общата администрация се характеризира с високи разходи, разнородни практики и слаба координация в дейността. Проектът предвижда детайлен анализ на текущото съст. в областта на управл. на човешките ресурси, финансово-счетоводни дейности и ИТ дейности и разработване на модел, при който администрациите постепенно се освобождават от изпълнението на несвойствени дейности от общ и спомагателен характер, за да могат да се концентрират върху ключовите си функции. Цели се създ. на модел, при който едно звено или адм. предоставя споделени услуги на други адм.В рамките на проекта следва да бъдат разгледани разл. възможни подходи, като се избере най-подходящият орг. модел, с оглед спецификата на сферите и дейностите, за изпълн. на които ще се въвежда принципът на споделени услуги. Дейностите ще бъдат приоритизирани и ще бъде изготвена Пътна карта за въвеждане на споделени услуги.По отнош. на обектите с представителни и социални функции в държавната адм. ще бъде направен анализ и изготвени предложения за подобряване на модела на тяхното управл, с оглед възможностите за споделени услуги.По отношение на процесуалното представителство на администрацията ще бъде направен анализ и изготвени предложения за подобряване на текущото съст, с оглед възможностите за споделени услуги.С оглед въвеждане на принципа на споделените услуги, ще се наложат изменения и допълнения на действащата нормативна уредба. Предвидено е също така разработването на методологична рамка, която да позволи максимално ефективното използване на възможностите, които предоставят споделените услуги за оптимизиране на работата на администрацията, както и разработване и внедряване на механизъм за управление на промяната.В рамките на проекта ще бъдат създадени 2 звена за предоставяне на споделени услуги, както и ще бъде извършен текущ мониторинг на действието на модела, с оглед неговото мултиплициране впоследствие в други администрации.
