Policies have traditionally been implemented through regulations, as this ensures the sustainability of decisions. There is almost no other policy approach in the Bulgarian administrative practice. For this reason, the Law on normative acts introduces an obligation to carry out an impact assessment of the normative acts. Impact assessment as a tool ensures greater transparency of the legislative process, sustainability of policies and regulations. Robust legislation saves costs for both the addressees of the norms and the administration and those who propose the legislation.The project will allow for comprehensive ex-ante impact assessments of draft laws or codes and ex-post impact assessments of existing laws and codes. This will enable the implementation of key policies for the administration. Въвеждането на доброто управление и повишаването на ефикасността на администрацията са основни цели на всички pравителства. Традиционно политиките се реализират чрез нормативни актове, тъй като по този начин се осигурява устойчивост на решенията. В българската административна практика почти липсва друг подход за реализиране на политики. Поради тази причина в Закона за нормативните актове е въведено задължение за извършване на оценка на въздействието на нормативните актове. Оценката на въздействието като инструмент осигурява по-голяма прозрачност на законодателния процес, устойчивост на политиките и от там на нормативните актове. Стабилното законодателство спестява разходи както на адресатите на нормите, така и на администрацията и на тези, които предлагат законодателството.Проектът ще даде възможност да бъдат извършени цялостни предварителни оценки на въздействието на проекти на закони или кодекси и последващи оценки на въздействието на действащи закони и кодекси. Това ще даде възможност за реализиране на ключови за администрацията политики. Заедно с това ще се повиши капацитета на администрацията за извършването на ОВ, което ще гарантира мултипликационен ефект в бъдеще. (Bulgarian)
